9. The sump inlets on Buntwing Ct. and Pondview Ct. are not sized for the 100-year
flow. Please check the overflow of the sidewalks for the 100-year flows. The spill depth
and spread should be checked. Please provide cross -sections of the spill locations and
calculations for the spills.

1. The submitted plans do not have the level of detail required for a final submittal.
Important details, such as detailed grading, pipe sizes, and the proper scale, are not
provided. Please provide utility plans and drainage report that include all required details
for a final submittal. Please refer to the final check list for items that need to be provided.
The following comments are offered based on the information provided. Additional
comments may arise once more information is provided.
RESPONSE:
2. A SWMM analysis is needed for the entire Hearthfire PUD. After further review of the
First Filing, it was determined that this development needs to be analyzed using SWMM.
The size of the development, the routing of off -site flows through the site and the
interaction of the two wetland ponds are reasons that a SWMM analysis is needed. The
modeling must be completed with the Second Filing drainage report and should include
both the First and Second Filings. The modeling will not delay the approval of the First
Filing.

Sanitary Sewer Plan and Profile:
1) Show all utility crossings in profile view
2) Manholes are mislabeled on sheet 3.
3) Show pipe type and lengths in plan view.
4) Show scale in plan view.
5) Need to show sewer line between manholes 13-10 and B-9.
6) Maximum line lengths between manholes is 400', which exceeded between
manholes F-15 and F-14 and between manholes F-14 and F-13.
Street Plan and Profile:
1) All intersections need spot elevations per standard details D-18 and D-19.
2) Show crosspans in profile.
3) Show matchlines in plan view.
4) Access ramps are needed for the emergency access between lots 21-22 and 42-43.
5) Show flowline profiles for Ingle Ct. and Buntwing Ct.
Master Grading and Erosion Control Plan:

4) Several easements shown on the Finl Site Plan are not shown on the plat.
5) The portion of Tract D located behind lots 45 and 46 is 20' on the plat and 25' elsewhere.
Overall Utility Plan:
1) Label all waterlines, sanitary sewer lines, easements, tracts, and lots.
2) Show all storm drainage facilities, referenced BM location, and easements.
3) Show all features within 150' of project boundaries.
4) A design of the portion of County Rd. 13 which fronts your property needs to be shown.

♦ Wetland disturbance and mitigation measures will be resolved
at time of final PUD review. Wetlands to be disturbed will be
replaced at a rate of 1.5 to 1. The ultimate disposition of the
wetland pond area will need to be resolved with the final PUD
through submittal of a detailed plan for the area. Preliminary
PUD approval does not imply that modification of the wetland
area is acceptable to City staff. (This condition might have
been satisfied with the 1 st filing. Please contact the City's
Stormwater Utility and Natural Resources Department do verify
whether additional work is required for the 2nd filing.)
♦ Concurrently with submission of final PUD documents, the
developer shall submit a detailed study based on the final plan
and engineering, analyzing the effects of urban runoff into the
wetlands and ultimately into Richard's Lake, along with an
adequate mitigation plan to deal with negative impacts if
needed.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to
review this request.
Please provide a written response to each of the above stated comments with
the submittal of plan revisions. Please contact me at 221-6750 if you have any

schedule a meeting, please call me as soon as possible
As you are aware, the City of Fort Collins Current Planning Department recently
implemented a new development review process. Under that new process,
revisions may be submitted at any time.. With the submittal of revisions, please
include the enclosed redlined plans. Please contact me for the number of
revisions required.

a) The plat must show the specific lot areas, not a +/- estimate.
8. The Police Department stated that Ingle Court needs to be renamed as
sound -a -likes already exist and one of the Buntwing Courts must be
renamed.
9. Please see the attached letter from the Larimer County Engineering
Department.
10. The Light and Power Utility offered the following comments:
a) The "paired" water service locations need to be coordinated with Light
and Power plans prior to construction of the water system. Some
water service locations may need to be relocated if they conflict with
electric facilities (vaults or streetlights).
b) Street trees will need to maintain minimum clearances to streetlights (if
any). The clearances are 40' to shade trees and 20' to ornamentals.
11. Traffic Operations offered the following comments:
a) An updated traffic study must be submitted that addresses the issues -
associated with the additional access points, including the number of
daily trips on Buntwing Court and the increase volumes of County
Road 13 that may be attributed to this access.
b) Please provide a schedule for the phasing of roadway improvements.
c) Has the issue of site distance been addressed at the corner of
Abbottford and Gregory?
d) It will be necessary to track the number of dwelling units prior to the
collector to County Road 11.
12. The Mapping Department offered the following comments:
a) Right-of-way cannot be dedicated by annexation.
b) Please show the arc distance included in the curve table.
13. The Current Planning Department offered the following comments:
a) Three conditions were placed on the Preliminary PUD approved for
Hearthfire, and these need to be met, including the following. These
criteria must be met for the final to be in substantial compliance with
the approved preliminary plan.
♦ The developer shall submit plans for all off -site improvements
and the improvements required to County Road 13 with the final
PUD utility plans.

Dear Tom:
City staff has reviewed the Hearthfire P.U.D., 2nd Filing, Final, #31-95E
submittal and would like to offer the following comments.
ELCO offered the following comments:
a) No detailed plans of the water system improvements were provide.
b) For additional comments, see the general comments on the master
utility plan attached.
2. For comments from the Transportation Planning Department, please
see the attached site plan.
3. Comments from the Engineering Department are attached.
4. Comments from the Stormwater Utility are attached.
5. The Natural Resources Department offered the following comments:
a) The limit of proposed grading and construction needs to be clearly
delineated on the site plan.
b) The "native dryland grass" mixture must be clearly specified on the
landscape plan, and it should be composed of grass species that are
truly native to the area.
c) Please show the wetlands created with the first filing as mitigation for
the wetlands disturbed on this filing on the site plan.
