For your information, attached is a copy of the Staff's comments
concerning Chandler Property, Timberline/Caribou, presented before
the Conceptual Review Team on October 17, 1994.
The comments are offered informally by Staff to assist you in
preparing the detailed components of the project application.
Modifications and additions to these comments may be made at the
time of formal review of this project.

of the Timberline/private access drive intersection. It is
strongly recommended that you discuss joint access with the
adjacent property to the north for access and circulation onto
Caribou Drive. Since Timberline/Caribou intersection will be
signalized, your customers would then be able to make safe
left turns to go north. Without such access, -it may be
difficult to make left turn exits from the property during
peak times on Timberline.
16. For analysis purposes, the Traffic Impact Analysis should use
Saturday Noon as the peak time. For further information on
the requirements of the Traffic Impact Analysis, please
contact Tom Vosburg, 221-6681.
17.. The Engineering Department administers the Street Oversizing
Fund. The fee for the proposed use is $5, 252 per acre of
developed property. For further information and estimate of
this fee, please contact Matt Baker, 221-6605.
18. Development of this property will trigger standard
requirements for improving adjacent streets. This includes
the local street pavement portion of Timberline Road,
including sidewalk, curb, and gutter. Along arterials, the
width of the sidewalk may be increased with the City paying
the developer for the "oversized portion" of the walk. For
information regarding the status of a Timberline Road (west
side) capital improvement project, please contact Matt Baker.
19. The parking lot and access drives will have to be paved and
landscaped in accordance with City requirements. The one
exception may be the looping drive behind the existing house.

6. There is -no sanitary sewer line in Timberline. The nearest
sewer is north at the Timberline/Caribou intersection. Or,
the site can be served by the Warren Lake Sewer Trunk, south
of the property, that serves Sunstone Village P.U.D. Either
of these mains can be tapped with an eight inch diameter line
that can serve the site. It would be required that the house
be converted from septic to sanitary sewer. For further

7. The landscape plan will have to comply with the new water
conservation requirements for landscape materials and
automatic irrigation systems.
8. The Poudre Fire Authority will require that the buildings be
equipped with an automatic fire extinguishing system or be
separated by a one -hour fire -rated wall. A fire hydrant will
be required near the front entry of the building. The 16 inch
diameter water main in Timberline should provide sufficient
pressure to serve the site. For further information, please

9. The greenhouse must be kept a minimum of 13 feet away from the
existing residence.
10. The Building Inspection Division will need data on the type
and amount of fertilizers and/or chemicals stored on the
premises.
11. The retail building must be served by handicap access and
parking stalls with ramps that lead to the front entry. For
further information on storage of hazardous materials or
handicap access requirements, please contact Sharon Getz, 221-
6760.
12. The site is located in the Fox Meadows Drainage Basin. The
storm drainage in this basin is $6,468 per acre, subject to
the amount of impervious surface and the runoff coefficient.
A standard Drainage Report, Grading and Drainage Plan, and
Erosion Control Plan, meeting the City,s requirements, will be
required at the time of submittal.
13. Development should not impact the existing wetlands.
14. Onsite detention will be required. Storm flows must be
released at the two-year historic rate. Flows must be routed
to a positive outfall. This outfall could be the City's storm
sewer line at Timberline/Caribou intersection, or into the
curb and gutter street system. Either way, the capacity of
the outfall must be verified in order to accept additional
developed storm flows. For further information, please

15. The Transportation Department will require a Traffic Impact
Study that addresses trip generation and operational analysis
CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: October 17, 1994
ITEM: Chandler Property, Timberline/Caribou
APPLICANT: Novovesky Garden Shop c/o Kay Force, Jim Sell
Design, 117 East Mountain Avenue, Fort
Collins, CO 80525.
LAND USE DATA: Request for a 4,100 square foot retail garden
shop, with a 4,100 square foot greenhouse in combination with an
existing single family residence on 3.0 acres on the west side of
Timberline Road, south of Caribou Drive.
COMMENTS:
1. The site is presently zoned R-E which does not allow the
proposed use. It is recommended that the zoning request be
made for I-P, Industrial Park, to match the surrounding area
on the west side of Timberline Road. Staff will recommend
that the zoning be conditioned upon the property developing as
a P.U.D. as per the Land Development Guidance System.
Rezoning takes one reading by the Planning and Zoning Board
and two readings by City Council. The P.U.D. is separate from
the zoning petition and takes two readings by the Planning and
,Zoning Board.
2. Three-phase electrical power is available along the west side
of Timberline Road. Electrical power can be tapped with
fiberglass oval vault.
3. The location of the electrical transformer must be coordinated
with Light and Power Department. The transformer must be
within: ten feet of hard surface on one side for emergency
change -out: The transformer must be screened from public
view,: especially along Timberline Road. Screening may be
either' a solid enclosure meeting the City's clearance
specifications or by landscape materials.
4. Normal electrical development charges will apply. Please
contact Bruce Vogel at Light and Power, 221-6700, for further
information.
5. There is a 16 inch diameter water main in Timberline Road that
is available to serve the site.
