HomeMy WebLinkAboutHEARTHFIRE (THE POND AT) SUBDIVISION - PRELIMINARY - 31-95B - CORRESPONDENCE -Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the June 24, 1996 Planning and Zoning Board hearing: Plan revisions are due no later than the end of the working day, June 5, 1996*. Please contact me for the number of folded revisions required for each document. * NO REVISIONS WILL BE ACCEPTED AFTER THE ABOVE DEADLINE. THE ITEM WILL BE CONTINUED TO THE NEXT MONTH'S PLANNING AND ZONING BOARD AGENDA IF REVISIONS ARE NOT RECEIVED BY THIS DATE. PMT's (photo reduction of Subdivision Plat, Landscape Plan to 8.5" x 11"), rendering (one each colored full-size Plat or Landscape Plan), and 8 folded copies of the final full-size Plat and Landscape Plan revisions ( for the Planning and Zoning Board members packets) are due on June 17, 1996. The assumptions in the updated traffic study are acceptable. 10. The Light & Power Department has offered the following comments: a. They refer to their comments on the Hearthfire PUD dated 3/21/96 - the comments still apply (copy attached). b. A 9' wide utility easement along the front of the lots must be along the wetlands area where it is adjacent to the roadway. As a reminder, please note that Public Service has said that the width of this easement must be 13. 11. A copy of the comments received from the Engineering Department is attached to this letter. 12. The Natural Resources Division has offered the following, comments: a. The lot boundaries appear to be too close to the wetlands. The City cannot support this proposal with the lot lines right on the wetland boundary. b. Are the water quality issues being appropriately addressed? C. The submittal requirements for subdivisions allows the City to request any information deemed necessary. In this case, the City needs an evaluation by a qualified consultant addressing the impact of the proposed development on water quality, wildlife use, and other wetland values, particularly nesting by waterfowl. This is necessary to assure that the proposed transition areas are adequate to insure that Section 29-656(d) of the City Code, regarding outstanding natural and cultural features, has been met (copy attached). 13. A letter of agreement from the Water Supply & Storage is needed for this development. Will the letter from WS&S regarding the Hearthfire PUD suffice for this development proposal? 1.4. How do you get streets to this site? This proposal requires off -site street rights - of -way. A letter of intent from the adjacent property owners for off -site right-of- way must be provided to the City by the scheduled revision date (6/05/96) or the request will be continued to a later Planning and Zoning Board public hearing date. 15. The City recommends that street tree per lot be provided along Hearthfire Drive and Picket Lane. Also, a Landscape Plan should be submitted showing what landscape treatment will be provided in the common area around the wetland. C. ELCO has a 2.5 million gallon reservoir adjacent to the site. When the reservoir is drained, water currently runs overland into the existing wetlands at the center of the proposed development. Provisions must be made to handle water drained from the reservoir. d. Any lots platted on the north side of Hearthfire Drive in the future will obtain water service from the proposed 12" water line. Water services must be installed for future lots before Hearthfire Drive is paved. 4. A copy of a comment letter received from Rich Fromm of Whiting Petroleum Corp. is attached to this letter. His current concerns pertain to.adequate setbacks from wells, provisions for pipeline and road access, and landscaping issues. 5. A copy of a comment letter from Jerry White of the Larimer County Planning Division is attached to this letter. Stated issues and concerns are in regard to timing and compatibility of this project relative to the surrounding area and potential on -site and off -site street improvements. 6. The Zoning Department has stated that you must show what the front and rear property easements are (i.e.: dimensions, utility or whatever type). Dimensions should be indicated/labeled at several locations throughout the plat. It is difficult to trust a scaled dimension at a 1" = 100' scale. 7. Police Services has stated that Picket Court needs to be renamed. It sounds like Pipit Court, which already exists. The name Village Green Court is identical to an existing subdivision area that combines Village West/ Lexington Green Homeowner's Association. Their neighborhood recreation facility is called Village Greens. 8. The Poudre Fire Authority has offered the following comments: a. Provide a gate in the fence shown near County Road 13. b. All access roadways must be an asphalt, concrete, or compacted road base. Surface criteria may be obtained from the City or County Engineering Departments, respectively. C. The width is 20' reduced to 12' at gates or other limiting features. 9. The Transportation Department has offered the following comments: a. The original concerns about the acceptable level of "particulate material" (dust) on Inverness and Abbotsford (associated with the Hearthfire PUD) still apply. Community Planning and Environmental Services Current Planning City of Fort Collins May 16, 1996 Jim Sell Jim Sell Design 117 East Mountain Avenue Fort Collins, CO. 80524 Dear Jim, Staff has reviewed your documents for the Pond at Hearthfire Subdivision - Preliminary that were submitted to the City on April 22, 1996, and would like to offer the following comments: Public Service Company has stated that the subdivision plat is proposing 9' front utility easements adjacent to all 54' wide streets and all cul-de-sacs. This proposed easement width is not adequate. All front lot utility easements must be a minimum of 13' wide (as measured from the rear edge of sidewalk to the rear line of the easement). 2. Poudre Valley REA has stated that their only concerns regarding the Pond at Hearthfire Subdivision are the intersections of the temporary emergency access and Hearthfire Drive with County Road 13. They have an overhead power line along County Road 13 and the intersections may create conflicts or clearance problems with their facilities. . The developer should contact Poudre Valley REA's engineering department regarding this area, and if any problems are identified they can be resolved. 3. The water service provider, ELCO Water District, has offered the following comments: a. The proposed 12" water line will need to be extended north in County Road 13 to connect to an existing 12" water main in Douglas Road. b.
