Transportation Planning (Kathleen Reavis/Mark Jackson) 15. Most of the previous comments have been addressed. 16. What is the status of the "interim" design for County Road 13? 17. The combined Site & Landscape Plan, @ V = 100', is difficult to read. 18. There may be some sight distance concerns associated with the Bateleur Lane & county road 13 intersection. 19. It appears that the "interim" roadway section for County Road 13 will not contain bicycle facilities. Planning 4' 20. Please be aware of the 90 day revision resubmittal requirement (see second paragraph below) to keep this project proposal in the City's development review process. 21. Other comments are on a red -lined Site & Landscape Plan that is. being forwarded to the applicant. This completes the review comments at this time. Additional comments will be forthcoming as the various departments and reviewing agencies finish their review Staff has determined that the project is not yet ready to go to the Planning and Zoning Board for a decision due to outstanding issues and/or off -site easements. Another round of review is necessary. Under the development review process and schedule there is a 90 day plan revision submittal time -frame mandated by the City. The 90 day turnaround period begins on the date of this comment letter prepared by the project planner in the Current Planning Department (in this case, 7/21/00). Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due to the project planner no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. When it is ready to go to the Board a date will be scheduled for a public hearing, which would be held on the first or third Thursday of each month. 5. A copy of the comments received from Sheri Wamhoff of the Engineering Department is attached to this comment letter. Red -lined plans, with additional comments, are being forwarded to the applicant. Please contact Sheri, at 221- 6750, if you have questions about these comments. 6. A copy of the comments received from Donald Dustin of the Stormwater Utility is attached to this comment letter. Red -lined plans and reports, with additional comments, are being forwarded to the applicant. Please contact Donald, at 416- 2053, if you have questions about these comments. The comments and concerns were expressed at the weekly staff review meeting of July 12, 2000: Engineering (Sheri Wamhoff) 7. The applicant has not yet provided the necessary off -site easements and street right-of-way documentation. This includes right-of-way for County Road 13 and an easement from Water Supply & Storage. The documentation must be submitted and reviewed by City staff before this request can go to public hearing. 6' 8. The plans for Douglas Road improvements need to be approved before the City can sign off on the Hearthfire PUD, Second Filing plans. 9. There is concern about Town Center Way. This area is not very developable because there probably are wetlands here. It could/should be more of a "driveway" than a street. The Water Supply & Storage Ditch Company must be involved in this. Until this issue is resolved'staff will not schedule this item for public hearing. 11. The necessary off -site easements still have not been submitted. The documentation must be submitted and reviewed by City staff before this request can go to public hearing. 12. The capacity of the storm water swale along the west side of the property, along County Road 13, needs to be checked. The plans show that the roadside swale is to be filled. 13. There are still some off -site easements/agreements from the Water Supply & Storage Company that must be submitted to the City. • permitted to facilitate a second point of access when a street is greater than 660' in length. All structures beyond the 660' limit must be fire sprinklered if a second point of access cannot be provided. d. Mark Jackson of the Transportation Planning Department offered the following comments: a. Have sight distance issues been addressed regarding the proximity of Bateleur Lane to the curve at County Road 13 & Inverness Street? b. What is the agreement for improvements along County Road 13? Have bicycle lanes been provided along this Collector level road? C. It appears that previous comments have been addressed. The pedestrian/bicycle trail connections along County Road 13 look good. The small scale plan makes it difficult to review the internal pedestrian system. d. The combined Site & Landscape Plan at such a small scale is very difficult to read and review. Please contact Mark, at 416-2029, if you have questions about these comments. 4. The Technical Services Department (Mapping & Drafting) offered the following comments: a. This subdivision plat must show the Recording information for Hearthfire Way and Hearthfire Drive. b. The Recording information for the portion of Hearthfire Drive to be dedicated by separate document must be shown on the subdivision plat. C. All mylar originals (subdivision plat, Site plan, Landscape Plan, utility, plans, etc.) must be able to be reproducible (text sizes, line weight, etc.). d. Expand the Wetlands Mitigation Map — Contextual Plan to include the property adjacent to and west of Town Center Way. b. Natural Resources wants to review potential impacts to off -site wetlands. Please contact Kim, at 221-6641, if you have questions about these comments. 2. Michael Chang of the Poudre Fire Authority offered the following comments: a. WATER SUPPLY: Fire hydrants are required at a maximum spacing of 660' along an approved roadway. Each hydrant must be capable of delivering 1,500 gallons of water per minute at a residual pressure of 20 pounds per square inch. No commercial building can be greater than 300' from a fire hydrant. b. ADDRESS NUMERALS: Address numerals shall be visible from the street fronting the property and posted with a minimum of 6" high numerals on a contrasting background (example: bronze numerals on brown brick are not acceptable). C. CUL-DE-SAC: A dead-end street cannot exceed 660' in length. The turn -around at the end of the street must have an outside turning radius of 40' or more, and an inside turning radius of 20'.
