a. approve the original development plan with Just the
architectural changes administratively; or
b. approve the original development plan with the
architectural and use of the building (from residential
to recreation center) changes administratively,
eliminating the addition of a new residential building
(resulting in a loss of 12 dwelling units);
and then, for either case, process an amendment to the final
development plan that would, if approved by the Planning and Zoning
Board, allow the 120 dwelling units and the recreation center.

- An increase of greater than two (2%) percent in the
approved gross leasable floor areas of commercial
buildings in either residential or commercial
planned unit developments.
An increase by greater than one (1%) percent in the
approved number of residential dwelling units.
The approved and recorded Final Site Plan for the Woodlands
Condominiums P.U.D. specifies that 3.3 acres of the development
(equaling 33.7% of the gross area) will be in active open space.
The conceptual Site Plan submitted with the administrative change
request shows one additional residential building (with
approximately 5,000 square feet of site coverage) and associated
parking (with approximately 3,000 square feet of site coverage).
The total of an additional 8,000 square feet of building and
parking coverage represents a reduction in the approved area of
open space by approximately 6%. This requirement of the City Code
is non-negotiable and the Planning and Zoning Board is the final
decision -making body in this instance.
As an amendment to the approved final plan, the following documents
must be submitted for review prior to the request going before the
Planning and Zoning Board:
1. Site Plan showing proposed building envelopes
2. Landscape Plan
3. Building Elevations
4. Traffic Impact Study
5. Utility Plans (to evaluate against current standards)

7. Erosion Control Plan
Other documentation that is necessary includes vacation/dedication
of easements (to match proposed building envelopes, pool and
clubhouse) and Site & Landscape Covenants.

This is to inform you that the administrative change request to the
Woodlands Condominiums P.U.D. (dated February 1, 1995) has been
denied based on a requirement in Section 29-526 of the City Code
that sets forth the following criteria:
Amendment to Final Development Plan
The final plan is the document on which building permits and other
City development approvals are issued. Since these plans are
approved by the Planning and Zoning Board, the Building Permits and
Inspection Department is unable to issue permits for improvements
which are not indicated on the approved plan.
* Major changes to the P.U.D. shall be approved, if at all,
only by the Planning and Zoning Board and shall be
reviewed against the "All Development Criteria" as
contained in subsection (D) of the Land Development
Guidance System, and must follow the public hearing
process required for approval of preliminary plans. Any
changes approved in the final plan shall be recorded as
amendments to the final plan in accordance with the
procedures established for the filing of the initially
approved plan documents.
* For P.U.D.'s submitted prior to March 13, 1981, maior
chances shall be defined as follows:
A change in the character of the development.
- An increase in the problems of traffic circulation
and public utilities.
A reduction by greater than three (3%) percent of
the approved open space.
