There has been considerable discussion concerning the northbound left turn from
Shields Street into the proposed Prospect Park P.U.D. Many of the neighbors have
expressed concerns relating to the safety and complexity of the turning movement, and
have requested that the northbound access be denied.
Supplementary traffic analysis indicates that the movement is safe, and that by allowing
the movement, the level of service at the intersection of Prospect and Shields is
improved. It should be noted that the City has the authority to modify access if safety
issues involving the access point arise.
Staff is proposing to monitor the left turn movement for any problems which may occur
with the northbound left turn at Shields Street into the development. If safety issues
arise as a result of this access, the City will eliminate the left turn movement. It is also
proposed that the developer escrow funds for two years to cover the costs if closing of
the median is deemed warranted during this time period.
