Collins, Colorado • The grading at the southern end of Tract B where the culvert is located has been revised to reflect what will actually be built with the culvert and the temporary turnaround associated with Town Center Way. • A swale is provided from the culvert located under Town Center way to convey the storm water to Richards Lake. An easement is defined around this swale. It will be dedicated by separate document. • The weir elevation of the box structure in Pond 2 has been called out on sheet 26. SHEETS 27-30; Final Drainage and Erosion Control Plan (4 sheets) • The C factor for sub -basin 7 is now correct on the plans and in the report. • The basin delineation for sub -basin 9b is now completely closed. • The size and type of all inlets on the Drainage and Erosion Control Plan are now called out. • Additional silt fence has been provided on the western property line of the site. SHEET 31; Drainage and Erosion Control Plan Notes • The swale sections noted in the table and the swale sections now correspond to each other. This concludes our .response to your most current review comments concerning the Final Drainage and Erosion Control Report and the final utility plans for Hearthfire P.U.D., Second Filing. We trust that this response has addressed a majority of your specific comments and concerns. Collins, Colorado 15. Drainage calculations for sub -basins 6 and 8 are now included in the appendix and are shown on the plan set. 16. The grading from Hearthfire P.U.D., First Filing is now shown. 17. The landscape plan has been revised so that trees are not conflicting with underground utilities. Utilities were provided to PineCrest Planning and Design for proper coordination. Storm sewer facilities are also on the Site and Landscape Plan. Please refer to additional response by PineCrest Planning and Design LLC. Please refer to the revised Site and Landscape Plan provided with this re=submittal. 18. Culvert calculations are now provided for the culvert in Tract D. Erosion Control Written Comments. Silt fencing has been updated on the project. 2. The drainage maintenance note has been removed. 3. The wetlands were delineated with Hearthfire P.U.D., First Filing. The wetlands are located entirely within the limits of Hearthfire P.U.D., First Filing. We do not anticipate any work will be done in this area with Hearthfire P.U.D., Second Filing. The silt fence is provided beyond the limits of the lots that border on the wetland area. 4. We have provided 50 scale drawings of all grading and drainage drawings just for the purpose of clarity. 5. The effectiveness calculations have been clarified to show the roughened dirt areas rather than roof areas. The calculations indicate the overall erosion protection of the site from start to finish. The silt fence, hay bales and gravel inlet filters are the means to protect the site during construction. Temporary vegetation is also required by the erosion control notes on sheet 31. 6. Disturbed areas will be temporarily re -vegetated. A note to this effect has been added to the drainage and erosion control plan. This is also stipulated in the erosion control notes. Temporary vegetation measures are detailed in table 11.2 on sheet 31. 7. The erosion control cost estimate has been revised. 8. The end of Town Center Way will have a riprap embankment at its terminus to minimize erosion. 9. We have addressed all erosion control comments dated 6/28/99. Offsite flows from the west side of CR 13 have been considered in the design of Swale section C-C. The swale is adequate. 4. The existing culverts at the upstream end of section C-C will remain in place. The grading has been done to allow for flow from these culverts to flow into the swale. We have determined that the existing 18" culvert will be overtopped during the 100-year event. This is an existing condition that in our opinion is not the responsibility of this project. North County Road 13 improvements, associated with Hearthfire P.U.D., Second Filing, are limited to the curb gutter and pavement along the east ROW line of North County Road 13. The south end of the construction will not affect the existing culvert. 5. The grading at the south end of swale section C-C has been corrected to reflect what will happen at Town Center Way. A swale has also been provided from the culvert to Richards Lake. The appropriate cross section (E-E) and calculations are included along with a profile of the culvert. 6. The entire basin delineation of sub -basin 9B is now represented. 7. . Offsite contours are provided for the requested 50 feet on all grading and drainage sheets.. 8. The calculations used to determine the HGL's are now included in the drainage report. 