Board for a decision due to outstanding issues. Another round of review is necessary.
Under the development review process and schedule there is a 90 day plan revision
submittal time -frame mandated by the City. The 90 day turnaround period begins
on, the date of the comment letter prepared by the project planner in the Current
Planning Department (in this case, 11/26199). Upon receipt, the revisions will be
routed to the appropriate City departments and outside reviewing agencies, with their
comments due to the project planner no later than the third weekly staff review meeting
(Wednesday mornings) following receipt of the revisions. When it is ready to go to the
Board a date will be scheduled for a public hearing, which would be held on the first or
third Thursday of each month.
Please submit the number of copies of the applicable documentation as indicated on
the attached Revisions Routing Sheet and return all drawings red -lined by City staff with
submission of all revisions you will make. You may contact me at 221-6750 if you have
questions about these comments or would like to schedule a meeting to discuss them.

17. An easement is needed.for the swale for the storm water transition from street
flows to Richards Lake.
18. Show the grading on the utility plans.
19. The drainage flows crossing Douglas Road are not accounted for and shown on
the utility plans.
20. Off -site easements are needed and they are not accounted for at this time.
21. Affected Ditch Company approval (and signature) is needed.
22. The utility plans are not yet sufficient for final approval. This development
proposal is not ready to be scheduled for public hearing.

25. Please be aware of the 90 day revision resubmittal.requirement (see paragraph
.below) to keep this project proposal in the City's development review process.
26. A street connection from either Bateleur Court or Grosbeak Court to County Road
13 should be provided. The current plans show a 51' right-of-way for a future
street from Bateleur Court to the country road. The City and the applicant should
determine now if the street connection is necessary and, if so, the street should
be constructed now with the Second Filing. Trying to complete the street
connection in the future, after residents are in place, could be very difficult.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to review this
request.

9. A copy of the comment sheet received from Ron Gonzales of the Poudre Fire
Authority is attached to this comment letter.
10. Bruce Vogel of the Light & Power Department stated that they have no
concerns and comments at this time..
11. Dean Smith of the Boxelder Sanitation District stated that they have no
concerns and comments at this time.
12. Dennis Greenwalt of AT&T Cable Service stated that they have no concerns -and
comments at this time.
The comments and concerns were expressed at the weekly staff review.meeting of
November 17, 1999: .
Engineering (Sheri Wamhoff)
13. Phasing is being shown on the Site & Landscape Plan but not on the utility
plans. These plans should be consistent with each other. Is the phasing for
landscaping only?
14. Is the landscaping along the path between Lots 18 —. 22 really part of the First
Filing?
15. Is the location and design of the emergency access off of County Road 13
acceptable to the Poudre Fire Authority?
16. The development plans are not ready to be scheduled for a public hearing (for a
decision), primarily because of outstanding Douglas Road issues.
C. This subdivision plat must show the recording information for Hearthfire
Way and Hearthfire Drive that were shown and dedicated in the First
Filing.
d. The street names need to be approved by a City "naming committee"
4. Gary Lopez and Peter Barnes of the Zoning Department offered the following
comments:
a. Tracts 'B' and 'D' do not appear to be within any of the landscaping
phases proposed in the Second Filing.
b. Why are there very few trees proposed for any of the open space tracts?
Except for an existing Cottonwood and 3 trees behind Lot 10, these areas
separating the blocks are devoid of trees. More are recommended.
C. It would be helpful if the phase lines were made darker and labeled so
that they would be easier to see and follow.

5. Kim Kreimeyer, the City's Natural Resources Planner, offered the following
comments:
a. A copy of a memorandum from Kim, regarding the Preble's Meadow
Jumping Mouse Habitat Assessment, is attached to this comment letter.
b. The species listed as "native seed mix" is not native. Please see the
attached copy of the Fort Collins Native Plants brochure that is being
forwarded to the applicant.

6. Kathleen Reavis of the Transportation Planning Department offered the
following comments:
a. Provide a concrete path, not gravel, between the cul-de-sac at the end, of
Bateleur Court and County Road 13.
b. The longer trail off of the road at the curve between Country Road 13 and
Inverness Drive should provide a concrete "apron" or flared area as the
path approaches Country Road 13 so that gravel does not drag out onto
that road.

Dear Tom,
Staff has reviewed your revisions for Hearthfire PUD, Second Filing - Final that were
submitted to the City on October 26, 1999, and would like to offer the following
comments:
1. Mike Spurgin of the Post Office stated that they have no concerns or comments
at this time.
2. Lori Digliani of Police Services offered the following comments:
a. It appears that Grosbeak Court is a continuation of Hearthfire Drive and,
therefore, should not have a separate street name.
b. Buntwing Court and Bateleur Court are the same street and should have
one name. Continuous straight line streets need to maintain the same
name to decrease confusion.
C. Town Center Drive makes a 90 degree turn. This will result in abrupt
address changes for the same street. They are requesting a different
street name when the street direction changes to this degree or higher for
continuity in addressing.
3. The Mapping/Drafting Department offered the following comments:
a. The subdivision plat and legal description do close.
b. Information must be provided regarding the portion of Grosbeak Court
shown to be ".....Dedicated by Separate Document'.
