3. The need for left turn lanes on Shields is more based on an interruption of through traffic or accident
history than by volume. Unless this was provided by the Developer or the City it is unlikely that the
improvements would be made in the near future. The LOS A rating for through traffic on Shields indicates that
the through traffic is not being significantly impaired or delayed by the turning vehicles at this intersection. The
safety issues of an increasing volume of left turns from Shields could be partially mitigated by reducing the speed
limit on Shields to reduce the differential speeds of through and turning vehicles.
4. For purposes of determining the amount of impact the development will have on this area it would be
informative if the background only conditions were run. This would permit the identification of significant
impacts due primarily to the new development as opposed to impacts caused by the anticipated background traffic
volumes.
5. The background traffic volumes should include some effect of the McKee Trust to the south. It is not
clear if this was the case or not.

This proposal has been reviewed by this office and the following comments are submitted.

This development will add significant traffic to Shields and Trilby in this area. Traffic is increasing on both
roadways and particular attention needs to be paid to the Trilby/Shields intersection and to Shields Street north of
Trilby to Clarendon Hills. Shields Street north of this proposal does not meet current urban standards and should
be improved.
The intersection should be signalized with this development if it meets warrants. Larimer County is not in a
position to signalize this intersection unless funds are made available through the North Front Range
Transportation and Air Quality Planning Council (NFRT&AQPC).
Construction drawings for improvements to Shields and Trilby should be submitted to this office for review.
The following items relate specifically to the traffic report. Any questions regarding these comments should be
addressed to Brian Fraaken at 498-5718.
1. In reviewing the existing count data with the future background traffic volumes it appears that there are
.several questionable future background traffic volumes. Specifically, the northbound AM right turns from Shields
to Trilby decrease from 1995 to 2000, and no growth in background traffic (1995 vs 2015) is shown for the AM
eastbound left turns as well as PM northbound left turns and southbound right turns. It is unlikely that there will
be no growth (or decrease) in any background turning movement volumes at this intersection.
2. In reviewing the site traffic at the intersection of Shields and Trilby it is evident that there are several
errors in routing the site traffic volumes through the intersection from/to the site accesses. These errors are up to
70 vehicles in the peak hour (for instance the site traffic entering the intersection for the Short Range Afternoon
Peak Hour Traffic from the south is 70 vehicles less than the sum of the site traffic routed through the North Road
access point). Due to the large number of these errors and the potential for them to affect critical movements
through the intersection the results shown in the intersection analyses may not be valid.
Site traffic in 2015 is shown as static or decreasing from 2000 on the AM peak southbound right turn and the
westbound through movements as well as the PM peak southbound right turn and eastbound left turns. As the site
traffic volumes are to increase significantly from 2000 to 2015 it is not likely these turning movements would not
increase too. r

Please provide rip -rap protection for all storm sewer outlets.

Off -site drainage easements, for the release of any greater than historic flows from the site,
must be secured prior to final P & Z.
Please add a drainage easement between lots 173 & 172, 421 & 422, and 285 & 286.
A drainage easement will be required for pond # 503.
Provide drainage easements for the proposed interception swales along the south border of
the site and along the east side of lots 159-169.
There are several locations of cross lot flow. This type of grading is strongly discouraged
because the grading presents localized drainage problems for downstream lots. Please
adjust grading to prevent cross lot flow.
Please show grading for overflow swales at all locations of storm sewers between lots.
These overflow swales should be provided for the case of inlet clogging.
:z7The grading,of the tract M swale does not appear to direct flow around lot 352. Please

