The Light and Power Utility Department stated that a 5'-6' easement across Lot 2 or 3 will be needed to provide power from West Vine Drive to Lot 1. Normal residential electric development charges will apply for Lot 1. Please contact Kevin Westhuis at 221-6700 with any questions regarding these comments. . 7. The Parks Department stated that the Parkland Fee is $813 per dwelling unit. Please contact Janet Meisel at 221-6640 with any questions regarding this comment. 8. The Natural Resources Department will make a site visit to determine if there is any significant vegetation on the property which should be preserved. Adjacent properties should be labeled as either being within the City limits or in the County with their corresponding zoning classification. d. As the owner of the proposed Lot 2, Gallagher Oil Company is an "affected party" and will be required to sign the subdivision plat. e. Staff is concerned about the existing fencing on the proposed Lot 1 and the potential site distance problems which may arise for a vehicle gaining access to North Shields Street. Staff will review this in greater detail at the time of formal development application. Staff suggests that the applicant explore the potential of moving the fence back to behind the future right-of-way line (see Engineering comments). The Water and Wastewater Utility Department stated there is a 12" water main located in North Shields Street. There is a 30" sanitary sewer trunk line in West Vine Drive. The applicant will need to extend a sewer main north on Shields Street to the north property line of the proposed Lot 1. Water and Sewer Plant Investment Fees (PIF's) and Water Rights Acquisition fees are due at the issuance of building permit. Please contact Roger Buffington at 221-6681 with any questions regarding these comments. 4. The property is located in the Old Town Drainage Basin. The stormwater development fees for this basin are $4,150 per acre based upon the amount of additional impervious surface area and the amount of on -site detention provided. It is unknown at this time, whether the construction of one, single-family residence on Lot 1 will trigger on -site detention requirements. The Sherwood Ditch Company's approval signature is required on the subdivision plat. A drainage report and erosion control plan must be prepared by a Colorado licensed civil engineer and submitted with the development application. Please contact Glen Schlueter of the Stormwater Utility Department at 221-6589 with any questions regarding these comments. 5. The staff at the Engineering Department stated that building one single-family dwelling unit on Lot 1 will not trigger a requirement for off -site improvements to Shields Street along the frontage of Lot 2. Street improvements along Shields Street for Lot 1 are required with the construction of the single-family dwelling unit on Lot 1. If Lots 2 and 3 redevelop, street improvements will be required for their frontage along North Shields Street and West Vine Drive. However, the Engineering Department would like to discuss the potential to exchange improvements to North Shields for right-of-way dedication. The development agreement and subdivision plat should reflect that further subdivision of this parcel or intensification of use (more than one dwelling unit on Lot 1) will trigger improvements to North Shields Street. Staff is concerned about potential site distance problems for a driveway to Lot 1 from North Shields Street. If the fence cannot be moved, an encroachment permit must be obtained from the Engineering Department. The Street Oversizing Fee is $584 per dwelling unit for MEETING DATE: September 18, 1995 ITEM: Snyder Minor Subdivision APPLICANT: Ben and Rosemarie Snyder c/o Dick Rutherford Stewart and Associates 103 S. Meldrum Street Fort Collins, CO 80521 LAND USE DATA: Request to subdivide approximately 4.01 acres into three lots. Lot 1 (#2.1 acres) will have one, single-family dwelling unit constructed on it. Lot 2 (o.69 acres) will be for the existing Gas -A -Mat gas station/convenience store. Lot 3 (z.79 acres) will be for an existing mobile home and steel building (Apex Gutter). The property is located at the northeast corner of North Shields Street and West Vine Drive. COMMENTS: 1. The proposed Lot 1 is, zoned R-L, Low Density Residential. Proposed Lots 2 and 3 are zoned C, Commercial with a P.U.D. condition. Development of Lot 1 will be subject to the bulk and area requirements of the Low Density Residential Zoning District. Any redevelopment of Lots 2 or 3 must be submitted as a Planned Unit Development subject to the requirements of the Land Development Guidance System (LDGS). A note should be added to the Minor Subdivision Plat which states: "Approval of this Minor Subdivision is -based upon the intent that one, single-family dwelling unit will be constructed on Lot 1. Any further intensification of land use on Lot 1 or further subdivision of Lots 1, 2, or 3 will require the completion of infrastructure improvements to North Shields Street and West Vine Drive." b. A note should be added to the Minor Subdivision Plat which states: "No additional minor subdivision plats shall be approved for any portion of this parcel within the 12 months immediately proceeding approval of this plat."
