PLANNING OBJECTIVES The project is located at 806 North College Avenue just North of Gabby's Restaurant. The property is in the HB (Highway Business) zoning district and contains 0.5034 acres. There is an existing building on the North side of the site that is to remain. All utilities are existing. The proposed use for this site is automobile sales and is required to go through the planned unit development review process. The property is not part of a legally subdivided lot; therefore a minor subdivision plat has been prepared. The plat will dedicate a 20.00 foot wide additional public right-of-way for College Avenue and all necessary easements. The proposed use is compatible with surrounding uses on north College Avenue. The site is bounded on the South by a restaurant and on the North by an equipment rental store. There are several existing auto related retail stores and auto sales lots just North of this site. The site plan shows the proposed layout for College Avenue access, driveways, auto display, parking and landscaping. The 24 foot wide access drive is located along the South property line so that it may be shared with the restaurant. The curb radius onto College Avenue is 10 feet due to the existing fire hydrant at the Northwest comer of the restaurant site. All of the proposed curb shown is asphalt because of the probability of removal when future improvements are constructed along College Avenue. Generous landscape islands are provided around the perimeter of the site. Trees and shrubs will be planted in the South islands to help soften the car display area. A 36 inch high split rail fence is used at the front of the site to allow for auto display and so that sight distances are not obstructed. A 6 foot high wrought iron fence with concrete block columns will be constructed along the South and East sides of the site. No permanent street trees are proposed along College Avenue due to the planned future improvements of the street. Small pole type lot fights are being used for display lighting and security fighting. The existing building will be completely remodeled and updated and will be utilized as a sales office. Business hours for the sales office will be 8 a.m. to 6 p.m. Monday through Friday and 9 a.m. to 5 p.m. on Saturday. There will be one full time employee at the sales office with the possibility of having two employees present during busy times. Under the land development guidance system this development is required to meet the criteria of the "Auto Related and Roadside Commercial Point Chart D." Item F, "Joint Parking," of the point chart eams 3 points because of the shared access drive with the restaurant to the South. Maximum points were earned for item G, "Energy Conservation," because of extensive remodeling of the existing building. Refer to the items circled under method two energy conservation methods. The proposed project falls short of the necessary points by only 1/2 of a point. The project eamss49% of the maximum applicable points. Perhaps this project would earn more points under the new proposed North College Avenue land use plan. The owner is aware that a development agreement between the city and the owner which will specify obligations for future improvements along College Avenue roust be drafted and signed. The owner feels that the proposed project is compatible with the existing surrounding uses on North College Avenue.
