HomeMy WebLinkAboutHEARTHFIRE PUD, 2ND FILING - FINAL - 31-95E - CORRESPONDENCE - CITY STAFF (14)c. CUL-DE-SAC: A dead-end street cannot exceed 660' in length. The turn -around at the end of the street must have an outside turning radius of 40' or more, and an inside radius of 20'. Short fire lanes are permitted to facilitate a second point of access when a street is greater than 660' in length. All structures beyond the 660' limit must be fire sprinklered if a second point of access cannot be provided. Again this comment continues to be addressed with each resubmittal. Hearthfire Drive does exceed the 660' requirement but a short (250% 20' wide, all weather surfaced EMERGENCY ACCESS DRIVE is provided for connecting Hearthfire Drive to CR 13. This access is shown on the enclosed Final Site and Landscape Plan as well as on the Final Utility Plans prepared by Shear Engineering Corporation. This connection was discussed and approved by Mr. Ron Gonzalas over a year ago when I discussed it with him at a meeting in Brian Shear's office. d. STREET NAMES: Street names shall be reviewed and verified by L.E.T.A. prior to being put into service. Again, we have addressed this comment numerous times. In the many submittals to the City, the street names have been reviewed, revisions made and we believe all names have been approved. Mike, hopefully this addresses all of your comments and concerns and we would request that you send a letter to Mr. Steve Olt in the City's Current Planning Department stating the same. RE: Hearthfire PUD, 2°d Filing Comments related to your review of 11/15/00 Dear Mr. Chavez: In response to your latest comments related to the Hearthfire PUD, 2"d Filing, we continue to receive the same comments related to the plans. I have discussed these items with Mr. Ron Gonzalas, and we believe all items have been previously addressed to meet your concerns. Please note that your comments are as follows: a. WATER SUPPLY: Fire hydrants are required at a maximum spacing of 600' along an approved roadway. Each hydrant must be capable of delivering 1,5000 gallons of water per minute at a residual pressure of 20 pounds per square inch. No commercial building can be greater than 300' from a hydrant. - A review of the Final Utility Plans from Shear Engineering shows that this condition has been met. If you have additional concerns related to the hydrants and/or pressures, please contact Mr. Brian Shear at 226-5334. Also note that there are no commercial buildings located within this 2"d Filing of the Hearthfire PUD. b. ADDRESS NUMERALS: Address numerals shall be visible from the street fronting the property and posted with a minimum of 6" high numerals on a contrasting background (example: Bronze numerals on brown brick are not acceptable). - This comment has continued to be addressed since the 2"d filing was first submitted to the City in 1997. Since the first submittal there has been a note on the Final Site and Landscape Plan that states: "House numbers within the Hearthfire PUD shall be a minimum of 6 inch high numerals on a contrasting background, shall be visible from the street facing the property and shall be directly illuminated or back -illuminated by a light source of sufficient brightness that numbers are visible from the adjacent street. Each light shall be downcast type and controlled by a photocell. The Homebuilder shall install the light fixtures, house numbers and photocell prior to the issuance of the certificate of occupancy." We believe thgt this note addresses your concern and have enclosed a copy of the Final Site and Landscape Plan for your review. College Ave Fort Collins, Colorado 80522-0580 RE: Hearthtire P.U.D., 2od Filing, Final, #31795E Resubmittal - Response Letter Dear Kim and Doug: As per Steve Olt's letter of November, 15, 2000, there were still several issues and concerns that you had related to the Final Site and Landscape Plan for the Hearthfire PUD, Second Filing. The first was related to the Showy Prairie Gentian that was found offsite along Richard's Lake. Doug, Ted Boss and myself met onsite on December 7, 2000 to try to locate the plant. Although we did find several specimens, because of the time of year, the exact and complete locations could not be delineated and mapped. Therefore these locations cannot be shown on the plans. Based upon our discussions with Doug, and because the plant is located offsite, he did not feel the delineation was required at this time and requested that signage be installed along the existing trail. We have added a note to the Site and Landscape Plan that states: Install sign that states: "There is a rare Colorado Plant located in this area. Please remain on trail and all pets must be kept on leashes." This sign will be installed when the development of the 2°d filing occurs. A copy of this plan is enclosed for your review. An additional item on your referral had to do with the relocation of the trail. Within the 2A filing, there are no trails that connect to this area. There is an existing trail that was constructed with the V filing just to the east of the 2°d filing that may be a concern. This trail and open space parcel has been dedicated to the Homeowner's Association. If there is a concern with it's location, we will work with you and the Association on the possibility of removing and/or relocating the trail. The final item of concern that still remains is the connection of Town Center Way with the property to the south. This item has been discussed many times and although the property may or may not be developable under the City's Land Use Code, we have agreed with the Engineering Department and Water Supply and Storage to plat the ROW and not construct this road until development occurs to the south. The developer feels that we