9. A profile of Town Center Way is now included in the plan set. Only a portion of the street will be constructed with Hearthfire P.U.D., Second Filing. Future extensions will be the responsibility of others. A 4:1 slope is provided at the terminus of the portion street that will be constructed with this project. Riprap is provided at the end of the street to minimize erosion. From the toe of the slope, the runoff will flow overland to Richards Lake. 10. Riprap calculations are.now provided in the appendix. 11. A note has been added to the appropriate sheets that the City shall inspect all storm sewers. 12. Street capacity calculations are provided for design points El, E2 and I2. 13. The flows generated by sub -basin 8 will flow overland into the adjoining property eventually reaching Pond 1. The developed flows are less than the historic flows off the site. Refer to the historic drainage exhibit for sub -basin 8 in Appendix 1 and the flow summary in Appendix 1 of the drainage report. We have assumed the same time of concentration for the historic basin as the developed. Therefore, a separate flow calculation page is not provided. All the information is included in the flow summary. 14. Tracts have been defined around storm sewer profiles A and B. Collins, Colorado Dear Glen, Basil and Donnie, This letter serves as the response to your most current review comments concerning the final utility plans and the Final Drainage and Erosion Control Report for Hearthfire P.U.D., Second Filing. Please note the following street name changes: • Grosbeak Court has been re -named to Hearthfire Drive. • .The North -South portion of Town Center Drive has been renamed to Buntwing Lane. • Buntwing Court has been renamed to Bateleur Court at the direction of. the Police Department. This results in two (2) Bateleur Courts. We will address these courts with east and west during our response. . We have addressed the utility plan review comments; as well as written comments noted on a letter from Steve Olt dated November 26, 1999. The stormwater comments attached to Mr. Olt's letter were dated 11/23/99. The following represents our response to your most recent comments. Written Comments A SWMM (Storm Water Management Model) model has not been provided at this time. As previously stated, all major storm drainage improvements for Hearthfire P.U.D. were designed and installed without the benefit of a SWMM. Second Filing drainage improvements are minor in comparison to those provided with the First Filing. The drainage concept has not changed since the preliminary P.U.D. was submitted and approved by the City. Our intent was to divert as much flow to Ponds 1 and 2 to provide for water duality. This has been accomplished with Hearthfire 2nd filing as it was with Hearthfire First Filing. Our client has been advised of the SWMM model request and the potential delay of approval of the project. We would like to arrange a meeting concerning the necessity of the SWMM requirement. 2. The following information is now shown on all grading plans; corner lot elevations, buildillg imprints, finished floor elevations and minimum opening elevations if applicable. 4836 S. Collins, Colorado The following represents our responses to the redlined comments on the plans. FINAL PLAT • Tracts have been defined around storm sewer profile A and B at the ends of Pondview and Bateleur Court (east), previously Buntwing Court respectively. SHEET 2; Overall Master Utility Plan • All storm sewer infrastructure (existing and proposed) has been labeled. SHEETS 3, 4 & 5; Master Utility Plan • All storm sewer infrastructure (existing and proposed) has been labeled. SHEETS 12; Storm Sewer Profiles • A profile of the culvert under Town Center Way has been provided along with the street plan and profile of Town Center Way. It can be found on sheet 18. SHEETS 14 and 15; Intersection Details • Spot elevations have been provided on all intersection and cul-de-sac details. SHEETS 23-26; Final Grading Plans (4 sheets) • Riprap has been provided at the end of Town Center Way. • We have provided the proposed grading for County Road 13. The grading matches into the existing topography on the west side of County Road 13 We matched the existing topography at the west property line south of County Road 13. Existing offsite topography was added with our last submittal. • The following information is now shown on all grading plans; corner lot elevations, building imprints, finished floor elevations and minimum opening elevations if applicable. • There is a tract between lots 5 and 6 at the end of Hearthfire Drive. The limits of the tract are now shown. • The existing culverts in the western portion of Tract B will remain. Riprap has been added to each of the culverts. Flows are directed into the Swale and conveyed south.
