Additional comments could be forthcoming as they are received from City departments and outside reviewing agencies. The project is essentially ready to be scheduled for an administrative public hearing. No "formal" resubmittal of revisions or another round of review is necessary; however, there .are concerns expressed by the Engineering and Stormwater Departments that must be addressed prior to scheduling the hearing. Please contact those departments directly to resolve their concerns. Please contact me at 221-6341 if you have questions or concerns related to these comments. To ensure that future builders and home owners in the development are aware that there must be some variation in the buildings, per City Code, it may be appropriate to indicate the building types and colors (from the building elevations) on the subdivision plat. At least, reference the Site Plan and Building Elevations that are to be recorded and of record in the City. 24. The road designs are not at 90% as required to go to public hearing. Transportation Planning (Kathleen Reaves 25. There should be a trail connection from Bataan Circle in this . development south to the trail in the Registry Ridge, Third Filing. Stormwater Utility (Wes Lamarque) 26. The street capacity calculations need to be provided to the City for review. 27. There are other minor comments as stated on the Stormwater Revisions Comment Sheet. Plannine 28. Please check with Ron Gonzales of the Poudre Fire Authority to make sure that he has not got a concern about the orientation and addressing for Building #4. 29. Will parking be allowed on Bon Homme Richard Drive adjacent to this development? 30. Some garage door setbacks from sidewalks are of concern, being less than the required 19' - 20'. 31. The building types (AB, CD, DD) should be shown in the building footprints on the Site Plan. 32. The alleys should be labeled on the Site and Landscape Plans and noted on the Site Plan as to being public or private. 33. Additional comments are on red -lined plans that are being forwarded to the applicant. b. Any existing landscaping that needs to be replaced in order to install electric facilities will be done so at the developer's expense. C. Service to Building #4 will need to be coordinated between Light & Power and other utilities. d. The applicant needs to coordinate street trees with street lighting, providing the proper separation. The following comments and concerns were expressed at the weekly Staff Review meeting on May 2, 2001: Engineering (Marc Virata) 14. , Off -site easements are needed prior to going to public hearing. A letter of intent will be sufficient with this PDP review; however, the actual signed easement(s) must be provided with the Final Compliance submittal. 15. Check with Rick Richter in Engineering Pavement for information about process and cost of any necessary cuts on Bon Homme Richard Drive. 16. Straighten out road rights -of -way. 17. Are the sight distances at the corners adequate? 18.. Show how the flowlines for Nimitz and Enterprize Drives tie into the flowline on Bon Homme Richard Drive. 19. There may be an issue with the radii at the intersections with Bon Homme Richard Drive. They should be consistent with existing intersections. 20. Show the vertical curve on the eyebrows. 21. Bataan Circle needs to be renamed due to a duplicate or sound -alike concern. 22. Has the sizing been done for the under -walk drains? 9. Representatives of the Technical Services Department offered the following comrfients: a. Tlie.le'gal description and the subdivision plat do close. b. The South Fort Collins easement is unlocatable. C. The, private drives need to be in ,a tract. d. Registry Ridge, Third Filing is not yet recorded. It needs to be filed prior to recording this plat or the. legal descriptions and subdivision map for this filing must be changed. e. The Bataan Circle street name must be changed due to conflicts with other street names. Laurie D'Audney, the City's Utility Education Specialist, indicated that she has no concerns or comments at this time regarding the City's irrigation and water conservation standards. 11. Ward Stanford of Traffic Operations offered the following comments: a. The proposed alley access at Bon Homme Richard Drive needs to be evaluated for City sight distance requirements and easements must be placed as needed. b. All crosswalks are to be painted. Please contact Ward, at 221-6820, if you have questions about these comments. 12. Mike Spurgin of the Post Office has indicated that they have no concerns or comments regarding this development .proposal. 13. Janet McTague of Light & Power offered the following comments: a. Light & Power will need to coordinate meter locations for electric and gas. remain at service level A for the next 5 years. Loveland High School is currently at and is expected to remain at service level C for the next 5 years: This area is expected to experience some of the highest growth in the District during the next 5 years. 4. Peter Barnes of the Zoning Department. -has one repeat comment. It states: r Remove the Building Envelopes from the Site Plan (Sheet 1 of 8). Replace them with the lot lines since each building is on its own lot. Since none of the lots have frontage on a public street, all of the lot lines are side lot lines by definition. The setbacks as set forth in Section 3.5.2(D) of the LUC apply to the setback distance for "lot lines". If the developer and/or applicant do not plan on complying with the setbacks, which appears to be the case, then they must submit a modification request and go to the Planning and Zoning Board for a decision. This should be done soon so that.the project may move �- to public hearing. 5. A copy of the comments received from Marc Virata of the Engineering Department is attached to this comment letter. Kathleen Reavis of the Transportation Planning, Department indicated that a trail should be provided from Bataan Circle to the trail from Intrepid Court in Registry, Ridge, Third Filing, to the south. GayLene Rossiter of Transfort has indicated that they have no concerns or comments regarding this development proposal. Commu / Planning and Environmental " Vices Current Planning City of Fort Collins May 11, 2001 VF Ripley Associates, Inc. c/o Rachel Linder 401 West Mountain Avenue, Suite 201 Fort Collins, CO. 80521 Dear Rachel, Staff has reviewed your revisions documentation for the Registry Ridge, Fourth Filing - Project Development Plan (PDP) that was submitted to the City on April 5, 2001, and would like to offer the following comments: Len Hilderbrand of Public Service Company (Excel Energies) stated that they are concerned with some tree locations. Trees may not be planted within 4' of gas lines. 2. A copy of a comment letter received from Terry Farrill of the Fort Collins -Loveland Water District and the South Fort Collins Sanitation District is attached to this comment letter. Please contact Terry, at 226-3104 - ext. 14, if you have any questions about his comments. 3. New comments from Thompson School District R24 have not been received. To reiterate their previous comments: A copy of the Thompson School District R2-J Development Impact Report that was received from Kate Browne of the District is attached to this comment letter. In summary, this development could cause district enrollment to exceed service level C (Extended Utilization). The proposed 44 dwelling units are within the current -attendance boundaries of Centennial Elementary School, Lucile Erwin Middle School, and Loveland High School. Centennial Elementary School is currently at service level A and is expected to move into (and may exceed) service level C during the next 5 years.