must provide access to the property owner to the south and if it is determined in the future that this property cannot be developed, the ROW can be vacated and turned over to the HOA as additional open space. I believe this addresses all of the comments since the last submittal. Please review the enclosed information and should you have any questions, feel free to give me a call. The Douglas Road/County Road 11 improvements issue needs to be resolved prior to this project going to the Planning and Zoning Board for a decision. - As discussed in my previous letter to Steve Olt of October 16, 2000, the developer has been working with Cam McNair and Sherri Wamhoff to try to resolve the issues and concerns with the Douglas Road improvements. He has met again as early as two weeks ago to discuss the design for the Douglas Road improvements to the east of Hearthfire Way. Because there is currently a restriction in the development agreement for the I' filing related to the required improvements, we do not understand why the 2"d filing plans cannot be signed off until the Douglas Road plans are approved because there are already restrictions in place to prohibit more than 90 permits being issued for the development until the Douglas Road improvements are completed. b. The County Road 13 improvements should terminate a safe distance either before or after the curve. Improvements should not terminate in the middle of the curve. - Shear Engineering has designed CR 13 as per direction from the City. If the location of the termination of the pavement has changed (based upon your comment), please direct Shear Engineering and let them know where you would now like the pavement to terminate. Note that Shear will be resubmitting revised Utility Plans within the next week. Ward, as requested in your Project Comment Sheet, I have enclosed a copy of the latest, revised Site and Landscape Plan for your review. Interim improvements to Douglas Road (east or west) need to be at least 36' wide. - This item is noted and the final design for Douglas Road will be per the required City specifications. 2. Ultimate improvements to Douglas Road to be made to Minor Arterial design standard as per the City Master Street Plan. - This item is noted but there is not a requirement for this Developer to construct the ultimate improvements Douglas Road to the Minor Arterial standard. 3. Improvements to County Road 13 to be made to Collector design standards as per the City Master Street Plan. Agreement to build curb, gutter, and detached sidewalk (5'- 0" wide), and a bicycle lane on their side of the road. - Although the Final Utility Plans have not been completely approved by the Engineering Department, these improvements to CR 13 are shown on the Final Utility Plans as prepared by Shear Engineering Corporation. 4. Should the pedestrian street crossings be painted or enhanced? - The Final Site and Landscape Plan as well as the Final Utility Plans show the crosswalks as painted. If it is the desire of the City to do something different, please give us the appropriate direction and this will be done. 5. Will Town Center Way work for bicycle and pedestrian access to the south? - As discussed in the past, the developer will be dedicating the ROW for Town Center Way with this development to provide access and transportation connectivity to the property to the south. There is some concern on the part of the engineering and natural resources departments as to the developability of this property, therefore the ROW will only be dedicated at this time and if the property to the south ever develops, this road will be constructed. At that time, the road will provide bicycle and pedestrian access to the south. 6. Red -lined- Final Site and Landscape Plan - Although there are many red marked notations on the plan, we do not believe that there are any comments that are needed to be addressed related to the 2"d Filing. Note that your redlined copy of the Final Site and Landscape Plan does not have any notations on it. (This is being returned to Steve Olt). The other comment on the redlined plan is "Bollard detail provided is not the drive over type." Shear Engineering has received the details of the drive over bollard from the manufacturer of the bollard and should be including them on their revised Final Utility Plans. These plans will be resubmitted to you within the next week. Note that I will return your red -lined plan to Steve Olt with our resubmittal next week. The applicant and developer must resolve the necessary improvements to Douglas Road before this project goes to the Planning and Zoning Board for a decision. This has somewhat stalled and plans are still needed. - As discussed in my previous letter to Steve Olt of October 16, 2000, the developer has been working with Cam McNair and yourself to try to resolve the issues and concerns with the Douglas Road improvements. He has met with you again as early as two weeks ago to discuss the design for the Douglas Road improvements to the east of Hearthfire Way. The applicant and developer must address the piece of "old" road right-of-way (ROW) going south from the road bend at Inverness Street and County Road 13. This ROW does affect the Hearthfire PUD, Second Filing property. Has the ROW been vacated? - This issued was discussed with the City Attorney and the developer's attorney. It was determined that the ROW was never legally granted and/or recorded in this area and therefore no vacation is needed. I believe you have received the correspondence from both attorneys as to that fact. c. There are also several comments on your red -lined Final Site and Landscape Plan. The first is "Need to show retaining wall (s). Were not shown on the 151 filing. May need to do a minor amend. to V filing plan."
