Box 580 Fort Collins, CO. 80522-0580 Dear Ted: Please enter this correspondence into the record of the Prospect Park P.U.D. As representatives of the neighborhood area, the Executive Board of the Prospect -Shields Neighborhood Association (PSNA) has recently been approached on two occasions by the developers of Prospect Park P.U.D. with a request to extend the P.U.D. hours. The justification for this request was to accommodate a Hollywood Video rental store for placement in this site. The initial request was for closing hours of 11:00 PM daily. A second proposal was for closing hours of 10:00 PM Sunday through Thursday, and at least 11:00 PM, but preferably 12:00 AM, on Friday and Saturday. The extended hours were felt to be necessary for the Hollywood Video rental store to compete with the two current video rental stores located at the Shields and Drake intersection (i.e. Blockbuster Video and Moovies). The advantage to the neighborhood of the extended hours, cited by the developers, were: 1) enhanced neighborhood security due to longer business hours, and 2) added neighborhood convenience. On both occasions, in my capacity as President, PSNA, I polled the Executive Board to assess their positions on these proposals. In both instances, it was a unanimous decision to reject the proposed extension of the business hours of Prospect Park P.U.D. The PSNA Executive Board does not have a strong opinion on the value of another neighborhood video rental store being located in this P.U.D. With two current video rental stores in the neighborhood, the value of another store for neighborhood convenience is questionable, however. We do not believe that extended hours will enhance neighborhood safety. As with most neighborhoods in Ft. Collins, the Prospect -Shields area is already a fairly safe place, except for those places associated with businesses (e.g. Campus West area). Extending business hours would most likely have an adverse effect on neighborhood safety. In the broader picture, it is the feeling of the PSNA Executive Board that 10:00 PM closing hours are more in keeping with the "neighborhood" focus of this P.U.D. In fact, most businesses in both Campus West and Raintree Center close by 10:00 PM. While we appreciate the efforts of the developers of Prospect Park P.U.D. to ask our opinions on this issue, it must be remembered that in large part neighborhood support of this P.U.D. proposal was predicated on limited hours of business.
