CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: April 24, 1995
ITEM: Train Depot and West Half of Block 22

LAND USE DATA:
Request for Overall Development Plan on the West Half of downtown
Block 22 for City buildings and parking lot and P.U.D. to
rehabilitate the existing Train Depot for new offices for
Stormwater Utility.. Train Depot contains about 6,000 square feet.
A possible future addition of about 3,500 square feet is planned on
the east side. The area is bounded by LaPorte, Mason, Maple, and
the alley located behind 281 North College Avenue.
COMMENTS:
1. There are existing underground electrical services on the east
side of the alley and on the south side of Maple Street.
There are existing electrical transformers in the alley behind
Washingtbns and 281 North College Avenue. The electrical
needs of the Stormwater facility should be determined to size
the entrance capacity. Normal electrical charges will apply.
Any existing overhead power will be removed by the Stormwater
Utility. It is preferred that new transformers not be located
along public streets and be screened from public view. For

2. In Maple Street, there is a 16 inch diameter water line and a
12 inch sewer line. In Mason; there is an 8 inch diameter
water line, west of the tracks. In LaPorte, there is a 12
inch water line and a six inch sewer line that runs from
College Avenue west for about one-half block. In summary,
there is adequate water supply that can serve the site but
limited availability of sanitary sewer capacity.
3. Normal water and sewer plant investment fees will apply.
Normal water rights acquisition charges will apply. The
landscapematerials must conform to the water conservation

should be used to promote the historic theme and allude to the
historic context. For further information, please contact

A.neighborhood information meeting will be required. Please
contact the Planning Department to begin this process.
11. It is suggested that the drainage swales along Mason Street be
treated with wetland plantings to promote City policies
regarding preservation and enhancement of wetlands and native
species.
12. It is strongly recommended that the additional amenities be
provided for users of non -vehicular modes of travel. There is
a major bus. stop across the street. Pedestrians should be
provided with sidewalks, plazas, central spaces, etc. that are
safe, convenient and accessible to the surrounding sidewalks.
13. The Department of Natural Resources Department requests that
a transportation demand management study be undertaken to find
ways to reduce reliance on the single occupant vehicle during
peak times. Vanpools, carpools, flex -time, telecommuting,
etc. are examples of promoting City policies. Please contact

14. The Overall Development Plan should show all surrounding curb
cut and driveway locations on the opposite side of all
streets.
15. The Engineering Department is concerned about the re-routing
of the alley. The alley functions as a delivery area for
Washington's. How is this function accommodated under the new
scheme? Will trucks serving Washington's be forced to park in
a through lane on LaPorte? Can these trucks make the turning
radius on the alley on the east and north side of the
building? This impact must be resolved.
16. The Street Oversizing Fee for office use is $10,504 per acre,
payable at the time of building permit issuance.
17. A set of Utility Plans will be required meeting the submittal
requirements of the Engineering Department. For further

18. A Development Agreement may be required that obligates the
Stormwater Utility (as developer) for construction of any
necessary public improvements.
19. The City's Historic Preservation Specialist is in favor of the
approach to .preserve the integrity of the south and west
facades of the structure. The proposed expansions to the east
or north are appropriate.
20. The request will have to be considered by the Landmark
Preservation Commission. The idea of a train car parked at
the siding is terrific! You are encouraged to contact the
State Historic Society as soon as possible to check on the
availability of historic preservation funding. The windows,
doors, roof, loading dock, are all important elements that
should be preserved. The use of Art in Public Spaces funding
4. The Stormwater/Depot will need five handicap parking stalls.
5. Bike racks should be provided. Such racks should be
permanently anchored to concrete and not interfere with
pedestrian and handicap access. It is suggested that a bike
rack shelter be considered in order to promote alternative
modes of transportation. The Department of Natural Resources
has an example of a design of a bike shelter. It is
recommended, however, that any such design be modified for
local architectural compatibility.
6. The northerly parking bay facing the rear of 281 North College
Avenue should be buffered by a minimum of five feet landscape
strip.
7. Handicapramps must meet the requirements of the Uniform
Building Code. Exits must be tied to a sidewalk system that
connects to the public sidewalks along adjacent streets. For
further information about compliance with handicap
accessibility, please contact Sharon Getz, 221-6760.
8. If there is more than 5,000 square feet of uncontained area
within the structure, then the structure must be equipped with
an automatic fire extinguishing system. The Poudre Fire
Authority will review plans for this system. A fire hydrant
is located along LaPorte, but an additional hydrant will be
needed along Mason, on the east side of the tracks. As the
west half of the block develops, and new buildings are
constructed, additional hydrants may be needed. For further

9. The property is located in the Old Town Basin. The Storm
Drainage Fee in this basin is $4,150 per acre, subject to the
amount of impervious surface, the amount of onsite detention,
and the runoff coefficient. Onsite detention will be
required. To get to the outfall, storm flows will be routed
along the public streets. The capacity of the street system
must be verified based on 10-year storm flows. For further

10. The Transportation Department has serious concerns about how
redevelopment of the train depot and new development on the
balance of the west half of Block 22 will fit in with the
existing transportation network serving the existing and
proposed uses on the east half of the block. Primarily, the
status of the alley must be investigated for impacts on
adjacent uses. Staff is concerned that de-emphasizing the
alley may cause unnecessary loading on College Avenue. It is
suggested that a traffic impact analysis investigate the
circulation system for the entire block and that a process be
established for working with other land owners. For further
