Landstar Surveying, Inc. Project File #32-95E 34. What is planned for the Registry Ridge, Second Filing, to the north of the detention pond along South Shields Street? 35. There appears to be some ambiguity associated with areas labeled Ped. Access, Drainage & Landscape Easement and Naturalized Open Space. 36. Overall, the landscaping and plant materials in the open space areas on the Landscape' Plan appear to be very sparse. 37. Street trees, as shown on the Landscape Plan on Bon .Homme Richard Drive coming in from the First or Second Filing, should be continued along that street in this filing. .38. The surface material for the off-street pedestrian paths must be described on the Site and Landscape Plans. All of these trails should be 8'in width. 39. Planting Note 8 on the Landscape Plan talks about landscaping in the . medians/traffic circles conforming to sight distance regulations. The actual landscaping should be shown on the Landscape Plan. This completes the staff comments at this time. Additional comments could be forthcoming. as they are received from City departments and. outside reviewing agencies. Under the new development review process and schedule there is a 90 day << 6 0 plan revision submittal time -frame mandated by the City. The 90 day turnaround period begins on the date of the comment letter prepared by the project planner in the Current Planning Department. Upon receipt, the.0�10,.v revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due to the project planner no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting the item will be discussed qat and it will be determined if the project is ready to go to the Planning and Zoning Board for a decision. If so, will be scheduled for the nearest Board hearing date with an opening on the agenda. Please return all drawings red -lined by City staff with submission of your revisions. The number of copies of revisions for each document to be resubmitted is on the attached Revisions Routing Sheet. Please contact me at 221-6750 if you have questions or concerns related to these comments. I would like to schedule a meeting with you as soon as possible, if necessary, to discuss these comments. Stormwater Utility (Basil Hamdan) 21. Some off -site easements for stormwater flows are needed, maybe from the City Natural Resources Department. 22. Storm sewers on private property must be within easements and maintained by a homeowners association. 23. Major storm drainage swales will be maintained by a homeowners association. 24. A floodplain use permit may be required for some areas in this development. 25. How will off -site flows from the west move through this Third Filing? 26.. What storm drainage facilities will be built with the First Filing and what will be built with the Third Filing? Natural Resources (Kim Kreimever) 27.. The wetlands must be better defined on the plans. ` 28. The Latin names for the seed mix must be included on the Landscape p ; Plan. '. .,29. Are any bike/pedestrian connections to the natural areas planned for r..." development? The City does want connections from locations such as ends of cul-de-sacs. Planning 30. Show enhanced crosswalks at the traffic circle. 31. The Site and Landscape Plans should be extended to included all of the property that is part of this Third Filing. Currently the southerly part of the property disappears off of the sheets. 32. What surface material will the 8' wide pedestrian paths be constructed of? 33. The dividing line between the LMN portion and the UE portion of the development plan should be shown on the Site Plan. 12. The Streets Department wants to know who will maintain the bike/pedestrian path and do snow removal. 13. Dennis Greenwalt of AT&T Cable Services (formerly TCI of Fort Collins) stated that they need to have continuous utility easements along Lots 217 26, 71 & 73, 98 & 99, 108 & 109, 181 — 183, 194 & 195, 206 — 210, 212, and the second 212. A continuous roadside easement is needed between Lots 46 & 47. Can the tracts be utility easements, also? 14. Rick Lee of the Building Inspection Department stated that there no building code issues associated with this development plan. 15. A copy of the comments received from the Mapping/Drafting Department is attached to this comments letter. The following comments and concerns were expressed at the weekly Staff Review meeting on October 6, 1999: . Engineering (Marc Virata) 16., The necessary off -site easements may already have been received. The _actual easements are needed at time of final approval,. before the project. can be scheduled for a public hearing..Please verify.the status of the easements. 17. Lots of previous staff comments have not been addressed with this resubmittal of revisions. 