The applicant and developer must resolve the necessary improvements to Douglas Road before this project goes to the Planning and Zoning Board for a decision. This has somewhat stalled and plans are still needed. 12. The applicant and developer must address the piece of "old" road right-of-way (ROW) going south from the road bend at Inverness Street and County Road 13. This ROW does affect the Hearthfire PUD, Second Filing property. Has the ROW been vacated? Stormwater (Basil Hamda 13. There are concerns about a necessary off -site drainage easement/agreement with the Water Supply & Storage Company (WS&S). This easement must be signed by WS&S and reviewed by City staff rip or to this item going to the Planning and Zoning Board for a decision. Natural Resources (Kim Kreimeyer) 14. There is a rare plant present on off -site property in the area of the southwest corner of this development. If is on the WS&S property. The plant is the Showy Prairie Gentain (purple in color). Because of the presence of this rare plant, signage must be provided to keep people off of the property. Please contact Kim, at 221-6641, to discuss the implications regarding this plant. 15. The off -site property at the southwest corner of this development (to be accessed by Town Center Way) would appear to be almost undevelopable under the City's Land Use Code (LUC). Transportation Planning (Kathleen Reavis/Mark Jackson) 16. Should the pedestrian street crossings be painted or enhanced? 17. Will Town Center Way work for bicycle and pedestrian access to the south? This completes the review comments at this time. Additional comments will be forthcoming as the various departments and reviewing agencies finish their review. Staff has determined that the project is not yet ready to go to the Planning and Zoning Board for a decision due to outstanding issues and/or off -site easements. Another full round of review may not be necessary; however, the stated issues must be resolved before the item can be placed on a Planning and Zoning Board public hearing agenda. Please work directly with the appropriate departments to resolve the issues. 4. The Technical Services Department (Mapping & Drafting) offered the following comments: a. Some text on the subdivision plat, Site plan, Landscape Plan, utility plans, etc.) is not reproducible (text sizes, line weight, etc.). It is too small and dense. b. The plat boundary closes and the legal description matches the plat. Please contact Technical Services, at 221-6588, if you have questions about these comments. 5. Webb Jones of the East Larimer County Water District stated that their comments are on red -lined utility plans that are being forwarded to the applicant. 6. A copy of the comments received from Basil Hamdan of the-Stormwater Utility is attached to this comment letter. Red -lined plans and reports, with additional comments, are being forwarded to the applicant. Please contact Basil, at 224- 6035, if you have questions about these comments. 7. William Fischer, attorney for The Water Supply & Storage Company, stated that WS&S and the developer continue to discuss and negotiate a drainage license agreement. 8. Dean Smith of the Boxelder Sanitation District stated that they have no concerns or comments regarding this round of review for the development plan. 9. Mike Spurgin of the Post Office stated that they have no concerns or comments regarding this round of review for the development plan. 10. Ward Stanford of Traffic Operations offered the following comments: a. The Douglas Road/County Road 11 improvements issue needs to be. resolved rior to this project going to the Planning and Zoning Board for a decision. b. The County Road 13 improvements should terminate a safe distance either before or after the curve. Improvements should not terminate in the middle of the curve. Please contact Ward, at 221-6820, if you have questions about these comments. The following comments and concerns were expressed at the weekly staff review meeting of November 8, 2000: 2. Michael Chavez of the Poudre Fire Authority stated that his previous comments of 6/29/00 still apply. They are as follows: a. WATER SUPPLY: Fire hydrants are required at a maximum spacing of 600' along an approved roadway. Each hydrant must be capable of delivering 1,500 gallons of water per minute at a residual pressure of 20 pounds per square inch. No commercial building can be greater than 300' from a fire hydrant. b. ADDRESS NUMERALS: Address numerals shall be visible from the street fronting the property and posted with a minimum of 6" high numerals on a contrasting background (example: bronze numerals on brown brick are not acceptable). C. CUL-DE-SAC: A dead-end street cannot exceed 660' in length. The turn -around at the end of the street must have an outside turning radius of 40' or more, and an inside turning radius of 20'. Short fire lanes are permitted to facilitate a second point of access when a street is greater than 660' in length. All structures beyond the 660' limit must be fire sprinklered if a second point of access cannot be provided. d. STREET NAMES: Street names shall be reviewed and verified by L.E.T.A. prior to being put into service. Please contact Michael, at 221-6570, if you have questions about these comments. 3. Mark Jackson of the Transportation Planning Department offered the following comments: a. Interim improvements to Douglas Road (east or west) need to be at least 36' wide. b. Ultimate improvements to Douglas Road to be made to Minor Arterial design standards as per the City Master Street Plan. C. Improvements to County Road 13 to be made to Collector design standards as per the City Master Street Plan. Agreement to build curb, gutter, and detached sidewalk (5'-0" wide), and bicycle lane on their side of the road. Please contact Mark, at 416-2029, if you have questions about these comments. Comma y Planning and Environmentalvices Current Planning City of Fort Collins November 15, 2000 Tom Dugan PineCrest Planning and Design, LLC 4225 Westshore Way Fort Collins, CO. 80525 Dear Tom, Staff has reviewed your revisions for Hearthfire PUD, Second Filing - Final that were submitted to the City on October 16, 2000, and would like to offer the following comments: Doug Moore of the City's Natural Resources Department offered the following comment: • A private citizen brought to the attention of the Natural Resources Department that a rare Colorado plant species, Showy Prairie Gentian — Eustoma grandif/orum, was growing around Richards Lake in the area of this project. On October 22, 2000 this was confirmed during a site visit. Present at this visit were Kim Kreimeyer, Doug Moore, and Karen Manci of the City's Natural Resources Department. Please note: Showy Prairie Gentian locations should be delineated and mapped on the Site, Landscape, and Grading Plans. Depending on the delineation, trails may need to be relocated. Interpretative signs should be added to the subdivision's trail system in the general vicinity of the delineation. The signs need to explain that there is a rare Colorado plant species in the area and that trail users should remain on the trails and that pets should be kept on leashes.
