13. Meetings have been held with the Natural Resources Department on the topic in question. Mr.
Jim McCory is agreeable to donating the 71 acres for open space and Natural Resources has
agreed to provide a letter of acceptance for this donation. In addition, Mr. McCory and the
Department are negotiating and working towards a contract for the City to purchase 37 acres east
of the proposed PUD for a total of 118 acres of open space.

6. Plan revised with the neighborhood park relocated outside the major drainage channel. In
accordance with Kay Lynn Cameron, it is our understanding that the revised park site is now in
a reasonable location, but a commitment on acceptance of the park land by the City cannot be
made at this time.
7. Two meetings on proposed street "roundabouts" have been held with City officials and the traffic
consultant: August 24, 1995 with Eric Brakke and Matt Delich and September 5, 1995 with Kerri
Ashbeck. Mr. Brakke and Mr Delich both view the use of the "roundabouts" favorably. Ms.
Ashbeck is still reviewing the information on roundabouts furnished by our office. The primary
reasons for -proposing the roundabouts are:
a. Roundabouts offer the opportunity to enhance the landscaping and aesthetics of intersections.
The interior circles will be landscaped in a manner that will not inhibit critical sight lines,
but enhance the intersections and the overall appearance of the PUD. A variance will be
requested for the approval of the roundabouts. More discussion is needed with City officials
on design with documentation of design layout to be submitted at time of final design. See
enclosed literature: Traffic Circles -A Viable Form of Intersection Control? and Modern
Roundabouts for Maryland.
b. To slow traffic at proposed local collectors without inhibiting unnecessarily vehicle
movements.
c. Research indicates that fewer accident rates occur at roundabouts then at two-way stop
intersections. Also, this same research indicates that there are fewer injury accidents at
roundabouts then with two-way stop intersections due to the slower speeds through the circle
and one directional movement.
d. Research indicates that there can be fewer bike accidents at roundabouts then at two-way
stop intersections.

RE: Registry Ridge Preliminary Response to City Comments
Dear Mr. Ludwig,
Below is our response to the comments made by the City of Ft. Collins dated July 17,
1995, for the Registry Ridge ODP and Preliminary PUD (numerical order
corresponds with the City's letter). In addition, you will find enclosed comments
from Northern Engineering Services, Inc., Riverside Technology, Inc., Matthew
Delich, PE, and . Enclosed also are five folded
copies of the revised ODP and Preliminary Site and Landscape Plan dated (revised)
September 6, 1995 and five copies of each consultant's comments.
Overall Development Plan
1. Fire access road will be built to hard surface standards per Poudre Fire
Authority.
2. No comment required.
3. No comment required.
4a. The phase in question is now labeled 5 (N) on the revised ODP. The
Registry Ridge ODP and Preliminary PUD was initially submitted prior to
publishing of A Plan for The Region Between Fort Collins and Loveland.
This corridor study, which is a general planning guideline, should not be
interpreted as zoning. In addition, this phase of Registry Ridge is consistent
with the contiguous clustered development of the approved McKee Trust
Master Plan, plus the plan proposes preserving the open space located
immediately north of Phase 5 (N) which correlates with the existing wetlands
and 100 year flood plain that defines this area.
4b. Plan corrected with all proposed lots outside the flood plain limits.
4c. One hundred fifty (150) foot buffer area shown is part of the natural open
space.
