A note should be state that the bike rack is to be permanently anchored in concrete and not interfere with pedestrian access. 12. There should be a sidewalk connection from Timberline Road into the site, preferably aligned with the .front entry. This sidewalk will need a ramp and may cause removal of one parking space. 13. Please be cautioned that the location of the monument sign is right next to the proposed location of the fire hydrant. 14. Please provide setback dimensions of the new buildings from property lines. 15. Please provide building square footage information within the building envelopes. 16. The site plan should indicate that the sidewalk along Timberline Road will be.equipped with ramps. 17. Please revise Project Note #3 and correct the zoning designation. The property is now zoned I-P, Industrial Park.. 18. Please indicate that the shaded area in front of the garden center will be annuals. 19. Will "container stock" be a typical for all triangular areas along Timberline? Please clarify. 20. Please note on the P.U.D. that the existing house will be used as a residence. This is how points are earned for "mixed - use". 21. Please provide more detail on exterior materials and colors on the architectural elevations. This concludes Staff comments at this time. Please note the following deadlines for the July 24, 1995 Planning and Zoning Board hearing: Plan revisions are due July 5, 1995. P.M.T.'s, 10 prints, renderings are due July 17, 1995. Sincerely: Te Shepard Senior Planner Consequently, the applicant must obtain an access easement from the intervening property owner for access to Caribou Drive in order for the P.U.D. to proceed. This property owner, Mr. K. Bill Tiley, is aware of the access and circulation issues. 2. The existing curb cut on Timberline Road may be retained as an emergency second point of access but should be designed with a chain and/or bollard system to control access. 3. There are problems with the Business Service Uses Point Chart as submitted. Without a shared access drive to Caribou, points cannot be earned for "part of a planned center". This results in a reduced score of 4801 which does not exceed the minimum required score of 50 (The maximum applicable points is 50, not 54 since the "historic preservation" criterion is not. applicable.) If a shared access drive is provided north to Caribou, then points can be earned for both ."part of a planned center" and "joint access". This results in an improved score of 72%. 4. A new sanitary sewer line will be extended south from Caribou along the Timberline Road frontage. Please coordinate with Stewart and Associates so that landscape materials are not planted over the line. Also, please be.sure that shade trees along Timberline Road are kept 40 feet from streetlights. Ornamentals may be placed within 15 of a streetlight. S. Light and Power cautions that the existing electrical service line to the house may have to be relocated. Be sure that the electrical transformer is sensitively located or properly screened so..it does not work against the attractive landscaping along Timberline Road. The revised plans should indicate the approximate location of the transformer. 6. Comments from the Stormwater Utility will be forwarded to Stewart and Associates under separate.cover. 7. Please delete the reference to "net acres" on the plat. 8. The fire and maintenance access road must be a minimum of 15 wide. Poudre Fire Authority will not accept a 12 foot wide road. 9. The parking stalls are shown to be 17 feet in length which is fine if there is at least two feet for vehicle overhang. Will the 12 inch high timber retaining wall prevent cars from overhanging? Please note that the timber wall is to be setback a minimum of two feet to allow for overhang, or provide 19 foot stalls. 10. According to the U.B.C., a total of three handicap parking stalls are required. Commur , Planning and Environmental F vices Current Planning City of Fort Collins June 15, 1995 Mr. and Mrs. Michael and Florence Novovesky c/o Jim Sell Design 117 East Mountain Avenue Fort Collins, CO 80524 Dear Jim: Staff has reviewed the request for Novovesky Garden Shop Preliminary and Final P.U.D. and offers the following comments: 1. The primary comment.has to do with access off Timberline Road. Based on previous planning efforts which resulted in an Amended Overall Development Plan, access must be gained via Caribou Drive, not Timberline Road. Staff has consistently advised the previous owner that a further intensification of the property would require joint Access to be obtained north to Caribou Drive and not to solely rely on Timberline Road for continued access. Staff represented to Mr. Chandler that if the property remained single family, then direct access off Timberline Road would be acceptable. Conversion of the property to a retail use is considered to be an intensification of the property. During deliberations on Timberline Storage P.U.D., Staff required the Calendula Business Park Overall Development Plan to be amended to include the 17 acres south of Caribou Drive. This area has been divided into three parcels labeled Phases Six, Seven and Eight. The purpose of the O.D.P. was to describe the internal circulation pattern with Automation Way and Caribou Drive, and to indicate the location of the wetlands. As a result of this amendment, Automation Way now terminates at Caribou and will not be extended further south. According to the O.D.P., all three phases are designed to take access off Caribou Drive. The proposed P.U.D. is located on Phase Eight and is therefore expected. to take access off Caribou. Access off Timberline is not in conformance with the Amended O.D.P. and is not consistent with previous communications with Mr. Chandler. As mentioned at Conceptual Review, left turn exits onto Timberline Road will be increasingly difficult. The intersection of Timberline and Caribou will be signalized allowing safe turn movements for garden shop customers going north. 281 North College Avenue • P.O.
