Re. Hearthfire PUD mtg. 9/23/96
We did not come to the meeting to be insult"ed nor.to witness
seemingly bored council members.
Contrary to a statement made by a_counci,lmember, we do pay our
share by paying gasoline taxes (supposedly used for road repair),
sales tax and property tax.. You see "estates", we see
agriculture, cows for meat and milk, sheep for wool,.donkeys;
llamas, and horses for pets, pleasure, and work.
How many city people use public .transportation instead of their
cars? Do you? People.living in the -country do not go to the
store everyday nor'use their cars eight to ten times .a day. We
are more efficient and combine many jobs into one. We give up so
called conveniences for the joy of country living.
"Density..= efficiency" you say. In fact it equals higher police
costs.' Human.beings are not sardines to be vacuum packed.
Furthermore, we do not need nor want stores on every corner.
There are too many empty store buildings now, as well as unsold
new dwellings.
'Why does anyone insist on developing propertywith the many
problems as the Hearthfire land has?. With the wet lands, the oil
well, and the.lack of necessary roads, schools and
"conveniences", why did the city annex the land in the first
place?
Just how far out of Fort Collins must we move to be able to live
in the country for a lifetime`?
I appreciate your willingness to take the time to participate in the development review
process. I hope you will continue to express your concerns as this project seeks final
approval. The City's Current Planning Department (281 North College Avenue,
telephone #221-6750) is your primary contact point for information on what is being
proposed on any parcel of land within the City and where a development proposal
might be in the review process. Specifically, Steve Olt is the staff planner on the
Hearthfire PUD project.

Dear Elizabeth,
I would like to thank you for taking the time to express your concerns about the
Hearthfire PUD (planned unit development) that was granted preliminary approval by
the Planning and Zoning Board on September 23, 1996. This residential project would
be located on property that was annexed into the City with the Country Club North
Second Annexation in January, 1984 and the Jewett Annexation in October, 1988.
While the property is at the periphery of the current City limits, being surrounded on
three sides by properties in Larimer County, it remains subject to the plans, policies,
and regulations of the City of Fort Collins.
At this time, regulation requires that the overall average residential density within the
City limits be at least 3.0 dwelling units per acre for development projects. Variances to
the density requirements can be granted by the Planning and Zoning Board under
certain circumstances. In this case, the developer did request a variance to allow for a
density of 1.4 dwelling units per acre and the request was granted by the Board.
The City's Planning and Zoning Board is a decision -making group charged with making
decisions based on current City plans and policies. Each person is appointed by City
Council to serve a 4-year term and each devotes many hours to this volunteer, unpaid
position. It is unfortunate that their discussion was perceived as being insulting or that
they appeared bored. I know that each of them views their role on the Board very
seriously. I assume none of them would intentionally make statements that may appear
insulting to participants in the audience.
The project as approved provides for mitigation between the wetlands and single oil
well on -site and the proposed single family residential homes. These issues were
studied and evaluated during the development review process. This development will
be responsible for necessary off -site road improvements to help accommodate the
added vehicular traffic in the area. Also, there are no stores being proposed within or in
conjunction with this development.
