In the "Hearthfire FUo Site Access study," July 1996, 1 used
the trip distribution provided in Appendix A. it shows that over
half (50-60%) of the site generated traffic is expected to utilixo
nouglas Road to get to/from the SRI intersection. It is my
understanding that due to this traffic, this developer was required
to make certain improvements to Douglas Road frooa the site aecews to
5H1. certain property owners along Douglas Road have not cooperated
with this developer in granting easements no that the prescribed
improvements could be made.
Since a portion of the Hearthfire PUD has been built and
occupied, traffic counts of home based trips were obtained in order

count those vehicles that appeared to be home based trip . Since
there are a number of homes under construction, there is a
significant amount of construction related traffic. This traffic was
easily discernible. While this traffic was counted,
it is not
in Figure 1. In addition to determining the
on Douglas Road, the traffic to/from the west was furthar
distinguished by Douglas Road and CR13. it was determined that,
during the peak hours on October 11, 2000, the distribution was 459
to/from the east on Douglas Road, 42% to/from the west on Douglas
Road, and 13: to/Prom the southwest on CR13. From this information,
it would appear that the route of choice is to/from the east. This
may be due to the ease Of access to T-25 and the improvement to the
south on cRll, CR50E, and ME.
The Hearthfire PUD will build a connection through the Richards
Take development to the east when approximately 92 building permits
are drawn. This connection will provide a shorter route to CRII,
which will likely increase the number of vehicles going to the cast.
ConvesaaAy, this will likely reduce the number of vehicles taking
Douglas Road to SH1.
This information may provide enough data to the City of Fort
Collins to change the route along which improvements should be made
to satisfy the requirements of the City.
