This is in response to a question raised about the status of the Hoffman and the Richards Lake P.U.D.'s and when/why the property that they would be located on was annexed into the City. This property was annexed into the City with the Country Club North Second Annexation on January 17, 1984. This is a 247.4 acre annexation that gained its eligibility through contiguity to the Country Club North First Annexation (January 3, 1984) to the east. Both were 100% voluntary annexations, separated only by County Road 11. According to minutes from the Council public hearings, the property was zoned rlp - Low Density Planned Residential with a P.U.D. condition and there was very little discussion about the item. The reason for the Country Club North Second Annexation was based on policies contained in the City's Land Use Policies Plan and City agreements with Larimer County contained in the Intergovernmental Agreement for the Fort Collins Urban Growth Area (adopted May 1, 1980) stating that the City will consider the annexation of any property within the UGA when a valid petition is received and such property meets the State of Colorado statutory requirements for annexation. The Jewett Annexation, a parcel of ground 37.58 acres in size, was approved on October 4, 1988 as an enclave annexation, having been completely surrounded by the Country Club North Second Annexation for a period of more than three years. The City of Fort Collins was the applicant on the petition for the Jewett Annexation. The Richards Lake Property O.D.P. was approved by the Planning and Zoning Board in October, 1986 for residential, commercial, park, and school uses on 184 acres of the Country Club North Second Annexation. It has recently come through City staff s conceptual review. However, we have not yet received an actual application for a development review. This O.D.P. is bounded by County Road 11 to the east, Richards Lake Road to the south, Serramonte Highlands Subdivision to the north, and Richards Lake to the west. The Hoffman O.D.P., P.U.D. is located to the north and west of Richards Lake Property O.D.P. We have an active submittal for this project, which is currently scheduled for the September 25, 1995 Planning and Zoning Board meeting. 281 North College Avenue • P.O.
