We would request that City Light and Power become involved in the project immediately instead
of waiting until construction, which is what occurred with First Filing. With the First Filing, we
were required to provide a fairly major revision to the Master Utility Plan after the City Light
and Power Department finally provided a plan for electric service which affected all water
service locations. This was a costly and time consuming task. It also caused delays in
construction. We would at an absolute minimum, request a preliminary design from them so we
can incorporate their design into our drawings and coordinate water services now. We
understand that there may be a certain fee up front to provide this.
We trust that this response has addressed a majority of your specific comments and concerns. If
you have any questions or further comments during your next,detailed project review, please call

• North County Road 13 has not been profiled for 500' north of Douglas Road. No design is
necessary since the profile exists and the proposed Douglas Road profile will match existing.
A profile for 500' beyond the south limits of construction for North County Road 13 will be
provided. Additional survey data is required and was unavailable at the time of this response.
UTILITY PLAN COMMENTS (Grading Plans)
• The grading plans have been updated to represent final grading for North County Road 13.
Generally, the proposed North County Road 13 profile is similar to the existing profile. No
extensive grading on the west side of North County Road 13 will occur.
• Grading has been revised in the southwestern area of the project. We recognize that
easements are required for all grading outside the limits of the Hearthfire property. Please
note that easements are now represented on the Water Supply and Storage property.
Discussions with Water Supply and Storage are occurring. Please note that an easement will
also be provided on the Amended Exemption property at the southeast corner of the
intersection of North County Road 13 and Douglas Road to supplement the required
additional right-of-way.
UTILITY PLAN COMMENTS (Details)
• The driveover curb, gutter and walk detail provided in the current City street standards
clearly identifies driveover curb and gutter. There is not a 12" thickened section. We have
referenced the DRAFT Larimer County Growth Management Area Street standards. The
driveover curb does not have a 12" thickened back section. We have included a collector
intersection detail for detached walk. Detail D-4 for the pedestrian connection at a cul-de-sac
has been added. Details D-18 and D-19 have not been added to the plan set. The intersections
have been further detailed and now represent transition locations consistent with those noted
with the street plan and profiles. All transitions differ.
• A bollard and chain has been identified at the intersection of North County Road 13 and the
20' wide crushed limestone pedestrian, bike trail and emergency access road between North
County Road 13 and the end of Hearthfire Drive (previously Grosbeak Court). A bollard and
chain has also been identified at the south end of North County Road 13 where the
emergency access intersects with North County Road 13. These locations are consistent with
the revised Site Plan by PineCrest Planning and Design.

• The Town Center Drive profile is being tied into the existing Town Center Drive which was
constructed with the First Filing. Attached is a copy of the Hearthfire Drive plan and profile
for the First Filing for your immediate reference. As previously noted in our response letter
dated October 26, 1999, an attempt has been made to accommodate the minimum 0.60%
grade requirement for all crosspans. The Town Center Drive crosspan at Buteos Court does
not comply. Because it is impossible to meet the 0.60% crosspan grade when a street grade is
less than 0.60% (Minimum allowable gutter grade is 0.50%). The crosspan at Town Center
Drive and Buteos Court has a grade of 0.56% to match the grade of Town Center Drive
(0.56%). The 0.56% grade was carried through the intersection at the flowline from PCR to
PCR. This results in a crosspan of varying depths. Please note the proposed Larimer County
Urban Area Street Standards allow a varying crosspan depth to accommodate the difference
in depths of a curb and the depth of the crosspan. Please note: If the 0.60% minimum
crosspan grade standard is to be achieved always, then the allowable minimum street (or
gutter) grade must be increased in the standards. With the difference in the depth of the gutter
pan (vertical curb and gutter) and the depth of the crosspan, it is impossible to meet a 0.60%
crosspan grade when a street profile is less that 0.85%. I would be happy to discuss this issue
further. My presentation at one of the Larimer County Street Standards advisory committee
meetings regarding this subject, was well accepted and prompted the allowance of varying
crosspan depths to accommodate these design discrepancies.
• Town Center Way has been revised to meet City Street standards with a 2% grade at the
intersection for a minimum of 50' beyond the right-of-way. --Please refer to all revised plans
concerning drainage, erosion control, etc. The property line station has been identified and
the. end of pavement station has been identified. Please refer to the discussion under the third
item of UTILITY PLAN COMMENTS (specific) concerning the Town Center Drive service
to the Water Supply and Storage property where Richards Lake is situated.
• The profile for Bateleur Court east (previously Buntwing Court) has been revised to identify
the low point relative to the inlet location. Please note that the vertical curves on either side
of the inlet end with a 0.50% grade into the inlet.
• The Bateleur Court west cul-de-sac flowline profile has been revised to indicate a 0.40%
grade into the high point. A vertical curve has not been provided. A minimum of 1% cross
slope has been achieved in the cul-de-sac. Cul-de-sac details have been updated to reflect the
revised cross slopes.
• Minimum K-values for Hearthfire Drive (previously Grosbeak Court) noted. This street will
not be continued to North County Road 13. This is due to numerous agreement issues and
conditions of preliminary approval concerning Hearthfire P.U.D. Please refer to additional
response and history by PineCrest Planning and Design LLC. This is attached to this
response for immediate reference.

