Shepherd was not willing to represent those sources or costs in an April 17th public hearing. In a newspaper article dated April 21st, Kaufman and Broad represented that they had received a Division of Housing loan and any LPHT,C reservation in support of the project, neither representation is true. when City staff begins to recognize their obligations is to question deeper than people doing good things. When City staff knows how to evaluate an affordable housing project for subsidy layering, then Sibbald can stop asking the questions that staff won't. It's clear to me Kaufman & Broad could care less about our affordable housing problems. They care about doing deals, especially when those deals drop an extra million or two to their bottom line. Dear Shelly, Alan, Stan and Jackie: Kip Shepherd, of Kaufman & Broad, has represented that someone'at the City had told him that Tom Sibbald is against this project. Mr. Carlson, the land seller, has also represented that Mr. Shepherd has made a similar allegation to him. Each of you has had contact with K & B, so I can only assume that one of you has made that representation. For the record, I am not against multi -family housing anywhere in the City, nor am I against this multi -family project as an affordable housing project. I am reluctant to let any developer of any subsidized project rip off of the system. There is no reason why the Woodlands Apartment project would or should cost $8.9 million.
