Hearthfire 2 Submittal
- The emergency access south of lot 18 was approved by Poudre Fire Authority
with the First Filing. They have reviewed the Second Filing plans and have
stated that "All Emergency Access Easement points shall be clearly and
distinctly identified. Also all perimeters of all emergency drives shall be
clearly visible, and established and maintained to prevent emergency
apparatus on other than designated drives." They have not stated any
objections to these emergency access drives. Signage and bollards have been
added to the Site and Landscape Plan the state emergency access only. Also
these access areas have been shown on all plats.
1. Red -Lined Site and Landscape Plan
- All items have been addressed in the above comments.
8. Poudre Fire Authority
a. Required Access...
- Signage and bollards have been added to the Site and Landscape Plan the state
emergency access only. Also these access areas have been shown on all plats.
Additional items are noted and all open space tracts including the access
easements and roads/trails will be maintained by the Homeowners Association
- see note number 4 under "Project Notes" on the Site and Landscape Plan.
b. Address Numerals...
- The note on the Site and Landscape Plan has been revised to state "House
numbers within the Hearthfire P.U.D. shall be a minimum of 6 inch numerals
on a contrasting background, shall be visible from the street fronting the
property and shall be directly illuminated or back -illuminated by a light source
to sufficient brightness that numbers are visible from adjacent streets..."
9. Planning
a. A street connection from either Bateleur Court of Grosbeak Court to County
Road 13 should be provided...
- See response to engineering's comment above - Number 7 g.
b. Red -Lined Site and Landscape Plan
- Separate tracts have been added between the lots at the ends of Pondview Ct.
and Bateleur Ct. (Buntwing Ct.) to accommodate the drainage improvements
in these tracts.
- Street names have been added or moved to make more legible.
- Bollards have been added where the emergency access easements meet roads.
- The walk at the west end of Bateleur Ct. has been changed to a 5' wide
concrete walk.
- Note that the existing crushed limestone pedestrianibike trail south of lots 18-
21 and 43-45 was actually constructed at 20' and not 12' as requested by the
Poudre Fire Authority.
- Concrete aprons have been added where the emergency access roads meet CR
13.
- Phase lines for landscape phasing have been darken.
- The lighting bollard note has been revised to 42" not 42'.
- Project Note number 1 has been revised to show setbacks from ROW's and
property lines.
- Project Note number 9 has been eliminated.
I believe this addresses all of the comments since the last submittal. Please review the enclosed
information and should you have any questions, feel free to give me a call.

g. Grosbeak Court should be continued out to County Road 13....
This is an interesting comment based upon the past history of the approval
process of the Hearthfire PUD. The original plans for the development showed
a street connection to CR 13 from the project and not out to Douglas Road.
Due to neighborhood opposition, staff comments and the traffic studies, this
access point was moved at considerable cost to the developer, to Hearthfire
Way (which was not part of the original plans) and out to Douglas Road. At
that time the street access to CR 13 was eliminated. The Hearthfire PUD -
Preliminary was approved without this access point with staff support though
staff recommended in the staff report dated 9/23/96 on page 12 & 13, #5 "The
City Transportation staff supports the access locations as proposed. However,
the Engineering staff recommends that the proposed street and lot layout on
the west edge of the Hearthfire PUD development be modified to include a
provision for right-of-way for a future local street connection to County Road
13. That way, a local street connection could be constructed in the future
when traffic volumes and surrounding development make it necessary to
provide neighborhood connectivity." (A copy of which is attached). This right-
of-way has been shown on the 2"d filing plans since that time and when the
final for that filing was first submitted and we do not believe that it is
appropriate to now ask the developer to make that connection and build the
road at this time. We have also requested on three separate occasions since
December that staff meet with us to discuss this item. With our 90-day
deadline approaching, staff has still not responded to us with a time in which
they can meet with us to discuss this item.
- Also, a crushed limestone pedestrian/bike walk is shown as a connection to the
cul-de-sac from CR 13 and the developer believes that lots 5 and 6 are not
"forced" to take access off of a cul-de-sac. From a marketing perspective, cul-
de-sacs are much more desirable than through streets for the future
homeowners.
h. The wetlands mitigation map needs a north arrow.
