Board for a decision due to outstanding issues. Another round of review is necessary.
Under the development review process and schedule there is a 90 day plan revision
submittal time -frame mandated by the City. The 90 day turnaround period begins
on the date of this comment letter prepared by the project planner in the Current
Planning Department (in this case, 3/21/00). Upon receipt, the revisions will be
routed to the appropriate City departments and outside reviewing agencies, with their
comments due to the project planner no later than the third weekly staff review meeting
(Wednesday mornings) following receipt of the revisions. When it is ready to go to the
Board a date will be scheduled for a public hearing, which would be held on the first or
third Thursday of each month.
Please return all drawings red -lined by City staff with submission of all revisions you
make. You may contact me at 221-6341 if you have questions about these comments
or would like to schedule a meeting to discuss them.

10. The capacity of the storm water swage along the west side of the property needs
to be checked.
11. The utility plans are not yet sufficient for final approval. This development
proposal is not ready to be scheduled for public hearing.

12. She needs to do a check between the previous and current Wetlands Mitigation
Plan.

13. Why has the proposed bicycle/pedestrian path between Bateleur Court and.
County Road 13 been narrowed from 6' to 5'? It must be a minimum of 6' wide.

14. Please be aware of the 90 day revision resubmittal requirement (see paragraph
below) to keep this project proposal in the City's development review process.
15. A permanent street connection from either Bateleur Court or Hearthfire Drive to
County Road 13 should be provided. The current plans show a 51' right-of-way
for a future street from Bateleur Court to the county road..The City and the
applicant should determine now if the street connection is necessary and, if so,
the street should be constructed now with the Second Filing. Trying to complete
the street connection in the future, after residents are in place, could be very
difficult.
16. Other comments are on a red -lined Site & Landscape Plan that is being
forwarded to the applicant.

17. County Road 13 needs to be improved with this development and a permanent
vehicle connection should be made from the county road into the development.
This completes the review comments at this time. Additional comments will be
forthcoming as the various departments and reviewing agencies finish their review. I am

2. Kim Kreimeyer, the City's Natural Resources Planner, offered the following
comments:
a. Due to the invasive nature of Smooth Brome, the City Natural Resources
Department is encouraging the use of re -green, which is a sterile annual
grass. Please change Plant Note #4 on the Site & Landscape Plan to
include re -green and Western Wheatgrass — eliminating Smooth Brome
and Crested Wheatgrass.
b. Show any existing wetlands on utility plan sheet 18 where the extension of
Town Center Way is proposed.

The comments and concerns were expressed at the weekly staff review meeting of
March 15, 2000:

3. The applicant has not yet provided the necessary off -site easements and street
right-of-way documentation.
4. Hearthfire Drive should be connected as a. permanent street to County Road 13.
This item was to have been discussed at the City's Transportation meeting on
March 16`h
5. Hearthfire Drive is longer than 660' and, therefore, a secondary point of access
(emergency or permanent) must be provided for this cul-de-sac.
6.. There is concern about Town Center Way. This area is not very developable
because there are wetlands here. It could/should be more of a "driveway" than a
street. The Water Supply & Storage Ditch Company should be involved in this.
Stormwater (Basil Harridan)
7. An easement is needed for the swale for the storm water transition from street
flows from County Road 13 to Richards Lake. This is needed before the item can
go to public hearing.
8. An overtopping elevation next to Lots 32 & 33 is needed.
9. Are there wetlands on Lots 27 — 32? What impacts are associated with this?
There could be restrictions that would have to be imposed on these lots.

Dear Tom,
Staff has reviewed your revisions for Hearthfire PUD, Second Filing - Final that were
submitted to the City on February 24, 2000, and would like to offer the following
comments:
1. -Gary Lopez and Jenny Nuckols of the Zoning Department offered the following
comments:
a. Remove the topography lines from this Final Site & Landscape Plan.
b. Why are there very few trees proposed for any of the open space tracts?
Except for an existing Cottonwood and 3 trees behind Lot 10, these areas
separating the blocks are devoid of trees. More are recommended. This is
a repeat comment.
C. It would be helpful if the phase lines were made darker so that they would
be easier to see and follow. This is a repeat comment.
d. This project is too small to have 7 phases. No more than 3 will be allowed.
e. Landscaping — Assurances Note #1 needs to state "valuation of the
landscape installation and material... NOT just landscape material.
f. Street trees indicated in Landscaping — Assurances Note #2 must be
covered under specific phases and escrowed, bonded, or letter of credit
received in each of those phases. This is already stated and covered in
Landscaping — Assurances Note #1. Note #2 should be deleted,
especially since it is unenforceable by the City.
