The Poudre Fire Authority will require that all exterior portions of the building must be within 150 feet of unobstructed access from an approved fire access roadway. This could be an issue with the close proximity of other buildings in the area. It is suggested that you arrange for a fire inspection to determine compliance with this requirement. Please contact Mike Pretz, Poudre Fire Marshall, 221-6570. S. Since the building will be constructed up to the property line, .the exterior walls must feature walls that are rated "one -hour" by U.B.C. 9. The site is located in the Old Town Drainage Basin. Please provide a letter to the Stormwater Utility stating that the expanded building will cover existing impervious surface and no new impervious surfaces are being created. Also, the second floor and carport. additions will affect the drainage patternsand may impact neighboring properties. The letter should address changes to the existing drainage patterns. Particular attention should be paid to the storm flows coming off the roof drains. Where do these flows go? Is there capacity in the alley to handle the change in the runoff patterns? How does the runoff drain off the site and where does it go? 10. The applicant will be required to implement erosion control measures during construction. For further information, please contact Glen Schlueter, Stormwater Engineer, 221-6589. 11. Bike racks should be placed under the carport to encourage alternative modes of travel. 12. It is suggested that we meet prior to submittal of a P.U.D. to discuss the issues. CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: March 20, 1995 ITEM: Roberto's.Burritos Expansion APPLICANT: Mr. Jim Watterson, 120 1/2 West.Laurel Street, Fort Collins, CO. 80521. LAND USE DATA: Request to expand Roberto's Burritos with a 900 square foot second floor addition and a 600 square foot carport on the north side of the building. COMMENTS: 1. The request will have to be processed as a P.U.D. (Please note that Pickle Barrel was denied a variance from the requirements of the B-L, Limited Business Zone District by the Zoning Board of Appeals to do a similar expansion.) 2. An expanded seating area in the restaurant will create an increased demand on parking spaces in the area. It is strongly recommended that a written shared parking agreement with Garment District be entered into and presented as evidence to the Planning and Zoning Board. 3. If there are no changes in the electrical requirements, then there are no problems with the Light and Power Utility. The electrical meter must remain readable from the outside of the structure. Placing the meter under the carport is workable. 4. If there are no changes in the water or sewer services, then there are no problems with the Water and Wastewater Utility. 5. If the.occupant load of second floor exceeds 49 persons, then the second floor must be handicap accessible. The City is governed by the 1991 Uniform Building Code with regard to handicap accessibility. Please contact Sharon Getz, Plans Examiner, Building Inspection Division, 221-6760 for further information on determining occupant load and access issues. 6. Although the County Health Department is a signatory to the building permit application, a separate submittal to the County is required. The issue of whether or not a grease trap is required may be revisited.
