The wetlands must have a Preble's Meadow Jumping Mouse habitat evaluation. Limits of development, including proposed grading and construction, need to be clearly delineated on the Site Plan. The proposed grading had been shown on the plans for the previous submittal. Note that all of the bicycle/pedestrian trails located within the First Filing have been constructed of crushed limestone and therefor we would prefer to be consistent in the construction of the trails within the Second Filing. Stortnwater Utiilty . See attached comments from Shear Engineering Corp. Engineering Department a. Phasing is being shown on the Site & Landscape Plan but not on the utility plans. These plans should be consistent with each other. The phasing as shown on the Site and Landscape Plan pertains only to the Landscaping and the requirements for a landscape escrow prior to any CO's. The utility and street inTrovements shall all be installed in one (1) phase. b. Them is an existing 60' wide right-of-way for County Road 13. This road needs to be a collector street. Additional right-of-way may be needed. - The Site and Landscape Plan has been revised to show an additional 3' of right-of-way dedication'on the east side of CR 13. (A total of 33' from the center lime.) c. An updated traffic study is needed if one has not already been provided. An updated traffic letter from Matt Delich was submitted with the last submittal on May 25, 1999. An additional copy of the letter is enclosed. d. Whiting Oil Company will have to sign the subdivision plat and utility plans. - This comment has been noted. e. Red -Lined Site and Landscape Plan Handicap Ramps have been relocated as noted. Master Utility Plan stating: "No trees are to be planted within four (W) feet of gas lines." 2. Post Office a. Make an alternate selection for the proposed street name "Golden Eagle Court". - Golden. Eagle Court has been changed to "Butew Court". 3. Police Services a. The proposed street name "Golden .Eagle Court" must be changed. Golden Eagle Court has been changed to "Buteos Court". 4. Zoning Department a. Please clean up the Landscape Plan. The topography lines should be removed. - The proposed grading (topography) has been removed from the Site and Landscape Plan. (Note that Natural Resources bad asked to have the proposed contours added to this plan.) b. Include the noteon the .Landscape Plan regarding installation of landscaping prior to issuance of CO's. See note number 1 under "Landscape - Assurances" that states: ".Ali landscaping proposed for installation, with the exception of the surface treatment in residential parkways, must be secured with an irrevocable letter of credit, performance bond, or escrow account for 125% of the valuation of the landscape material prior to the issuance of a final certificate of occupancy, for each phase as denoted by the letters A-G. We have now transferred this information to Shed 1 of 2. d. What is the proposed pedestrian/equesatiun trait to be constructed of? The pedestrian/oquestrian trail is constructed of crushed limestone and this has been noted on the plan. Also note that this trail was constructed with the First Filing to provide the required emergency access for the I'Filing. e. How do the residents of Lot 17 access their property in a vehicle? There is only approximately 30' of street frontage on Batelvir Court and there appears to be a street tree near the middle portion of the lot. Will this .obstruct the access? Where will the drivevtuy go? The driveways for all lots are proposed to be a maximum of 12' wide where they meet the street. This gives us, room to fit the driveway between the lot line and tree, but because of the Zoning Department's concerns, we have moved the tree approximately 10' to the south. Natural Resources Plartuin$ Department a. The native dryiand grass seed mixture needs to be added to the Landscape Plan. - The "Native Seed Mix" was included on the previous submittal and is located, on the bottom of Sheet l of 2. b. The wetlands that were created with the First Filing as mitigation for wetlands disturbed on this Second..Filing. must lie shown on the Site and Landscape Plans. This is a response to the most recent review comments concerning the Final Site and Landscape Plan, Final Utility Plans and Final Flat for the Hearthfize P.U.D. Second Filing. This response will address Public Service Company, Post Office, Zoning Department, Natural Resources Planning . Department, Transportation Planning Department, Stormwater Utility, Engineering and Planning comments noted in your letter and the Project Comment Sheet dated June 30, 1999. Shear Engineering Corporation has written separate letters to Engineering and Stormwater to address their specific continents sheets. Copies of those letters will be provided for your records. 1. Public Service Company a. Fences proposed to be installed in front lot utility easements behind sidevwlks... Fences have been removed from the Street Typical Sections. All fences in or near proposed easements will be subject to separation requirements of the various utilities placed within the utility easements. At this time, we cannot predict where the utilities will be located within the easements. Lot owners will ultimately have to comply with. the respective utility companys . restrictions. A note has been placed in the General Notes on the Overall Master Utility Plan stating: "Fences placed within or adjacent to utility and or drainage easernertts shall be subject to restrictions and minimum setbacks established by the respective utility or entity." b. No trees may be planted closer than 4' to any natural gas line. See rate number 14 under Plant Notes on the Site and Landscape Plan that states: "All trees must be located a minimum of 4' from any natural gas line, and 10' from water and sewer mains." (This note was on the previous submittal.) Lane and pavement transitions shall comply with the following: Notes: Design Speed (mph) 130 140 50 Taper Ratio* 8:1 12:1 15:1 *Transition length is equal to Taper Ratio multiplied by lane width. These transitions do not apply to redirect tapers (WS or WS2/60) or bay tapers (WS/3), where W=Width and S=Speed. 