HomeMy WebLinkAboutREGISTRY RIDGE PUD, 2ND FILING - PRELIMINARY - 32-95D - CORRESPONDENCE - CITY STAFFTranspoi,,.don Services Engineering Department City of Fort Collins November 5,1997 Bud Curtiss Northern Engineering Services, Inc. 420 South Howes, Suite 202 Fort Collins, Colorado 80521 RE: Registry Ridge PUD, first Filing Dear Mr. Curtiss, In past comments regarding the Registry Ridge PUD, First Filing utility plans I have indicated that Trilby Road adjacent to this site needs to be designed with a cross section of two twelve (12) foot travel lanes, one twelve (12) foot center turn lane and two six (6) foot bike lanes. At this time these changes have not been made, and the response to this comment on the plans was that the bike lane on the North side of the street would not be provided as it was not a condition of the Planning and Zoning Board's approval. Staff disagrees with your position based upon the following: The staff report considered by the Planning and Zoning Board stated: "Improvements to Trilby Road adjacent to Registry Ridge will include 43 feet of pavement (two travel lanes, center turn lane and bike lanes); with curb gutter and a 6' wide detached sidewalk on the south side." The pavement width indicated in the staff report is what was represented on the plans at the time of the hearing, but is not of adequate width to accommodate the lanes required as per the City of Fort Collins Street Standards. The standard for a minor arterial street requires three twelve (12) foot wide travel/turn lanes and two eight (8) foot wide bike lanes. The current cross section shown on the utility plans provides for the three twelve (12) foot wide travel/turn lanes but only one six (6) foot wide bike lane. The transportation staff has determined that six (6) foot wide bike lanes would be allowed instead of the standard eight (8) foot wide bike lanes, thus requiring only 5 feet of additional pavement on the North side of the street. Therefore, in accordance with the staff report, the two travel lanes, a center turn lane and two bike lanes must be provided. Based on the design that has been provided, adequate ROW is available to encompass the additional 5 feet of pavement. However, it is not known if easements will be needed for grading beyond the ROW. Additional pavement is only needed from Shields Street to the end of the lane transitions which is West of Wainwright Drive as the center turn lane can be transitioned out West of Wainwright Drive and the 43 feet of pavement proposed here would be more than adequate to provide for two 12 foot wide travel lanes and two 6 foot wide bike lanes (at this point 8 foot wide bike lanes could be provided). Another issue that needs to be addressed on the utility plans is the type of curb and gutter being provided through the traffic circle on Bon Homme Richard Drive. As this road is classified as a collector, it should have vertical curb and gutter per the City standards unless a variance request by the applicant (with justification) is approved by the Director of Engineering.
