Comment Number: 1 Comment Originated: 06/25/2014 8/20/14: SITE PLAN APPROVED As the parking structure is built of non-combustible construction, will be sprinklered, has standpipes in both of the 2 hr rated stairwells, The fire marshal agrees the access requirement for aerial fire apparatus is otherwise offset in this particular structure and the site plan is acceptable as submitted. 06/25/2014: STRUCTURES EXCEEDING 30' Due to the height of the parking garage, a 30' wide fire lane is required adjacent to the longest side of the structure. This requirement has not been satisfactorily met with the proposed site plan and further discussion is needed. Additionally, the 30' EAE width requirement shall be reflected on the plat. IFC Appendix D; Poudre Fire Authority Administrative Policy 85-5: In order to accommodate the access requirements for aerial fire apparatus (ladder trucks), required fire lanes shall be 30 foot wide minimum on at least one long side of the building. At least one of the required access routes meeting this condition shall be located within a minimum of 15 feet and a maximum of 30 feet from the building, and shall be positioned parallel to one entire side of the building. By the utility plan it appears that less than 10 feet is available. 06/10/2014: Relocation of the electric transformer will be at the owner's expense. The space shown on the utility plan for the relocated transformer may not be adequate. Based on likely electric capacity, and the resulting likely transformer size, the minimum east to west dimension required will beat least 10 feet. If the transformer is larger, additional space will be necessary. The transformer can be sized upon receipt of a completed C-1 form. Based upon the TIS, it appears that the intersection of Kensington and College will see an increase of traffic of more than 20%. Per the State Highway Access Code, the increase allows CDOT to re-evaluate the access and to require a new access permit. The review of the intersection indicates that no new highway improvements are necessary, but the applicant should be required to obtain a new access permit. The proposed project should be in the early to mid -design stage for this meeting to be effective and is typically scheduled after the Current Planning conceptual review meeting. Exterior walls and roof must meet a STC (sound resistance) rating of 40 min. if building located within 1000ft to train tracks. c. If this utility easement is not needed by utility providers the 15ft LIE requirement may be reduced in size or waived. There is an existing traffic signal box located at the front of walk. Typically, vertical encroachments need to be located a minimum 2ft clear from the sidewalk. By widening the sidewalk on the backside it gives bikes and pedestrians room to maneuver around the traffic signal box. This may require widening of the ped easement on the plat. See redlines. The Blank walls along college both with the existing structure and Parking structure should be broken up with architectural elements to further create a human scale.
