On April 20, 1995 the North Front Range Water Quality Planning Association (NFRWQPA) evaluated a site application from Boxelder Sanitation District to add a lagoon to its wastewater treatment system. Approval of a site application is required for any expansion of a wastewater treatment facility. It is the role of NFRWQPA to facilitate area -wide planning for wastewater treatment needs. The site application must also be approved by nearby wastewater entities, the County, the State and the local management agency (which in this case is the City of Fort Collins). NFRWQPA chose to table consideration of Boxelder's site application until Boxelder completes an evaluation of alternatives to the proposed expansion, including the option of sending some or all of Boxelder's wastewater to the Fort Collins Wastewater Utility. To date Boxelder has not met with City staff for the purpose of discussing rates and other costs associated with this alternative. NFRWQPA stressed to Boxelder staff that such a meeting and comparison of costs is essential before the group can consider, much less approve, the site application.
