We had a long hearing last night, but at least the Board was relatively civil. With 5 discussion items we
closed things down just a few minutes past midnight --not too bad considering the amount of public
comment we got and the policy issues on some of the rezonings.
Jennifer Carpenter had an excused absence
1225 Redwood Rezoning/Structure Plan Amend
Steve Bolten did a great job representing WingShadow and Ted and Clark provided a sound policy basis
for the staff position. Passed 4-2 to rezone to CCN (Craig and Colton wanted LMN)
Lots of public opposition from area residents, particularly from those immediately to the north.
Taft Hill/Hull Rezoning/Structure Plan Amend
This was the shocker. Board goes against staff recommendation to deny rezoning to MMN, approving 4-2
(Craig and Colton dissenting for all reasons raised by staff). Fair amount of public testimony from
applicant's group --all in favor, of course, but a few dozen letters/e-mails submitted into the record from
neighbors opposed.
Should be an interesting decision for City Council!
Timan Property Rezoning and Structure Plan Amend
Unanimously approved. Lots of discussion about Natural Habitat impacts, access, parallel collector road.
Bagel guy showed up to talk about access again.
Hearthfire PUD, 2nd Filing Final
Denied by the Board 4-2 (Torgerson and Meyer in favor) reconsidered and continued to October 17th
Hearing
Contentious issues all related to transportation. County residents showed up in force to complain about
traffic issues to the west and southwest through existing semi -rural subdivisions. Board concerned about
staff's acceptance of improvements to Douglas Rd to the east hooking up with Cty Rd. 11 as opposed to
Douglas to the west to the CO SH 1 intersection as part of the preliminary approval. Transpo/engineering
got grilled on TIS and assumptions.
Board asked for updated TIS information and a cost/benefit analysis to complete road construction in
phases vs. one larger project. j
701 Wagner -Modification to reduce parking
Continued to September 13th hearing (5-0, Torgerson conflict of interest)
Misunderstanding about the number of spaces requested for reduction for this multifamily, affordable
housing conversion to a former fraternity house. Based on applicant's clarification, the staff report was
wrong in the assessment of the request--23 space reduction rather than 15--called into question whether
staff could support this amount of reduction.
Applicant will be bringing additional analysis and staff will revise report.

Due to a meeting conflict on Thursday, November 7th, for the P&Z Board, they are moving their public
hearing date to Monday, November 4th in City Council chambers. Hearthfire PUD, Second Filing will be
heard on November 4th.

Will do on the copies, I'm not sure how many we'll have, but will follow your
guidelines.
Tom Duggan thought there would be a copy of the actual wording from the
development agreement or whatever document was the outcome of the three
conditions placed on the first approval. Can I come in and review that? or is
it brief enough to be faxed (491-2949)?