• We have provided driveway cuts at the intersection of the Emergency and Whiting Petroleum
access with Buntwing Lane (previously Town Center Drive) in order to maintain consistency
with what was provided in the First Filing at two (2) other access intersections with public
streets. If you feel strongly about the 8' wide handicap access at these points, we ,can easily
accommodate. We concur that driveover curb still allows the accessibility required. We
invite you to visit the site to see the current access intersections at Hearthfire Drive and Town
Center Drive in the locations noted on the First Filing plan which is attached for immediate
reference.
• A dirt trail has not be provided behind the North County Road 13 sidewalk on the North
County Road 13 typical street section to accommodate a riding trail. Please refer to the
response from PineCrest Planning and Design (attached) for discussion and history
concerning this issue.
UTILITY PLAN COMMENTS (intersection details)
• All courts have been detailed.
• All transitions have now been noted on the intersection details. Please note that all transitions
had been noted in the street plan and profiles on both the plan views and in the profiles. The
profile clearly identify where actual typical sections begin and end.
• The intersection detail for Buntwing Lane (previously Town Center Drive) and Hearthfire
Drive (previously Grosbeak Court) has been updated.
• The intersection detail for Town Center Drive and Town Center Way has been updated.
• The intersection detail for Town Center Drive and Buteos Court has been updated.
UTILITY PLAN COMMENTS (Plan and Profiles)
• We have checked all vertical curves for appropriate K values. Vertical curves which did not
meet current City street standards for K values have been revised. Miscalculated K values
have been corrected. Vertical curves with K-values that did not meet City standards have
been re -defined.

• Hearthfire Drive (previously Grosbeak Court) has not been extended to North County Road
13. This is due to numerous agreement issues and conditions of preliminary approval

• As previously noted in our response letter dated October 26, 1999, Water Supply and
Storage, the owner of Richards Lake, required an access to their property (Town Center
Way) for futurepotential development. It is a condition of an agreement with Water Supply
and Storage. The agreement allows Hearthfire to release stormwater to Richards Lake. We do
invite you to discuss this issue with Water Supply and Storage. Please contact Mr. Fred

• The crosswalk at Buntwing Lane (previously the north -south section of Town Center Drive)
is a painted crosswalk. As noted with our October 26, 1999 response letter, A midblock cross
walk has been provided where the path crosses the street. Drive approaches and pavement
markings are shown in all relevant plans. We have clarified this on the plans.
• Improvements to North County Road 13 were shown all the way to Douglas Road at the time
of your last review. The back of walk was placed at the right-of-way line according to current
City Street standards for collectors. This was also represented at the time of your last review.
All collector standards were met. Therefore, no changes have occurred. Please re -visit your
redlined set which has been re -submitted with this re -submittal. The typical street section for
North County Road 13 was also accurate.
• The sidewalk connection from the Bateleur Court (west) cul-de-sac to North County Road 13
has been changed to concrete.
• A dirt trail has not been provided behind the North County Road 13 sidewalk to
accommodate a riding trail. Please refer to the response from PineCrest Planning and Design
(attached) for discussion and history concerning this issue.