6. Intersection Approach Grades. Intersection approach grades are discussed in Section 8.3.2 and Table 8.1. 7. Sight Distance. Horizontal alignment must provide at least the minimum stopping distance for the design speed at all points. This includes visibility at intersections and driveways as well as around curves and roadside encroachments. 8. Stopping Sight Distance. Stopping sight distance is calculated in accordance with the AASHTO "Green Book," Chapter III. Object height is 6 inches above road surface and viewer's height is 3.50 feet above road surface. Where an object off the pavement restricts sight distance, the minimum radius of curvature is determined by the stopping sight distance (See Standard Drawings 7-15a and 7-15b). In no case shall the stopping sight distance be less than as specified in Table 7.2F or 7.2L. The sight distance design procedure shall assume a 6-foot high fence (as measured from actual finished grade) exists at all property lines except in the sight -distance easements that may be required at all intersections. 9. Stopping Sight Distance on Horizontal Curves. Stopping Sight Distance on Horizontal Curves show required lateral clearance from the inner edge of pavement to sight obstruction, for various radii of inner edge of pavement and design speeds. The position of the driver's eye and the object sighted shall be assumed to be 6 ft. from the inner edge of pavement, with the sight distance being measured along this arc. Collins, Colorado SHEET 15 (SHEET 20)• Grosbeak Ct. & Pondview Ct. Street Plan and Profile • Flowline profiles have been provided. • The Pondview Court cul-de-sac flowline profile has been revised to correctly show the starting and ending cul-de-sac flowline profile stations with the appropriate tie to centerline stationing. • The Pondview Court vertical curve K values are less than 30. However, the standard reference to K values generally refers to street centerlines (or traffic lanes). The centerline profile in this instance has a K value within the accepted standard. • Curb return profiles have been provided. • The Grosbeak Court transition has not been revised. The transition provided from the collector roadway width of fifty feet (50') constructed with Hearthfire P.U.D., First Filing to the local roadway width of thirty feet (30') proposed with Hearthfire P.U.D., Second Filing, has a current transition length of 90 feet. The difference of 1/2 street width over this length is ten feet (10'). This results in a 9:1 transition. An 8:1 transition is recommended for a 30 mph design speed in the proposed Larimer County Urban Area Street Standards. SHEET 16 (SHEET 19); Buntwing Ct. & Bateleur Ct. Street Plan and Profile • The cul-de-sac flowline profiles have been revised to correctly show the starting and ending cul-de-sac flowline profile stations with the appropriate tie to centerline stationing. • The cul-de-sac flowline high point stations and elevations have been clearly labeled on the cul-de-sac flowline profiles. SHEET 17 (SHEET 22); North County Road 13 Street Plan and Profile • North County Road 13 has been redesigned to Collector Status. • The various accesses from Grosbeak Court and Bateleur Court have been provided. Street Plan and Profile • The street name Golden Eagle Court has been changed to Buteos Court. The cul-de-sac profile has been revised to clearly delineate the stationing provided in both plan and profile views. • Curb return profiles are provided. • The Town Center Way street plan and profile data has been removed from sheet 13 and provided on a new sheet 18. • The Buteos Court Cul-de-sac flowline high point station and elevation has been clearly labeled on the cul-de-sac flowline profile. SHEET 13 (SHEET 18); Town Center Way Street Plan and Profile • Town Center Way has not been profiled 500' past the end of the proposed Town Center Way as requested. There is no survey data available to appropriately profile this section at this time. Our understanding is that this street may have been required as a condition of Preliminary approval of the entire Hearthfire P.U.D. Water Supply and Storage, the owner of Richards Lake, required an access to their property for future potential development. The profile has been revised to provide a vertical curve with a K value of 30. Surveyors have been scheduled and we hope to have a revised profile to you prior to your next detailed review. • Curb return profiles for Town Center Drive and Town Center Way have been provided. • A type III barricade has been added at the terminus of Town Center Way. SHEET 14 (SHEET 21); Grosbeak Ct. Street Plan and Profile • Flowline profiles have been provided. • The Grosbeak Court cul-de-sac flowline profile has been revised to correctly show the starting and ending cul-de-sac flowline profile stations with the appropriate tie to centerline stationing. • The Grosbeak Court Cul-de-sac flowline high point station and elevation has been clearly labeled on the cul-de-sac flowline profile. • The Grosbeak Court flowline profile vertical curve K value has been listed and is consistent with current City of Ft. SHEET 2; Overall Master Utility Plan • A 30' Pedestrian and Emergency Access Easement and. a corresponding 20' wide crushed limestone pedestrian, bike trail and emergency access road has been added to the end of Grosbeak Court to eliminate the need for sprinkler systems to houses built on Lots 4-6. A curb cut has been provided on the 6" vertical curb on North County Road 13, and a bollard and chain detail has been added to restrict normal vehicular traffic. Please note that the 30' wide portion of Tract A is labeled as an emergency access easement. • A "6' wide crushed limestone pedestrian / bike path" has been added to the end of Bateleur Court to connect to the sidewalk on North County Road 13. Collins, Colorado UTILITY PLAN COMMENTS (General) • North County Road 13 has been