Availability of existing services shall be used as a criteria in determining the location of higher intensity areas in the City. There are existing City streets and utilities (water, sanitary sewer, electric, stormwater) completely surrounding Parcel H-1 of the Four Seasons O.D.P. Police, fire, emergency, and public transit services presently exist in the area. The L.U.P.P., in Part IV: Locational Policies for Specific Land Uses, addresses policies for locating neighborhood service centers and regional/community shopping centers. Based on the size of the parcel and the nature of the land uses, the proposed business/commercial center does not fit into the definition of either of those centers. Therefore, the policies relating to larger commercial centers are not applicable to the requested amendment to the O.D.P. 3. Transportation: The property is bounded by South Shields Street to the west, West Horsetooth Road to the north, Century Drive to the east, and a proposed Arbor Avenue extension to the south. Access to the property can be gained from all but South Shields Street. FINDINGS OF FACT/CONCLUSIONS: In evaluating the request for the First Amendment to Four Seasons Overall Development Plan, Parcel H-1, staff makes the following findings of fact: * It is supported by policies 3.d and 26 of the L.U.P.P. * The current, approved Four Seasons O.D.P. provides for 935 dwelling units on 152 acres, equaling a density of 6.15 dwelling units per acre. The amendment to the O.D.P. will provide for 935 dwelling units on 144 acres, equaling 6.49 dwelling units per acre. RECOMMENDATION: Staff recommends approval of the First Amendment to Four Seasons Overall Development Plan, Parcel H-1 - #30-95. Background: The surrounding zoning and land uses are as follows: N: RP; existing multi -family residential (Cunningham Corners P.U.D.) S: RLP; planned multi -family residential (Four Seasons O.D.P.) E: RLP; existing single family residential (Irongate Patio Homes) W: RE; existing single family residential and church (Skyline Subdivision, Mountain Range Church) The property was annexed in to the City with the West Horsetooth Annexation on October 3, 1978. The Four Seasons (Chism) O.D.P. was approved by City Council on June 17, 1980 for 935 residential dwelling units on 155.96 acres. The O.D.P. includes a 4 acre commercial, landscaped open space parcel. 2. Land Use: This is a request for an amendment to the Four Seasons O.D.P. to change the proposed land uses on the northerly 7.6 acres of Parcel H-1 from clustered/multiple family apartments -condominiums to approximately 90,000 square of commercial uses with a residential component. The 7.6 acres is adjacent to South Shields Street and West Horsetooth Road on the southeast corner of the intersection of the two arterial streets. The subject parcel will be redesignated H-IA. The entire Parcel H-1: Clustered/Multiple Family Apartment -Condominium on the approved Four Seasons O.D.P. is currently designated for 409 dwelling units on 31.5 acres. The current, approved Four Seasons O.D.P. provides for 935 dwelling units on 152 acres, equaling a density of 6.15 dwelling units per acre. The amendment to the O.D.P. will provide for 935 dwelling units on 144 acres, equaling 6.49 dwelling units per acre. The First Amendment to Four Seasons O.D.P., Parcel H-1 is supported by the following policies in the L.U.P.P.: 3.d The City shall promote the location of residential development which is close to employment, recreation, and shopping facilities. The proposed business/commercial center on Parcel H-1A will be located adjacent to existing residential development to the north, east, and west, consisting of a mix of residential densities in single family and multi -family settings. The center will provide employment and shopping opportunities. The property is located at the southeast corner of South Shields Street and West Horsetooth Road and is zoned RLP - Low Density Planned Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: This request for an O.D.P. amendment approval: * is supported by policies 3.d and 26 of the Land Use Policies Plan (L.U.P.P.); * will change the overall residential density from 6.15 dwelling units per acre on the currently approved O.D.P. to 6.49 dwelling units per acre on the amended O.D.P.