COMMENT SHEET RESPONSE
PLAT COMMENTS (General)
• Clarification has been made regarding those areas which are to be maintained by Whiting
Petroleum Corporation. An area of encroachment by Whiting Petroleum Corporation within
the limits of Tract E is the primary area in question. This area has been clearly defined on the
plat, and noted by meets and bounds. The easement is labeled as a Whiting Petroleum
easement.
• A drainage easement has been added to the southwest corner of Lot 26.
• The Hearthfire Drive right-of-way which is indicated as being dedicated by separate
document has not yet been recorded. It will be dedicated by the Hearthfire Way annexations
which are currently being revised. The process is somewhat complicated. The annexation
could not be recorded until the Amended Exemption was recorded. The Amended exemption
was recorded. The 1/6 contiguity requirement for Annexation was not achieved with the
Hearthfire Way Annexation. Therefore two (2) annexations are currently being produced by
Frederick Land Surveying.
• The main Whiting facilities are located just east of Tract E. There is a certain encroachment
of the Whiting facilities on Tract E which has prompted the Whiting Petroleum easement on
Tract E. The 25' easements are travelways which ultimately cross Hearthfire Drive to access
the Whiting Petroleum facility. Additional easements have been dedicated with the Amended
exemption. We have provided a copy of the amended _exemption for your immediate
reference. We invite you to visit the site to see the actual relationship of the Whiting
Petroleum facility with the 25' access easements. Please note that the accesses are in place
and the easements have been dedicated by separate document. The First Filing plan is also
attached for your immediate reference.
• We have accommodated additional plat comments noted on the redlined plat.
UTILITY PLAN COMMENTS (Specific)
• As noted with our October 26, 1999 response letter, the North County Road 13 cross sections
have been removed from the plan set since they were originally prepared for local street
status. There was also an elevation datum discrepancy. The elevations were over 3' off.
Please refer to the benchmark description on the Cover Sheet. Our understanding is that cross
sections are not required with collector streets according to current City of Fort Collins street
standards.

Dear Sheri,
This is a response to your most recent review comments concerning the Final Utility Plans and
Final Plat for Hearthfire P.U.D., Second Filing. This response will address several utility plan
and final plat review comments, as well as written comments noted on your Project Comment
Sheet signed and dated 11/23/99.
This response letter will generally follow the format of your written review comments.
Please note that a separate response letter has been provided by PineCrest Planning and Design.
We will reference those responses occasionally and have attached a copy of that letter for your
immediate reference.
There are several comments which have not been accommodated, primarily due to preliminary
project approval conditions and conditions of several agreements which were made in the
lengthy process to gain preliminary approval of the entire Hearthfire project. Those items noted
will be clarified as the comment is addressed. We feel that it may be appropriate to sit down and
discuss the history of the project and more formally address certain conditions with a
presentation of historical backup documentation. The staff reports for Hearthfire Preliminary
would be your best tool for understanding the conditions of approval. We have attached the staff
report dated September 23, 1996 for your immediate reference.
UTILITY PLAN COMMENTS (General)
• Grosbeak Court has been re -named to Hearthfire Drive.
• The North -South portion of Town Center Drive has been renamed to Buntwing Lane.
• Buntwing Court has been renamed to Bateleur Court at the direction of the Police
Department. This results in two (2) Bateleur Courts. We will address these courts with east
and west during our response.
• We would like to reiterate that project main infrastructure construction will not be phased.
The phasing represented on the Landscape Plan is related to Landscaping phasing only and
the requirements for an escrow prior to any COs.