revised for collector status. Our understanding is that the City of Fort Collins Master Street Plan has been revised since our initial submittal in 1997. The final plat has been revised to add another three feet (3) of right-of-way. A typical section for a collector with a 40' roadway width and 66' right-of-way has been added to the typical section sheet "for reference only". Another typical section has been added to the typical section sheet for construction requirements for 1/2 of the collector with Hearthfire P.U.D., Second Filing. The North County Road 13 Plan and Profile sheet has been revised. Both centerline and east flowline profiles are represented. All affected sheets in the plan set have been revised. • All main street profiles which did not conform to vertical curve K-value requirements have been adjusted. K values are now listed for convenience. In isolated curb return profiles, the K values may not adhere to the standards. However, the centerline profiles and intersection grading in the travel lanes is in compliance. • Intersection details have been provided on Sheets 14 and 15. Critical spot elevations have been provided in accordance with details D-18, and D-19. The actual City standard details D-18 and D-19 have not been provided on the detail sheets. • A midblock cross walk has been provided on Town Center Drive where the path crosses the street. Curb cuts and pavement markings are shown in all relevant plans. • Crosspan grades are represented on all intersection details where a crosspan exists. An attempt has been made to accommodate the minimum 0.60% grade requirement for all crosspans. The Town Center Drive. crosspan at Buteos Court does not comply. Because it is impossible to meet the 0.60% crosspan grade when a street grade is less than 0.60% (Minimum allowable gutter grade is 0.50%). The crosspan at Town Center Drive and Buteos Court has a grade of 0.56% to match the grade of Town Center Drive (0.56%). The 0.56% grade was carried through the intersection from PCR to PCR. This results in a crosspan of varying depths. Please note the proposed Larimer County Urban Area Street Standards allow a varying crosspan depth to accommodate the difference in depths of a curb and the depth of the crosspan. • Town Center Way has not been profiled 500' past the end of the proposed Town Center Way as requested. All affected drawings have been revised. This item has been coordinated with the final plat. • A pedestrian connection has now been provided between Bateleur Court and North County Road 13. All affected sheets have been revised to represent the pedestrian connection. • Project main infrastructure construction will not be phased. Phasing is not represented on the Site Plan. This response will address several, utility plan and final plat review comments, as well as written comments noted on your Project Comment Sheet signed and dated July 6, 1999. This response letter will follow the format of the review comments. This submittal contains additional information as requested by the various review agencies, and sheets have been added accordingly. Please refer to the attached index of sheets for a cross-reference of the previous sheet numbers to the current sheet numbers. When responding to comments pertaining to specific sheets that have been renumbered, the previous sheet number will appear first, followed by the current sheet number in parenthesis. Please note that a separate response letter has been provided by PineCrest Planning and Design. We will reference those responses occasionally and have attached a copy of that letter for you immediate reference. COMMENT SHEET RESPONSE PLAT COMMENTS (General) • Additional plat notes have been added and the most current attorney certification has been provided. • The "Plan Note" pertaining to Home Owners Association's responsibility for tracts has been revised to clarify the Home Owners Association will own the tracts. • All offsite easements which are needed to accommodate the Second Filing have been recorded. No additional offsite easements are required to our knowledge. Offsite easements noted in the plans that are existing and recorded have been labeled with the appropriate reception number. We have attached a copy of the recorded Whiting Oil easement for Hearthfire P.U.D., First Filing for your immediate reference. • Neither of the two (2) Whiting Oil easements noted on the Second Filing plat are currently dedicated. Collins, Colorado UTILITY PLAN COMMENTS (General) • Labels on cul-de-sac flowline profiles have been modified to properly tie the cul-de-sac flow line stationing to the street stationing. The current plans provide a clear equation station tying the various profiles together. • Cul-de-sac flowline high point stations and elevations have been clearly labeled on the cul- de-sac flowline profiles. They have also been clearly labeled on the cul-de-sac (intersection) details. Center of cul-de-sac have been clearly labeled on the cul-de-sac (intersection) details. • The Grosbeak Court transition has not been revised. The transition provided from the collector width of fifty feet (50') constructed with Hearthfire P.U.D., First Filing to the local width of thirty feet (30') proposed with Hearthfire P.U.D., Second Filing, has a current transition length of 90 feet. The difference of 1/2 street width over this length is ten feet (10'). This results in a 9:1 transition. An 8:1 transition is recommended for a 30 mph design speed in the proposed Larimer County Urban Area Street Standards (See attached). The 15:1 taper would accommodate a 50MPH speed limit. • As mentioned previously, a pedestrian connection has now been provided between Bateleur Court and North County Road 13. In addition, to ensure future extension of the road is practical, the future centerline has been profiled from the end of the cul-de-sac to North County Road 13. An intersection detail labeled "For Reference Only" has also been provided with the intersection details. • Plan comments have been noted and have been addressed.
