Several lots at the northwest end of Grosbeak Court are beyond the maximum of 660' from a single point of access for emergency access purposes... - We have added a 30' wide emergency access easement with a 20' crushed limestone emergency access road from County Road 13 to Grosbeak Court. This should be able to provide the required second access point for Grosbeak Ct. I believe this addresses all of the continents since the last submittal. Please review the enclosed information and should you have any questions, feel free to give me a call. The wetlands must have a Preble's Meadow Jumping Mouse habitat evaluation. - Please see enclosed "Preble's Meadow Jumping Mouse Habitat Assessment, Hearthfire P.U.D." dated August 27, 1999, prepared by: T.R. Boss Environmental and Biological Consulting. d. Limits of development, including proposed grading and construction, need to be clearly delineated on the Site Plan. - The proposed grading had been shown on the plans for the previous submittal. Based upon the comments for the Zoning Department, see item number 4.a above, the proposed grading has been removed from the Site and Landscape Plan. Please see the Final Utility Plans as prepared by Shear Engineering Corporation for grading and construction limits. Note that the limits of development shall include all areas within the property boundaries of the project with the exception of the existing wetland areas in Tract C. e. The Trusses Orchid study needs to be done and provided for review. - Please see enclosed "Ute Ladies' - Tresses Orchid Field Survey, Hearthfire P.U.D." dated August 27, 1999, prepared by: T.R. Boss Environmental and Biological Consulting. Transportation Department a. Paved bicycle/pedestrian connections should be provided from the cul-de-sacs to County Road 13. - We have included two (2) additional bicycle/pedestrian connections to County Road 13, one from Grosbeak Court and one from Bateleur Court. Note that all of the bicycle/pedestrian trails located within the First Filing have been constructed of crushed limestone and therefor we would prefer to be consistent in the construction of the trails within the Second Filing. Stormwater Utility - See attached comments from Shear Engineering Corp. Engineering Department a. Phasing is being shown on the Site & Landscape Plan but not on the utility plans. These plans should be consistent with each other. - The phasing as shown on the Site and Landscape Plan pertains only to the Landscaping and the requirements for a landscape escrow prior to any CO's. The utility and street improvements shall all be installed in one (1) phase. b. There is an existing 60' wide right-of-way for County Road 13. This road needs to be a collector street. Additional right-of-way may be needed. - The Site and Landscape Plan has been revised to show an additional 3' of right-of-way dedication on the east side of CR 13. (A total of 33' from the center line.) c. An updated traffic study is needed if one has not already been provided. - An updated traffic letter from Matt Delich was submitted with the last submittal on May 25, 1999. An additional copy of the letter is enclosed d. Whiting Oil Company will have to sign the subdivision plat and utility plans. - This comment has been noted. e. Red -Lined Site and Landscape Plan - Handicap Ramps have been relocated as noted. - A Maximum Building Envelope has been added to Lot 1. - It has been noted that the pedestrian/bicycle easement is a public easement. - Notes 1 and 3 under Project Notes have been revised - The note regarding the lighted house numbers is based upon an agreement with the adjacent property owners and the developer which allowed the elimination of most streetlights within the project. Master Utility Plan stating: "No trees are to be planted within four (4') feet of gas lines." 2. Post Office a. Make an alternate selection for the proposed street name "Golden Eagle Court". - Golden Eagle Court has been changed to "Buteos Court". 3. Police Services a. The proposed street name "Golden Eagle Court" must be changed. - Golden Eagle Court has been changed to "Buteos Court". 