18. The slopes at some or all of the street intersections do not meet the current City standards. 19. A variance request for the traffic circle, for the use and design, must be submitted to the City for review. The traffic circle must be able to accommodate SU-30 vehicles (fire trucks) and must have a 50' inside turning radius. The circle may have to be larger, which could force the loss of some lots. A major redesign of the traffic circle may be necessary. Transportation Planning (Kathleen Reavis) 20. More pedestrian trail connections are needed from the ends of cul-de- sacs to the greenbelt/open space system. b. Add the street name to the first cul-de-sac off of Intrepid Court (plat sheet 2 of 5). Make sure that names are shown on all of the streets on all of the plat sheets. C. Provide square footage on each lot on all of the plat sheets. Permits will not be issued if the recorded plat does not show lot areas. d. General Note #4 should be transferred to the planting notes on the Landscape Plan. e. If the Vicinity Map on the Site Plan is correct, a portion of this development is in the UE - Urban Estate Zoning District. Kathleen Reavis of the Transportation Planning Department stated that her comments regarding bicycle/pedestrian connections and enhanced crosswalk locations are on a red -lined Site Plan that is being forwarded to the applicant. Also, Matt Delich should have provided the required bike/pedestrian Level Of Service sheets as attachments to the TIS memo and they apparently has not yet been provided. Rick Richter of the Engineering Pavement Department stated that a preliminary soils report needs to be submitted to them. 11. Lorie Digliani of the Larimer Emergency Telephone Authority (L.E.T.A.) stated that all street names on this development plan are OK. b. Address numerals shall be visible from the street fronting the property, and posted on a contrasting background (example:. bronze numerals on a brown brick are not acceptable). c. Fire hydrants are required with a maximum spacing of 600' along an approved roadway. Each hydrant must be capable of delivering 1,500 gallons of water per minute at a residual pressure of 20 psi. Hydrants shall be of an approved type as defined by the water department and the fire department. In residential properties, hydrant spacing is 800% NOTE: A hydrant is required on Ranger Drive between Lots 15 & 16. A hydrant is required on Bon Homme Richard Drive between Lots 34 8& 35. Also, hydrants are recommended at entrances to cul-de-sacs rather than at the ends. Please contact Ron, at 221-6570, if you have questions about these comments. 5. Kim Kreimeyer, the City's Natural Resources Planner, offered the following comments: a. Wetlands need to be clearly defined (the graphics are hard to read). b. Add Latin names to species listed as dryland seed mix. These species should be native. C. Are there any uses or trails planned along the wetlands within the easement that is shown on the subdivision plat and Site Plan? If so, when are these planned to be built? Please contact Kim, at 221-6750, if you have questions about her comments. 6. Jenny Nuckols and Gary Lopez of the Zoning Department offered the following comments: a. Add landscaping to the round -about at Bon Homme Richard Drive and Ranger Drive. Some low growing shrubs and perennial/annual flowers would be nice, but nothing that will grow too tall so as to block the views of drivers. Jim Slagle of Public Service Company (New Century Energies) stated that they have no problems with this development proposal and plan. 2. A copy of the comments received from Terry Farrill of the Fort Collins - Loveland Water District and the South Fort Collins Sanitation District is attached to this comments letter. Please contact Terry, at 226-3104 - ext. 14, if you have any questions about his comments. 3. A copy of the Thompson School District R2-J Development Impact Report that was received from Kate Browne of the Thompson School District R24 is attached to this comment letter. In summary, this development will not cause district enrollment to exceed service level C (Extended Utilization). Currently, the high schools in the Loveland area are at service level D. This situation will continue until the new high school opens in the fall of 2000. However, this development is not expected to have a major impact on the student enrollment prior to that time. 4. Ron Gonzales of the Poudre Fire Authority offered the following comments: a. Street names shall be re-evaluated with L.E.T.A. for redundant names, sound -a -likes (Troutman Parkway already exists and may conflict with the proposed Trout Court), and proper alignment/orientation with existing streets. 281 North College Avenue • P.O.
