East Ridge Annexation. While the City will not require the annexation of the railroad
right-of-way, if there is a possibility to do so, the City will pursue that opportunity.
The Current Planning Division has asked Larimer County to include their signature on
the East Ridge Annexation. The County has agreed to sign the petition. This will enable
both the railroad right-of-way and the East Vine Drive right-of-way to be annexed
concurrent with the parcel.
Once the annexation map is amended, the map will be resubmitted for further review
before being scheduled for consideration by the Planning Commission.

Re; East Ridge Annexation
Dear Mr. Kounkel,
This letter will serve as a summary of the discussion points from our meeting on
October 1,.2001, regarding the East Ridge Annexation. The East Ridge Annexation is.a
proposal to annex 156 acres of land located south of East Vine Drive and east of
Timberline Road.
The latest proposal indicates the northwest corner of the property to be zoned C —
Commercial, and the remainder of the land to be zoned LMN — Low Density Mixed
Use Neighborhood. The City of Fort Collins Structure Plan designates this parcel as
Low Density Mixed Use Residential. The proposed_ Commercial zoning is inconsistent
with the structure plan designation. Staff can not support the requested Commercial
zoning. The City of Fort Collins is currently developing a new land use plan for the
East Mulberry Corridor. This property is included within the study area. There are
currently two land use scenarios being discussed and considered as part of the
framework plan East Mulberry Plan. One of the scenarios (framework plan B) includes
changes to the current land use designation for the East Ridge Annexation. The plan is
currently within the development stages, and is not expected to begin the adoption
phase until the middle part of next year. As a result, staff is recommending this parcel
be zoned either LMN, consistent with the current Structure Plan designation, or T -
Transition. The Transition zoning would allow the property be rezoned in the future,
consistent with newly adopted East Mulberry Corridor Plan, which may include some
neighborhood commercial land use designations.
The annexation map has omitted both the East Vine Drive right-of-way and the adjacent
railroad right-of-way. The Railroad Company has not responded to attempts to include
their signature within the annexation petition. The annexation map was amended,
leaving both the railroad and East Vine Drive rights -of -way off of the map. The City
