VII. CONCLUSIONS
' This study assessed the transportation needs associated with
increasing background traffic volumes and the development of the
Poudre Valley Plaza. Identified improvements are stated below for
both short and long range futures.
Short Range Improvements
1. A westbound right -turn lane on Horsetooth Road at Shields
Street.
2. A southbound left -turn lane on Shields Street at Arbor Avenue.
3. A taper and radius for right -turning traffic from eastbound
Horsetooth Road to Century Drive.
4. A right -turn deceleration lane on Horsetooth Road at the site
access drive.
5. Two lane approach on Arbor Avenue approaching Shields Street.
6. A taper and radius on Shields Street approaching Arbor Avenue.
Long Range Improvements
1. Widen Shields Street to four lane roadways with a center left -
turn lane.
2. An additional southbound left -turn lane on the Shields Street
approach to Horsetooth Road.
3. A northbound right -turn lane on Shields Street at Arbor
Avenue.
With the above noted improvements, acceptable traffic
operations can be maintained in the immediate area of the Poudre
Valley Plaza. These improvements can be expected to mitigate
traffic associated with the Poudre Valley Plaza and the general
growth in traffic volumes.

VI. DISCUSSION/DESIGN CONSIDERATIONS
Each identified improvement was reviewed for the purpose of
defining storage length requirements, taper lengths, etc. This
resulted in the findings stated below. When widened roadway
sections are needed, the widening is assumed to extend through and
beyond the study area and, therefore, further definition of these
improvements was not necessary.
- The right -turn lane on the westbound Horsetooth Road
approaching Shields Street should be 300 feet long.
- The southbound left -turn lane on Shields Street at Arbor
Avenue should have 50-75 feet of storage. Given the 500 foot
spacing between Horsetooth Road and Arbor Avenue, a stacking
distance problem is not anticipated.
- The right -turn taper on eastbound Horsetooth Road at Century
Drive should be approximately 100 feet. Additionally, a large
radius (20-30 feet) should be provided at the end of the
taper.
- A full width right -turn lane on eastbound Horsetooth Road at
the right-in/right-out site access should be constructed to
allow safe deceleration and an efficient right turn into the
site.
A second southbound left -turn lane on the Shields Street
approach to Horsetooth Road is needed in the long range
future. The two combined lanes should provide 400-500 feet
of vehicle storage.
- The northbound right -turn lane on Shields Street at Arbor
Avenue should be 310 feet including taper.
The above storage requirements are based upon long range
future traffic volumes which may or may not materialize.
Accordingly, monitoring the street system in the vicinity of the
Poudre Valley Plaza is appropriate. For example, if an expanded
roadway system is implemented, a major shift in turning movement
traffic volumes may occur. If so, the need for a southbound double
left -turn lane on Shields Street at Horsetooth Road may be
eliminated.

- Widening of Shields Street to a five lane cross section, with
two through lanes in each direction and a center left -turn
lane;
Adding an additional southbound left -turn lane at the
Horsetooth/Shields intersection;
Providing a northbound right -turn lane on Shields Street at
Arbor Avenue.
Some of the improvements recommended in both the short range
and long range futures are due to background traffic. System wide
improvements elswhere, may mitigate some of the above
recommendations. Periodic evaluation should be conducted by the
City or through traffic studies for other developments.

V. TRANSPORTATION IMPACTS
The key intersections were analyzed using the unsignalized and
signalized analysis techniques as published in the most recent
"Highway Capacity Manual."
Table 3 shows the level of service at the key intersections
in the short range future. Calculation forms are provided in
Appendix C. The analyzed intersections operate acceptably, except
for minor street left turns at the Horsetooth/Century and Arbor/
Shields intersections in the afternoon peak hour. Occasional level
of service E and F operation for minor street left turns is normal
during some peak hours on busy streets in Fort Collins. Signals
are not warranted at the Arbor/Shields. intersection based upon the
projected peak hour traffic. At the Horsetooth/Century
intersection, traffic signals are marginally warranted based upon,
forecasted afternoon peak hour traffic volumes. Traffic signal
installation is not assumed given uncertainties associated with
traffic volume projections.
In order to obtain the levels of service indicated on Table
3, traffic volumes and applicable warrants were evaluated. This
resulted in the determination that the following improvements are
needed in the short range future:
- A right -turn lane on the westbound Horsetooth Road approach
to Shields Street;
- Construction of a southbound left -turn lane on Shields Street
at the Arbor Avenue intersection;
- A taper and increased radius on eastbound Horsetooth Road
approaching Century Drive for right -turning vehicles;
- A right -turn deceleration lane at the site access on
Horsetooth Road;
- Two outbound (from the site) lanes on the Arbor Avenue
approaches to Shields Street;
- A northbound taper and radius on Shields Street approaching
Arbor Avenue.
Table 4 shows operating levels of service at the key
intersections in the long range future. As shown, critical left -
turn movements continue to operate at less than desirable levels
at the Horsetooth/Century and Shields/Arbor intersections. A
calculation assuming traffic signal installation at the Horsetooth/
Century intersection indicated that LOS B can be obtained during
both peak hours. At the Shields/Arbor intersection, traffic
signals do not appear to be warranted and, therefore, signalization
was not given further consideration. To obtain the levels of
service indicated on Table 4, the .following improvements were
deemed appropriate:

IV. TRAFFIC VOLUMES AND TRIP ASSIGNMENT
1.
Morning and afternoon peak hour traffic counts were obtained
at the key intersections. Raw count data is provided in Appendix
A. The traffic data is shown in Figure 4. Balancing adjustments
were made at the Horsetooth/Century intersection. This was done
since the date of the count was after CR17 was closed to the south
of Fort Collins. The Horsetooth/Shields intersection is
signalized.
Table 2 shows the level of service (LOS) analysis using the
morning and afternoon peak hour traffic shown in Figure 4.
Calculation forms are provided in Appendix B. All of the key
Intersections operate acceptably. It should be noted that
northbound and southbound left turn/through movements currently
operate at LOS E at the Horsetooth/Century intersection in the
afternoon peak hour. This is considered normal for critical
movements at urban intersections under stop sign control. Traffic
volume adjustments were made to through volumes on Horsetooth Road.
' These volumes were factored by 0.60 to account for uneven
distribution in the two travel lanes. These adjustments result in
more realistic operating levels of service as documented by field
measurements.
Trip Assignment
iThe trip assignment is the product of the trip generation and
trip distribution process. Both short range and long range trip
assignments were performed. Since the Poudre Valley Plaza is
assumed to be fully developed in the short term and the directional
distribution is expected to remain constant, site traffic volumes
for both the short and long range futures are identical.
Figures 5 and 6 show the short range (year 1998) peak hour
traffic. The site generated traffic was combined with the
background traffic to determine the total traffic at the key
intersections. Background traffic is defined as the traffic that
is or will be on the area street system, but is not related to this
specific development. The background traffic includes general
increases of traffic on Horsetooth Road and traffic obtained from
other traffic studies for proposed developments in this area.
These specific studies include Stockbridge/Mountainridge Farms and
Rose Tree Village. The volumes reflect the access shown on the
site plan (Figure 2). Short range traffic volumes included
development of about 100 single family residences to the east of
the site.
Figures 7 and a show long range (year 2015) peak hour traffic.
In addition to the residential development east of the site for the
short range future, an office complex having 70,000-75,000 square
feet is assumed south of Arbor Avenue between Shields Street and
Century Drive.

III. TRIP DISTRIBUTION
The overall directional distribution of the site generated
traffic was based upon the existing travel patterns at the area
intersections and in consideration of trip attractions and
productions in this area of Fort Collins. Site specific access was
determined on the basis of the shortest travel path to each
building within the Poudre Valley Plaza. Figure 3 shows the trip
distribution used in subsequent traffic assignments.

II. TRIP GENERATION
Trip generation was estimated using Trip Generation, 5th
Edition, ITE. Table 1 shows the daily and peak hour trip
generation for this development. A trip is defined as a one way
vehicle movement from origin to destination. The origin or
destination of a generated trip would be within the site area.
Poudre Valley Plaza is expected to generate 229 morning peak hour
trips, 397 afternoon peak hour trips, and 3628 daily trips. It
should be noted that reductions for captured and internal trips
are not reflected in the number of trips stated above.
Accordingly, a conservative approach was taken.

I. INTRODUCTION
I This traffic study for the Poudre Valley Plaza addresses the
capacity, geometric, and traffic control requirements associated
with a proposed mixed use development south of Horsetooth Road,
located between Shields Street and Century Drive in Fort Collins,
Colorado. The site location is shown in Figure 1.
Existing and Proposed Site Uses
The land for this development is currently vacant. The
applicant is proposing to construct seven buildings. It is
expected that there will be a blend of office, retail, service and
residential land uses. More specifically, 32,200 square feet of
retail space, 28,100 square feet of office space, a 3500 square
foot bank, a 6500 square foot restaurant and 7 townhomes are
planned. The land in the area is flat. Figure 2 shows a site plan
of the proposed Poudre Valley Plaza.
:Site Access
Access is proposed from Horsetooth Road, Century Drive, and
Arbor Avenue. Arbor Avenue is a new east -west connector roadway
between Shields Street and Century Drive. Both the Century Drive
and Arbor Avenue accesses are intended to allow full turning
movements. The Horsetooth Road access is currently planned as a
right-in/right-out driveway.
Existing Land Uses
Land uses in the vicinity of the subject property are
primarily small scale commercial and residential. There is
commercial development along the northside of Horsetooth at both
the Century Drive and Shields Street intersections. These
developments are typically convenience stores, gas stations, and
other small tenant retail users. Other areas surrounding the site
are either residential developments or undeveloped land.
