This number of units and the resulting trip generation are addressed in the "Dalco PUD Site Access Study," June 1995, and various memorandum addenda that have been submitted over the past two years. In my opinion, no additional traffic studies are required related to this submittal. As the arterial streets are built to the required standard cross sections, all transportation modes will achieve acceptable levels of service. When the Registry Ridge Traffic Impact N Study was prepared, alternative mode analysis was not a requirement 0) of the City of Fort Collins. The land for Registry Ridge is currently vacant. There has been site preparation activity on the C)site over the past few months. The Registry Ridge, 3`d Filing is P­ located in the south 'portion of the Registry Ridge development. It rn is assumed that all interior streets will be constructed to Fort z Collins standards. Therefore, there will be sidewalks along all :E streets, and bike lanes on collector streets and arterial streets. C- Local streets do not require on -street bike lanes. Figure 1 shows the location of Registry Ridge, 3"' Filing and a radius of 1320 feet from the outer boundary of the overall Registry Ridge development. Per the "Multimodal Transportation Level of Service Manual," there is one pedestrian "destination area" within this radius. This is an existing neighborhood located in the northwest quadrant of the Shields/Trilby intersection. This neighborhood is not within the City Limits of Fort Collins. Streets do not meet Fort Collins Design Standards. There are no sidewalks within this neighborhood. It is assumed that this existing neighborhood does not desire that their streets be rebuilt to Fort Collins standards. Appendix A contains the Pedestrian LOS Worksheet for Registry Ridge as it relates to this existing neighborhood. Registry Ridge is in a Pedestrian District termed "other." The O minimum pedestrian level of service for this district'is C for all z factors. Given the assumption that all streets within Registry Ridge wdevelopment will be built to Fort Collins standards, the pedestrian z level of service will be acceptable. 5 z W There are no bicycle "priority destination areas," as described z in the "Multimodal Transportation Level of Service Manual" within O 1320 feet of Registry Ridge. It is assumed that all streets within I Registry Ridge will be built to. the appropriate street standard. O Therefore, all interior streets will have bike lanes where Ix appropriate. It is expected that Shields Street and Trilby Road will V1 z have bike lanes as required for arterial streets. Therefore, the ¢ Registry Ridge development will_ connect to future east -west and h- north -south bike facilities. Appendix B contains the Bicycle LOS °t$ Worksheet for Registry Ridge. The minimum base connectivity is level 0 of service C. With future bike lanes on both Shields Street and LL a Trilby Road, the proposed bicycle level of service will be A. It is in conformance with the Registry Ridge PUD, Preliminary. It is in conformance with the Registry Ridge PUD, Amended ODP. It meets the applicable All Development Criteria in the LDGS. The project is located within the Residential Neighborhood Sign District and all aspects of any proposed signage will be regulated by the City's Sign Code. RECOMMENDATION: Staff recommends approval of the Registry Ridge PUD, Third Filing - Final - #32-95E Registry Ridge PUD, Third Filing — Final, #32-95E October 19, 2000 P & Z Meeting Page 3 The portion of this Third Filing request (for single family residential) that extends into Parcel D on the ODP, approved for Medium Density Residential (patio homes, townhomes) is for on -site detention only. The request is in conformance with the approved Registry Ridge PUD, Preliminary, the approved Registry Ridge PUD, Amended ODP, and meets the applicable All Development Criteria of the LDGS. 3. Design: Landscaping: The developer will provide deciduous shade trees spaced at 40' on -center in the parkway, between curb and sidewalk, for approximately 150' along Bon Homme Richard Drive as it enters the Third Filing from the First Filing. At this point the street transitions from a collector to local street and the sidewalk becomes attached. Each single family lot will be provided with one street tree. Installation of the tree will be the responsibility of the individual homeowner. The Homeowner's Association covenants will require that front yard landscaping, including the street tree, be completed within 90 days of occupancy of the residence. Deciduous and evergreen trees will be provided in the common open space areas and they will be installed by the developer. On -going maintenance of these areas will be the responsibility of the Homeowner's Association. Parking: Each single family residence will have parking for at least two vehicles on the lot. Signage: This site is located within the Residential Neighborhood Sign District and all aspects of any proposed signage will be subject to the strict regulation of the City's Sign Code that is administered by the Zoning Department. FINDINGS of FACTICONCLUSIONS: In evaluating the request for the Registry Ridge PUD, Third Filing - Final, staff makes the following findings of fact: Registry Ridge PUD, Third Filing — Final, #32-95E October 19, 2000 P & Z Meeting Page 2 COMMENTS: 1. Background: The surrounding zoning and land uses are as follows: N: LMN; S: UE, FA-1 in Larimer County; E: LMN, FA-1 in Larimer County W: FA-1 in Larimer County; approved residential (Registry Ridge PUD) large acreage residential and vacant land (Registry Ridge Amended ODP) large acreage residential and City of Fort Collins natural areas vacant land and City of Fort Collins natural areas The property was annexed into the City as part of the Trilby Heights Fourth Annexation in October, 1981, the Trilby Heights Fifth Annexation in November, 1981, and the Trilby Heights Sixth Annexation in September, 2000. It is zoned LMN — Low Density Mixed -Use Neighborhood and UE — Urban Estate. The Registry Ridge PUD, ODP was approved by the Planning and Zoning Board in December, 1995. The subject development request was a portion of Parcel D of this ODP, defined as Medium Density Residential (patio homes, townhomes), and Parcels K, L, M, and P of this ODP, which were defined as Low Density Residential (single family). The Registry Ridge PUD, Preliminary was approved by the Planning and Zoning Board in December, 1995 for 510 single family lots on 196 acres. The subject development request is the southerly 81 acre portion of this preliminary PUD. The Registry Ridge PUD, Amended ODP was approved by the Planning and Zoning Board in March, 1997 for minor changes to Parcels A, C, E, G, and Q. The subject development request is a portion of Parcel D of this ODP, defined as Medium Density Residential (patio homes, townhomes), and Parcels K, L, M, and P of this ODP, which are defined as Low Density Residential (single family). 2. Land Use: This is a request for final planned unit development (PUD) approval for a residential development consisting of 213 single family lots on 80.9 acres located south of Trilby Road and west of South Shields Street. The lots range in size from 5,162 square feet to 10,821 square feet, with the majority being approximately 7,000 to 8,000 square feet in size.