- A north arrow is and has been shown on this plan. It is located in the bottom
right hand comer of the drawing.
i. Phasing is being shown on the Site & Landscape Plan but not on the utility
plans. These plans should be consistent with each other. Is the phasing for
landscaping only?
- As stated in my response letter of October 25, 1999, item 8 a "The phasing as
shown on the Site and Landscape Plan pertains only to the Landscaping and
the requirements for a landscape escrow prior to any CO's. The utility and
street improvements shall all be installed in one (1) phase."
j. Is the landscaping along the path between lots 18-22 really part of the First
Filing?
- Only the emergency access road/trail in tracts B and D has been constructed
with the I' Filing. To date no landscaping has been installed. This note has
been removed from the Site and Landscape Plan. Note that the access
road/trail has been surveyed and Shear Engineering has graded this portion of
the site to correspond to the current existing grades.
k Is the location and design of the emergency access off of County Road 13
acceptable to the Poudre Fire Authority?

- A 20' wide concrete drive cut and apron has been shown on the plan in that
area as well as at the where the emergency access drive meets County Road
13 at the west end of Hearthfire Drive.
6. Stormwater Utility
a. Red -Lined Site and Landscape Plan
- Several trees have been moved or removed along Buntwing Lane (Town
Center Drive) where the emergency access road crosses to help prevent
conflicts with the storm sewer. Also see note # 8 under Plant Notes that states
"Minor changes in species and plant locations may be made during
construction as required by site conditions." We believe that the tree locations
can be modified during construction to help eliminate any conflict base upon
actual storm sewer improvement locations.
b. Please show all storm drainage facilities.
- These that been added to the Site and Landscape Plan.
Note: See additional attached comments from Shear Engineering Corp.
7. Engineering Department
a. Town Center Way - What does this serve? Would it be better being a driveway
and not a street?
- At the time of the Preliminary PUD, Water Supply and Storage Company, the
owner of the property to the south and west, requested that a dedicated road be
included in the plan to serve their property so that access can be provided if
the property develops in the future. Because this property has the potential to
be developed, a driveway may not meet the City's access requirements in the
future.
b. Is the x-walk across Town Center Drive a painted or enhanced x-walk?
- This is a painted crosswalk and has been label as such on the Site and
Landscape Plan. Also see additional response from Shear Engineering Corp.
c. Note indicates that a portion of this site was landscaped with the first filing?
What are the limits of that? Do they correspond with the limits of regrading as
shown on these plans?
- Only the emergency access road/trail in tracts B and D has been constructed
with the 1' Filing. No landscaping has been installed. This note has been
removed from the Site and Landscape Plan. Note that the access road/trail has
been surveyed and Shear Engineering has graded this portion of the site to
correspond to the current existing grades.
d. Need to show improvements to CR 13... The sidewalk along CR 13 needs to be
shown at the back of Row.
- The street improvements have been shown to the south end of the road and all
the way out to Douglas Road. Also, the sidewalk has been moved back to the
ROW. These have been revised on the Site and Landscape Plan. Also see
additional response from Shear Engineering Corp.
e. The sidewalk connection out from the cul-de-sac needs to be concrete...
- This has been changed to a 5' wide concrete walk.
f Can a dirt trail be left along CR 13 behind the sidewalk to accommodate a
riding path?
- This path would be out of the City's ROW and the Developer is not willing to
install an additional path in the open space area that would need to be owned
and maintained by the Homeowner's Association that would not benefit any of
the residents within the Hearthfire PUD.

2. Mapping/Drafting Department
a. Information must be provided regarding the portion of Grosbeak Court shown to
be .....Dedicated by Separate Document".
- As of this date, Grosbeak Ct. (Hearthfire Drive) has not yet been dedicated to the
City. This portion of the property is in the process of being annexed into the City.