4. Zoning Department a. Please clean up the Landscape Plan. The topography lines should be removed. - The proposed grading (topography) has been removed from the Site and Landscape Plan. (Note that Natural Resources had asked to have the proposed contours added to this plan.) b. Include the note on the Landscape Plan regarding installation of landscaping prior to issuance of CO's. - See note number 1 under "Landscape - Assurances" that states: "All landscaping proposed for installation, with the exception of the surface treatment in residential parkways, must be secured with an irrevocable letter of credit, performance bond, or escrow account for 125% of the valuation of the landscape material prior to the issuance of a final certificate of occupancy, for each phase as denoted by the letters A-G. The escrow for such landscaping may be phased, including landscaping associated with street trees indicated for planting in public right of way in the front or side of a residential lot." - Also see note number 2 under "Landscape - Assurances" that states: "All street trees indicated for planting in the front or side of a residential lot shall be planted by the builder or developer no sooner than home occupancy and no longer than 9 months after home occupancy." (Both of these notes were on the previous submittal.) c. Show phasing lines on the Landscape Plan. A separate sheet is not needed. - The phasing lines where originally on Sheet 2 of 2. We have now transferred this information to Sheet 1 of 2. d. What is the proposed pedestrian/equestrian trail to be constructed or. - The pedestrian/equestrian trail is constructed of crushed limestone and this has been noted on the plan. Also note that this trail was constructed with the First Filing to provide the required emergency access for the I" Filing. e. How do the residents of Lot 17 access their property in a vehicle? There is only approximately 30' of street frontage on Bateleur Court and there appears to be a street tree near the middle portion of the lot. Will this obstruct the access? Where will the driveway go? - The driveways for all lots are proposed to be a maximum of 12' wide where they meet the street. This gives us room to fit the driveway between the lot line and tree, but because of the Zoning Department's concerns, we have moved the tree approximately 10' to the south. 5. Natural Resources Planning Department a. The native dryland grass seed mixture needs to be added to the Landscape Plan. - The 'Native Seed Mix" was included on the previous submittal and is located on the bottom of Sheet 1 of 2. b. The wetlands that were created with the First Filing as mitigation for wetlands disturbed on this Second Filing must be shown on the Site and Landscape Plans. - A new sheet has been created (Sheet 2 of 2) which shows the wetlands mitigated areas. College Ave Fort Collins, Colorado 80522-0580 RE: Hearthfire P.U.D., tad Filing, Final, #31-95E Resubmittal Dear Steve: Enclosed please find nine (9) copies of the revised Site and Landscape Plan as well as seven (7) copies of the revised Final Utility Plans as prepared by Shear Engineering Corporation, eleven (11) copies of the revised Final Plat as prepared by Fredrick Land Surveying, one (1) copy of the "Preble's Meadow Jumping Mouse Habitat Assessment, one (1) copy of the Ute Ladies' - Tresses Orchid Field Survey, and one (1) copy of a letter from Matt Delich addressing the traffic concerns for the Hearthfire P.U.D., Second Filing, Final. (As well as the redlined prints from your last set of referral comments.) This is a response to the most recent review comments concerning the Final Site and Landscape Plan, Final Utility Plans and Final Plat for the Hearthfire P.U.D. Second Filing. This response will address Public Service Company, Post Office, Zoning Department, Natural Resources Planning Department, Transportation Planning Department, Stormwater Utility, Engineering and Planning comments noted in your letter and the Project Comment Sheet dated June 30, 1999. Shear Engineering Corporation has written separate letters to Engineering and Stormwater to address their specific comments sheets. Copies of those letters will be provided for your records. 1. Public Service Company a. Fences proposed to be installed in front lot utility easements behind sidewalks... - Fences have been removed from the Street Typical Sections. All fences in or near proposed easements will be subject to separation requirements of the various utilities placed within the utility easements. At this time, we cannot predict where the utilities will be located within the easements. Lot owners will ultimately have to comply with the respective utility company's restrictions. A note has been placed in the General Notes on the Overall Master Utility Plan stating: "Fences placed within or adjacent to utility and or drainage easements shall be subject to restrictions and minimum setbacks established by the respective utility or entity." b. No trees maybe planted closer than 4' to any natural gas line. - See note number 14 under Plant Notes on the Site and Landscape Plan that states: "All trees must be located a minimum of 4' from any natural gas line, and 10' from water and sewer mains." (This note was on the previous submittal.)
