RE: Comments on I leanthfire P.U.D. (Formerly Hoffman P T I.D.)
Dear Mr. Olt:
I have reviewed all the information made available by Richard's Lake Development Company in relation to
the operation of oil and gas producing and water injection wells in the Hearthtire P-U.D.. I have made a
visit to the wells. It is my opinion that as long as Whiling Petroleutu follows the rules and regulation set out
by the Colorado Oif and Gas Conservation Commission , that the safety concerns for (fie people of the
development should be minimized.
71tere are marry towns in the United States that have active producing oil and gas wells inside their city
limits. I have work Hrith wells in Kimball, Nebraska; Crerden City, Kansas; Liberal, Kansas; Gillette,
Wyoming; and very small lowns in Oklahoma. There have never been any problems with the people of the
cities and the operation of the wells that I watched after fi>r the oil companies.
['he operating oil company must review dheir operation and take more steps than normal to make sure [hair
operation will fit in with the development. In Garden City, Kansas there were pumping gas wells in a very
nice golf course development. The operating oil company placed fences all arnuncl the trumping Units and
placed fencing over the top of the units to make it very hard for cluldivn to play close to the pumping twits.
In Liberal, Kansas there are producing wells at the uuiustrial park around the airport. These wells sit in the
yards of companies next to their offices with not problems to the people working at these offices.
The presence of Hydrogen Sulfide gas at the tank battery off the Ileardifire Y.U.D. should not present a
safety concern to people of the development. It may smell from tune to time but the operator of t}tc oil
producing piroperlies will have to work within the guide lutes of EPA and watch the problem closely. There
may be chcrnical treatments that can be used on the wells to keep the Hydrogen Siade to a tninunum.
111cie is no doubt in my mind that the people in the development and the operating oil cornparry cart get