Once annex, it will be dedicated to the City by a separate document. If the
dedication precedes the Final Plat recording, this recording information will be
added to the plat.
b. The street names need to be approved by a City "naming committee".
- Because this is the third time we have had to revised different street names
based upon different reviewing agencies and staff review, we are requesting
the staff have the City's "naming committee" approve all street names on the
latest Site and Landscape Plan.
3. Zoning Department
a. Tracts 'B' and 'D' do not appear to be within any of the landscaping phases
proposed in the Second Filing.
- Tract B is part of phases F and G. Tract D is part of phases A, B, C and D of
the landscape phasing plan. These phases have been noted on the Site and
Landscape Plan.
b. Why are there veryfew trees proposed for any of the open space tracts?... More
are recommended.
- The trees as shown on the Site and Landscape Plan follow the same quantities
and patterns as shown on the approved Preliminary Site and Landscape Plan
for the Hearthfire PUD. Few trees are planted in these open space areas to
help replicate the existing feel of the open areas, maintain views to the south
and west and to help provide solar access from the south.
c. It would be helpful if the phase lines were made darker and labeled so that they
would be easier to see and follow.
- This has been done.
4. Natural Resources Planning Department
a. Preble's Meadow Jumping Mouse Habitat Assessment.
- Two (2) copies of the revised "Preble's Meadow Jumping Mouse Habitat
Assessment" as prepared by TR Boss are included in this resubmittal.
b. The species listed as "native seed mix" is not native. Please see the attached
copy of the "Fort Collins Native Plants" brochure that is being forwarded to the
applicant.
- A new native seed mix has been prepared by Mr. David Chenoweth of
Chenoweth & Associates - Environmental Consultants using the plants from
the "Fort Collins Native Plants" brochure. This has been revised on the Site
and Landscape Plan.
5. Transportation Department
a. Provide a concrete path, not gravel, between the cul-de-sac at the end of
Bateleur Court and County Road 13.
- This has been changed to a 5' wide concrete bikeJpedestrian path
b. The longer trail off of the road at the curve between County Road 13 and
Inverness Drive should provide a concrete "apron" or flared area as the path
approaches County Road 13 so that gravel does not drag out onto that road.

Dear Steve:
Enclosed please fmd eight (8) copies of the revised Site and Landscape Plan as well as six (6)
copies of the revised Final Utility Plans as prepared by Shear Engineering Corporation, two (2)
copies of the revised Drainage Report, five (5) copies of the revised Final Plat as prepared by
Fredrick Land Surveying, and two (2) copies of the revised "Preble's Meadow Jumping Mouse
Habitat Assessment" for the Hearthfire P.U.D., Second Filing, Final. (As well as the redlined prints
from your last set of referral comments.)
This is a response to the most recent review comments concerning the Final Site and Landscape
Plan, Final Utility Plans and Final Plat for the Hearthfire P.U.D., Second Filing. This response will
address some of the comments from Police Services, Mapping/Drafting Department, Zoning
Department, Natural Resources Planning Department, Transportation Planning Department,
Stormwater Utility, Engineering, Poudre Fire Authority, and Current Planning Department noted in
your letter and the Project Comment Sheets dated November 26, 1999. Shear Engineering
Corporation has written separate letters to Engineering and Stormwater to address their specific
comments as well as the engineering and plat related comments from the other departments. Copies
of those letters are included in this resubmittal.
1. Police Services
a. It appears that Grosbeak Court is a continuation of Hearthfire Drive and,
therefore, should not have a separate street name.
- Grosbeak Court has been renamed Hearthfire Drive as requested.
b. Bunming Court and Bateleur Court are the same street and should have one
name...
- Buntwing Court has been renamed Bateleur Court but please note that it was
the Police Services Dept. that requested in their comment of August 20, 1997
that "one of the Buntwing Courts must be renamed" (a copy of that letter is
attached).
c. Town Center Drive makes a 90 degree turn. This will result in abrupt address
changes for the same street. They are requesting a different street name...
- The north -south portion of Town Center Drive has been renamed to Buntwing
Lane.
