S. Public parking has been shown on the off -site dedication -plan in two locations for easy
access to all dedicated lands. As an option to broaden connection points between
dedicated areas, the City may desire to have first right of refusal on two lots adjacent to
proposed connections.
6. The extension of public access along the entire length of shoreline south of Hoffman PUD
will be evaluated and discussed with the developers.
7. Tract 'C' on the off -site dedication plan will be incorporated into tract 'A' on the same
plan. Also on that plan, tract 'B' will be withheld from tract 'A' but will be available
to the city of Ft. Collins as'first right of refusal.
8. The developers will modify the existing gravel road in order to allow Whiting Oil to
continue access to the well numbers 30-2 & 30-14 adjacent to Richards Lake. This
access road is within the on -site dedicated twenty-five acre tract. This access would only
be used to get to the existing oil wells within proposed round-a-bo t and only by
equipment heavier than road standards within the project will allow.) W will ask for an
estimate from Whiting Oil regarding number of trips and type of vehicI ' .
9. The feasibility and necessity of a small irrigated play field contained in the on -site
dedicated twenty-five acres tract will be evaluated.
If there are any other concerns not mentioned above, please contact us at your earliest
convenience so that we may have sufficient time to properly address them.

RE: Hoffman PUD Natural Resources issues
Dear Rob,
This letter is to reiterate issues discussed within your letter tg u� dated
November 11, 1995, and our meeting on December 6, 1995.
The following items will be discussed on December 18, 1995 at 2:00 pm in
the Natural Resources conference room, in order to resolve all issues by
December 22, 1995, for use at the Natural Resources board meeting on
January 3, 1996: `
1. The high water line adjacent to tract 'A' will be compiled, including a
spot elevation for the spillway servicing Richards Lake. This
information is necessary to determine the total area effected by possible
inundation. Wetlands delineation will also be done.
2. The homeowner's Association will be responsible for maintaining
adequate water levels in wetlands contained in the on -site dedicated
tract. An adequate water level will be determined by City of Fort
Collins Natural Resources Dept.
3. A more detailed plan for the lease of surface rights to Richards Lake
from Water Supply and Storage to the City of Ft. Collins will "be
outlined. Water Supply and Storage is concerned regarding liability
insurance when such a lease is completed. Mr Foreman of the City
Parks and Rec stated that this area would be covered by the City
insurance policy in the same manner as all City parks and recreation
facilities. We will request that Water Supply and Storage attorney
contact Kerrie with the City Attorney's office.
4. Additional oil exploration and development is addressed in existing
surface use agreements for this property. You received a copy of this
agreement at our meeting.
