RE: Response to Councilwoman Tharp's questions regarding the East Ridge
Annexation
Councilwoman Tharp has raised a concern whether the East Ridge Annexation, appearing
on tonight's City Council Consent Agenda Item #25-C, has been properly assigned T-
Transition zoning.
It is the Current Planning Department's position that the T-Transition designation is
warranted given the uncertainty of future land use plan designations on the property.
Although the City Structure Plan presently reflects a low -density residential designation,
a significant departure is being considered under the on going east Mulberry Corridor
Plan effort. The Draft East Mulberry Corridor Framework Plan shows two alternatives:
Plan A designates the property for low density residential, while Plan B calls for a large
portion of the site to be developed as a neighborhood commercial center surrounded by
medium density residential development. Copies of the two options, with the subject
property highlighted, are attached for your reference.
Assigning T-Transition zoning has been done routinely in such instances where the
property owner has petitioned for annexation and the City is uncertain about the pattern
of future growth and development. As a point of reference, the City assigned the T
designation to over a dozen properties at the time of City Plan adoption and
approximately half still retain that zoning.
