contact businesses other than the owners of the Garment District and Marty Falk Building. At this
time it is being recommended that you continue the request until the necessary contacts are made
or staff will take a recommendation of denial of the request to the Board.

Dear Jim,
The purpose of this letter is to respond to telephone conversations that took place between Steve
Olt, Current Planning, and yourself on Friday, September 22nd and Tuesday, October 3rd, and
Greg Byrne, Community Planning and Environmental Services Director and yourself on
Wednesday, October 4th, concerning the parking situation associated with the proposed
Roberto's Burritos expansion plans.
We originally raised concerns over the parking in a March 20, 1995 conceptual review response.
As stated at that time in Comment 2: "An expanded seating area in the restaurant will create an
increased demand on parking spaces in the area. It is strongly recommended that a written shared
parking agreement with the Garment District be entered into and presented as evidence to the
Planning and Zoning Board." A parking agreement with the Garment District has not yet been
acquired. It is evident that other businesses will also be impacted and they should be contacted
prior to the expansion request going to the Board.
The expansion request was originally scheduled to go before the Planning and Zoning Board for a
decision on September 25, 1995; however, due to the City's concern about impacts of this
expansion on the existing parking situation in this business community at the northwest corner of
South College Avenue and West Laurel Street, the item was continued to the October 23rd Board
hearing. The intent of the continuance was to "enable the applicant [you] to contact other
property owners and business operators in the business/off ce/retail activity center defined by
South College Avenue, Laurel Street, Mason Street, and Myrtle Street and notify them of the
proposed restaurant expansion", as stated in the Staff Report to the Board dated 9/25/95. It is
important that there be an understanding, resolution, and agreement within this small business
community about the shared parking need that exists in the center. Staff thinks that the parking
will be further exacerbated with the increased seating in the restaurant.
During the aforementioned telephone conversations the City's position was conveyed and
reiterated about the need for you to contact the other business owners/operators and reach a
workable solution about the parking before staff could recommend approval of the proposed
