The utility plans are not close to being sufficient for final approval. This development proposal is not ready to be scheduled for public hearing. Natural Resources (Kim Kreimever) 23. Off -site mitigation (on the First Filing) for wetlands on this site need to be shown on these plans. 24. The Trusses Orchid study still needs to be done and provided for review. 25. The Preble's Meadow Jumping Mouse Study still needs to be done and provided for review. Transgortation Planning (Kathleen Reavis) 26. Walkway connections are needed from the cul-de-sacs to County Road 13. Planning 27. Several lots at the northwest end of Grosbeak Court are beyond the maximum of 660' from a single point of access for emergency access purposes. In this case the starting point for the single point of access would be the intersection of Grosbeak Court and Town Center Drive. The center of the cul-de-sac at the end of Grosbeak Court is 770' from the intersection to the southeast. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Staff has determined that the project is not yet ready to go to the Planning and Zoning Board for a decision due to outstanding issues. Another round of review is necessary. When it is ready to go to the Board a date will be scheduled for a public hearing, which would be held on the first or third Thursday of each month. There is a mandatory minimum two week public notification period prior to the public hearing. 8. A copy of the comments received from Sheri Wamhoff of the Engineering Department is attached to this comment letter. Also, red -lined plans, with additional comments, are being forwarded to the applicant. Please contact Sheri, at 221-6750, if you have questions about her comments. The comments and concerns were expressed at the weekly staff review meeting of June 23, 1999: Engineering (Sheri Wamhoff) 9. Phasing is being shown on the Site & Landscape Plan but not on the utility plans. These plans should be consistent with each other. 10. There is an existing 60' wide right-of-way for County Road 13. This road needs to be a collector street. Additional right-of-way may be needed. City staff would like to schedule a meeting with the applicant to discuss this issue. Some pieces of right-of-way will need to be dedicated by separate document. 11. An updated traffic study is needed if one has not already been provided. 12. Whiting Oil Company will have to sign the subdivision plat and utility plans. 13. More work is needed on the internal and external street design. 14. More work is needed on the subdivision plat. 15. More work is needed on the utility plans. 16. This development proposal is not ready to be scheduled for a public hearing based on the condition of the plans. Stormwater (Glen Schlueter) 17. The required SWMM Run has not yet been done for this project. 18. The drainage report does not provide the necessary detailed sizing of pipes and swales. 19. The drainage report does not say where the concentrated flow from Town Center Drive goes. 20. Off -site easements are needed and they are not accounted for at this time. 21. Off -site flows are not yet taken into account. This is a repeat comment. C. Show phasing lines on theLandscape Plan. A separate sheet is not needed. d. What is the proposed pedestrian/equestrian trail to be constructed of? e. How do the residents of Lot 17 access their property in a vehicle? There is approximately 30' of street frontage on Bateleur Court and there appears to be a street tree near the middle portion of the lot. Will this obstruct the access? Where will the driveway go? Please contact Jenny, at 21-6760, if you have questions about these comments. 5. Kim Kreimeyer of the Natural Resources Planning Department offered the following comments: a. The native dryland grass mixture needs to be added to the Landscape Plan. Natural Resources would like to check the list to make sure the mix contains only native species. b. The wetlands that were created with the First Filing as mitigation for wetlands disturbed on this Second Filing must be shown on the Site and Landscape Plans. C. The wetlands must have a Preble's Meadow Jumping Mouse habitat evaluation. d. Limits of development, including proposed grading and construction, need to be clearly delineated on the Site Plan. Kathleen Reavis of the Transportation Planning Department stated that paved bicycle/pedestrian connections should be provided from the street cul-de-sacs to County Road 13. Gary Huett of Public Service Company of Colorado offered the following comments: a. Fences proposed to be installed in front lot utility easements behind sidewalks (Typical Street Cross -Sections, Sheet 11 of the utility plans) represent a serious conflict with maintenance of natural gas facilities. These fences need either to be shifted to the rear line of these 9' wide easements or eliminated. b. No trees may be planted closer than 4' to any natural gas line. 2. Mike Spurgin of the Post Office stated that the applicant must make an alternate selection for the proposed street name "Golden Eagle Court". This street name has been previously selected in the Falcon Ridge PUD that is under construction at the corner of Terry Lake Road and Country Club Road. 3. Lori Digliani of Police Services stated that the proposed street name "Golden Eagle Court" must be changed. This would duplicate a current street name near Terry Lake Road and Country Club Road. 4. Jenny Nuckols of the Zoning Department offered the following comments: a. Please clean up the Landscape Plan. The topography lines should be removed. b.
