Box 580 Fort Collins, CO 80522-0580 Subject: Hearthfire PUD street connection to County Road 13 I understand that the City of Fort Collins is requesting that the developer connect Phase 11 of this development with County Road 13. Several years ago, after considerable negotiation involving the City, Larimer County, and the developer with input from the NorthEast Neighborhood Coalition ,it was agreed that the main entrance to the Hearthfire Development would be moved from the intersection of CoRd 13 and Inverness to Douglas Road. This agreement was specifically reached to address the "cut through" traffic on Co. Rd 13, Inverness, Abbotsford, Richards Lake, and Gregory Road. These roads are mainly small, gravel County roads which were never designed for large volumes of traffic. I walk these roads almost daily and realize how dangerous they will become with increased "cut through" traffic. In addition, the developer agreed to certain improvements to Douglas Road and the intersection of Douglas Road and Colo. Hwy 1. Also, the developer created an emergency access at the intersection of Co. Rd 13 and Inverness to satisfy the City requirement of two access points to this development. In addition, another Hearthfire access through the proposed Richards Lake PUD to the east serves as a third access. How many accesses are needed? I don't know why the present City Staff wants to renege on this commitment. Is it because they are not familiar with this project? Doesn't the City have this information on file? Doesn't the City Staff believe in honoring their commitments? Or is it because they have an elitist attitude and believe that the people living in the area do not understand the "big picture"?
