Mountain Avenue Fort Collins, CO 80524 Dear Mr. Sell: Natural Resource Department staff has reviewed your most recent proposal for off -site and on -site open space/natural area dedication for the Hoffman Preliminary P.U.D. As discussed in our meeting this afternoon there are a number of remaining concerns which need to be addressed before staff would feel comfortable recommending that the City accept this open space dedication: 1. The proposed natural area/open space should be shown on a topographic map, and the high water elevation for Richard's Lake needs to be shown, such that areas of the proposed open space dedication which might be inundated at high water are clearly defined. 2. Before the City will consider acceptance of the northeastern wetland area which is to be surrounded by development, assurances would have to be forthcoming that sufficient water would be provided to maintain the pond and wetland at normal high water level year round. 3. The applicant needs to address the possibility of the public obtaining recreational access to Richard's Lake, and any costs and requirements which would be associated with the City obtaining such access. . 4. The City will need to have some assurance as to what might be expected regarding additional oil exploration and development on the land area proposed for both on -site and off -site open space dedication. 5. We still maintain that a more centralized parking and access location would be highly desirable, and our preference is that the access and open space connection between the on -site and off -site dedication proposals be broader, to contribute to a more positive user experience. Natural Resources is planning a walk-through on the property with staff from other departments on Thursday afternoon, November 30, from 3:00 - 5:00 PM. Please assure that the property owner is aware of our visit, and join us for the walk-through if you are able.
