17. The parking along the east side of the driveway on the north portion of the site should be
eliminated, or at least delayed until it is determined as to whether it is needed or not.
18. A copy of a letter received from Landings Development Neighbors (which I know you
have already received), dated June 30, 1995, is attached. City staffs response to the letter,
at this time, is:
* earthen berm - due to the detention facility requirements, there is not space
available for a berm.
* entire property landscaped - it would be beneficial to include additional plant -
materials now in the detention pond area east of the future office uses.
* lighting standards - staff is recommending maximum 16' high light poles in the
parking lots, with high pressure sodium light source.
* increase trees and shrubs - more evergreen trees and shrubs should be added
along the east side of the parking lots and in the detention area to enhance
protection against auto headlight intrusion into the neighborhood.
* east row of parking eliminated - the parking along the east side of the driveway,
adjacent to the future office uses should be eliminated.
* simulated shake shingles - apparently that is what is proposed.
* food prep/odors - you will have to help us with that.
* three-way stop sign - City issue, could happen.
* speed humps - City issue, will not happen.
This completes the review comments at this time. Additional comments may be forthcoming as
the various departments and reviewing agencies continue to review this request. Please be aware
of the following dates and deadlines to assure your ability to stay on schedule for the August 21,
1995 Planning and Zoning Board hearing:
Plan revisions are due no later than the end of the working day, August 3, 1995. Please
contact me for the number of folded revisions required for each document.
PMT's (photo reduction of site Plan, Landscape Plan, Building Elevations to 8.5" a 11"),
rendering (one each colored full-size Site or Landscape Plan and Building Elevations), and
8 folded copies of the final full-size Site Plan, Landscape Plan, and Building elevations
revisions ( for the Planning and Zoning Board members packets) are due on August 14,
1995.
6. The Transportation Department has the following comments to offer:
a. A striping plan is missing. —
b. A 3-way stop may be needed at the intersection of Boardwalk Drive and Whalers
Way.
C. Please send the final traffic study for review.
7. The comments received from the Water/Wastewater Department have been forwarded
to Stewart & Associates, your engineers, on a red -lined set of utility plans and to Maxwell
Architects on a red -lined Landscape Plan.
8. Public Service Company has stated that no trees are to be planted within 4' of gas lines
or so close top overhead power lines that the mature growth of the trees is within 10' of
power lines. Any relocation of PSC facilities caused by development of this subdivision
will be at the developer's expense.
9. A copy of the comments received from the Engineering Department is attached to this
letter. Also, additional comments have been forwarded to Maxwell Architects on a red -
lined copy of the Landscape Plan.
10. Two additional English Oak trees should be added along Boardwalk Drive to provide a
continuous, evenly spaced row of street trees (a copy of the Landscape Plan marked by
the City Forester is attached to this letter).
11. A copy of the comments received from the Stormwater Utility is attached to this letter.
12. A copy of the comments received from the Advance Planning Department is attached to
this letter. Also, a marked copy of the Site Plan is enclosed with the letter to Maxwell
Architects. The final Site Plan does not conform to the pedestrian movement commitments
on the site that were made with the preliminary approval.
13. Locations and details on the site lighting should be included with the revisions to be
submitted.
14. The Landscape Plan is not consistent with the Site Plan.
15. A 5' wide sidewalk is required along Whalers Way.
16. The stormwater from this site must be released at the north end of the detention facility (at
Whalers Way) at the historic 2-year rate. Some assumptions for the future office area
should be included in the drainage report for this project.

Dear Alan,
Staff has reviewed your documents for the Raf erty's P.U.D., Final that were submitted to the
City on June 19, 1995, and would like to offer the.following comments:
1. A copy of the comments received from U.S. West is attached to this letter.
2. This property is in the Residential Neighborhood Sign District. All wall sign locations
must be shown on the building elevations, conforming to the City Sign Code, as they are
reviewed.
3. A copy of the comments received from the Building Inspection Department is attached
to this letter.
4. The City Right -Of -Way Agent has stated that the 80' wide easement along Harmony
Road needs to include sidewalk and utilities, i.e.: "Utility, Drainage, Sidewalk, and
Landscape Buffer Easement".
5. The Poudre Fire Authority has the following comments to offer:
a. Buildings over 5,000 square feet in size will have to be provided with a fire
suppression system.
b. Earlier designs showed a shake shingle'roof. The City of Fort Collins has passed a
Class A roof material ordinance and, as such, shake shingle roofing material will
not be allowed.
