re: Prospect Park PUD - Preliminary, #21-95
While Prospect/Shields Neighborhood Association is in favor of the Prospect
Park PUD, we have the following concerns relating to Traffic and Safety:
Due to existing traffic congestion of the Prospect/Shields intersection we
do not support access on Shields Street. While we appreciate the fact that
the left in/left out on Shields has been eliminated, we do not view the
right in/right out as a safe solution for the following reasons:
* Safety of Bennett Elementary School children and bicylists,
* Proximity of the access to the intersection,,
* Existing confusion of 2 left -turn lanes from Prospect on to South
Shields, and
* The Transfort stop for two buses in the western -most lane of
Shields.
We request the following:
* Eliminate access on Shields Street.
* Should access be granted on Shields we request that the management
of the development be required to provide a Crossing Guard for the
school children at the access on Shields.
* Should access be granted for left turn access on Shields the
developer install a median on Shields south of the intersection to
eliminate left turn access.
In addition:
* Limited Hours: We request limited night-time hours conditions for
businesses occupying the project.
* Pathway from Prospect Park to Northwood Apartments: We request that
Planning Staff investigate the possibility of a bicycle/pedestrian
path that would connect the southwest corner of Prospect Park to
Northwood Apartments. This would increase the potential for
pedestrian/bicycle usage.
Over a year ago the developer and neighborhood began cooperative efforts
toward developing a proposal for this site that would be of beneficial use
to the neighborhood. The proposal before you is the. result of these
planning efforts. We compliment the developer for his diligent commitment
in planning a compatible development which includes usages which will be of
benefit to our neighborhood by making our neighborhood viable and strong
for the long-term.
We ask that the Planning and Zoning Board vote preliminary approval of
Prospect Park PUD, subject to our requests.