Drive without impacting lot 352.
Please show location of all existing wetland areas. Will there be any grading near the
wetlands?
Drainage Plan
The storm sewer sizing for the pipe under Ranger Dr. from conveyance element 79 used
234.5 cfs. What about drainage from the on -site areas of basin 406? Design point 39 has a
Q100=288.4cfs. Please size the pipe according to this design flow.
The grading of basin 405D does not show drainage to the inlets. The storm sewer and inlet
analysis used a 3.1 cfs. The peak runoff of 405D is 9.1 cfs. Please place the inlet to allow
drainage to the inlet, and design the inlet and storm sewer using a flow of 9.1 cfs.
The inlet analysis for Van Wright Court requires a 10' inlet. Please show this inlet on the
drainage plans.
Please label the 15' curb inlet on the northwest side of Bon Homme Richard Dr. between
King Tang, and label the 60" RCP storm sewer at this location.
The plans show a 10' inlet at Bon Homme Richard and Enterprise Ct. However, the inlet
analysis requires a 15' inlet at this location. Please show the required inlet size.
The west inlet of the north end of Kearsarge Rd. has contributing basins of 405B and 405A.
Please include the discharge from basin 405A to the inlet and storm sewer analysis.
It appears that there should be a curb opening in basin 401D to allow drainage to 404E, and
there should be curb opening 406P.
Please show more details and temporary grading of the temporary access road of basin
406S. Please provide sizing calculations for the culvert under this road. Will the proposed
36" culvert handle design point 50 discharge?
Please label the type and size of the storm sewer exiting design point 5. The curb inlet at
this location should be a 5' inlet.

regional issues will be reviewed by an outside consultant. Outside consultant comments will
be provided at a later date, along with the redlined report and plans.
Grading Plan
Please add to the grading plans the on -site basins and the proposed drainage facilities.
These items should be included to verify the proposed grading with the proposed drainage
design. The current grading plan appears to have areas that do not agree with the basin
delineation of the drainage plan. Please verify the basin delineation with the proposed
grading.

13. The Residential Point Chart which was submitted indicates that 71 acres of off -site open
space are being dedicated. The applicant has indicated that it is located on the east side of
Shields Street, east of this project. However, the applicant must schedule a meeting with
Tom Shoemaker, Director of the Natural Resources Department to identify the exact location
of the 71 acres. The applicant must submit a letter from Tom Shoemaker, stating the City's
intent to accept this open space dedication. This letter must be submitted by the revision
deadline or the Preliminary request will be "bumped" from the August Planning and Zoning
Board agenda.
14. Please submit an attachment for the residential uses point chart which explains how the
"points" requested for each criterion were calculated. For example, an itemized list is needed
which shows how $550,000 will be spent on neighborhood facilities.
This completes the review comments at this time. Additional comments may be forthcoming as the
various departments and reviewing agencies continue to review this request. Please be aware of the
following dates and deadlines to assure your ability to stay on schedule for the August 21, 1995
Planning and Zoning
Board hearing:
Plan revisions are due by noon on August 2,1995. Please contact me for the number of folded
revisions required for each document.
PMT's, renderings, and 8 folded copies of final revisions are due by 3:00 p.m. on August 14,
1995.

10. The Engineering Department offers the following comments:
a. Please indicate R.O.W. widths on the Site/Landscape Plan sheets and on the Plat.
b. Odd shaped cul-de-sacs need to be discussed with Staff.
C. The Phase I Environmental Site Assessment is for the wrong property.
Attached are additional comments from the City Engineering Department that pertain to the
Traffic Report, Site Plan, Plat, and Utility Plans and which must be addressed.
11. The Planning Department offers the following comments:
a. All documents should reference "Registry Ridge PUD, Preliminary" (e.g., Site Access
Study is for DALCO PUD).
b. Please number the Preliminary Site/Landscape Plan sheets "SHEET 1 OF 3", "SHEET
2 OF 310
, and "SHEET 3 OF 3".
C. Please re-evaluate the name of "Barb Court".
d. Please rotate the vicinity map so that it corresponds with the north arrow and add the
scale of the vicinity map.
e. Please add the Site Plan scale to each sheet.
f. Are any elevations of possible houses, community facilities available?
g. The number of parking spaces should reflect two garage parking spaces .or two
driveway parking spaces per unit for a total of 1,022 parking spaces. Two cars
parked in the garage would be blocked by two cars in the driveway.
Tract designations on the Site/Landscape Plan sheets should correspond to Tract
designations on the Overall Development Plan.
k. Please add notes which state "future access" at areas where streets are stubbed to the
west property line.
12. The Stormwater Utility Department offers the following comments:
a. Downstream easements are needed if the stormwater release in more than historic.
b. The applicant must work with the Natural Resources Department regarding wetlands,
transition areas, and water quality.
Additional comments from the Stormwater Utility are attached.
5. The Mapping Department offers the following comments:
a. E. Wahoo Court and West Wahoo Court should both be just Wahoo Court.
b. S. Kearsarge Court and N. Kearsarge Court should both be just Kearsarge Court.
C. S. King Court and N. King Court should both be just King Court.
6. The Water Conservation Specialist offers the following comments:
a. The landscape plan shall contain a general note calling for the review and approval by
the City of Fort Collins of any required landscape irrigation system, prior to the
issuance of a building permit.
b. The landscape plan shall include the total area (in square feet) for each landscape
category. Landscape categories are distinguished by their water requirements and
intended maintenance level. Examples of possible categories include, but are not
limited to, high water turfgrass, low water turfgrass, low water planting beds,
moderate water planting beds, and non -plant areas (paved areas, etc.) Please refer to
page 4 of the "Water Conservation Standards for Landscapes" for further guidance.
7. In addition to O.D.P. Comment 4, the Natural Resources Department offers the following
comments:
a. Do not use smooth brome or crested wheat grass in seed mixes. Both are exotic, pest
species (very invasive).
b. Use a short/mid grass, native prairie mix, not tall grass. Short mid/grass is native to
this site and will need less maintenance and will do better. Include species list on final
plan Also specify on plan that only native species (to F.C. UGA) will be used in open
spaces. Consider adding native flowers as well (e.g„ blue flax, coneflower). List each
species that will be planted and that any changes to the mix/plants will only take place
if approved by the Natural Resources Department.
8. A letter dated July 12, 1995 from Elaine Spencer of the Larimer County Engineering
Department is attached to this comment letter. There are several traffic study issues which
must be addressed.
9. The City Forester offers the following comments:
a. Medians (rotaries) at intersections appear to cause severe site visibility problems (SEE
ALSO ODP COMMENT #8 AND ENGINEERING COMMENTS).
b. Street trees at regular spacing need to be shown along Trilby Road.

