b. Please provide a schedule for the phasing of roadway improvements. All
internal road improvements will be installed in one phase as well as all
improvements to County Road 13. It is anticipated that construction will begin
in the fall of 2000.
c. See attached comments from Matt Delich.
d. It will be necessary to track the number of dwelling units prior to the
collector to County Road IL The Development Agreement for the First Filing
under Section II-D, Paragraph 9 states "Prior to the issuance of the 91"
building permit in the development, the Developer is obligated to construct a
collector street to connect Hearthfire P.U.D. to County Road I if this
connection has not already been built." The Developer agrees that the City
must track the number of permits issued so that the timing of this
improvement can be determined.
5. Current Planning Department
a. Three conditions were placed on the Preliminary PUD approved for
Hearthf:re, and these need to be met, including the following. These criteria
must be met for the final to be in substantial compliance with the approved
preliminary plan.
H The developer shall submit plans for all off -site improvements and
the improvements required to County Road 13 with the final PUD
utility plans. Copies of the County Road 13 construction plans are
included in this resubmittal as part of the Final Utility Plans.
H Wetland disturbance and mitigation measures will be resolved at
time of final PUD review. Wetlands to be disturbed will be replaced
at a rate of 1.5 to 1. The ultimate disposition of the wetland pond
area will need to be resolved with the final PUD through submittal
of a detailed plan for the area. Preliminary PUD approval does not
imply that modification of the wetland area is acceptable to City
staff. (This condition might have been satisfied with the I" filing.
Please contact the City's Stormwater Utility and Natural Resources
Department do verify whether additional work is required for the 2nd
filing.) A Wetlands Mitigation Plan was prepared by the Developer
and approved by the City's Natural Resources Department with the
I" filing. Wetland areas for both the 1" and 2 d filing were
incorporated into the plan and the mitigated areas have been
constructed at a rate of 1.5 to 1 for all affected areas.
AF Concurrently with the submission of the final PUD documents, the
developer shall submit a detailed study based upon the final plan
and engineering, analyzing the effects of urban runoff into the
wetlands and ultimately into Richard's Lake, along with an adequate
mitigation plan to deal with the negative impacts if needed. At the
time of the Is' Filing Final, a detailed study was prepared which
addressed the concerns for the entire development. This mitigation
plan was reviewed and approved by both the City's Stormwater

Resubmittal
Dear Bob:
Enclosed please fmd six (6) copies of the revised Site and Landscape Plan as well as additional
copies of the revised Final Utility Plans as prepared by Shear Engineering Corporation and two (2)
copies of a letter from Matt Delich addressing the traffic concerns for the Hearthfire P.U.D.,
Second Filing, Final.
Please note the following responses to the comments based upon the letter dated August 20, 1997
from Leanne Harter: (Note: all engineering related issues are addressed in the attached letter from
Shear Engineering Corporation.)
1. Natural Resources
a. The proposed grading and construction limits have been added to the site plan.
b. The "native dryland grass" mixture has been added to the plan. Note that the
smooth brome is the predominate grass on the site.
c. Attached is a copy of the I" Filing site plan with the mitigated wetland areas
highlighted. Note have the 15` Filing had 1.25 acres of disturbed wetlands and
a total of 2.22 acres create (1.92 acres along the north ponds and .30 acres to
the southeast of the south pond.)
2. Police Department
a. Ingle Court has been renamed Golden Eagle Court.
b. Buntwing Court has been renamed Bateleur Court.
3. Larimer County Engineering Department
a. Comment # 3 from Lonnie Sheldon requests a copy of the Wetlands
Mitigation Report. Because Lonnie is no longer employed with the County, I
have enclosed a copy for you to forward to the County Engineering
Department.
4. Light and Power Utility
a. Under "Plant Notes" note number 15 states: "Street tree locations shall be
modified to allow for a minimum of 40 ft. clearance to street lights (20 ft.
minimum if the tree is an Ornamental.)"
5. Traffic Operations
a. See attached comments from Matt Delich.