Preliminary P.U.D.
1. Columbine Cablevision will need additional easements. These areas have been highlighted on
plans which will be forwarded with the Engineering Departments comments. In addition, they
would like to see the open spaces marked as open space and utility easement on the plat map.
These areas have been marked in blue on the plans.
2. U S WEST offers the following comments:
a. Review of these plans should not be construed as a commitment that telephone
facilities sufficient to serve this project are presently available. U S WEST will
provide telephone service in accordance with the rates and tariffs on file with the
Colorado Public Utilities Commission.
b. The developer is responsible for provision of all trench, street crossings, and ditch
crossings for telephone facilities within the project, and the developer pays up front
construction costs for facilities within the development.
C. Telephone facilities generally occupy rear lot utility easements, which must be located
on terrain which permits trenching operations: This plat should be changed to show
rear lot utility easements for rear lot distribution cable.
d. A 15' by 30' easement for three large telephone equipment cabinets would be required
in the general vicinity of the west central part of the project. All open space tracts
should be described as utility easements. U S WEST would require. a usable utility
easement along the south side of Trilby Road.
e. The utility plans do not show existing telephone cables, so we are unable to determine
how these plans might affect them. Any relocation of existing telephone facilities
required by these plans will be paid for by the developer.
3. Please add the legal description to the Plat.
4. The Poudre Fire Authority offers the following comments:
a. England Court is to similar in name to an already existing English Court and must be
changed.
b. Fire hydrants must be located within 400' of all dwelling units capable of 1,000 g.p.m.
with 20 p.s.i. residual pressure.
C. The minimum turning radius for fire apparatus is 20' inside and 40' outside.

d. The applicant must demonstrate that the construction of road and fire access will not
negatively affect wetlands. Neither road is needed if the O.D.P. is in compliance with
the Plan for the Region Between Loveland and Fort Collins.
e. The applicant must submit a survey of the wetland to determine the presence of Ute
Ladies Tresses Orchid (Federal Threatened Plant). The February plant study is not
adequate as it needs a better plant species list, etc.
f. It is "o.k." with the Natural Resources Department, in fact preferred, to remove all
Siberian Elm trees on the property (e.g., clump around buildings on Phase 6(A)).
� . The applicant must submit a letter from the Thompson Valley District that states their intent
to purchase and build on the proposed school site (Parcel H). A secondary use should be
listed on the O.D.P. for this parcel.
6. The Parks Department offers the following comments:
a. The Neighborhood Park as shown is in a major drainage channel for the entire project
and is unsuitable for the Parks Department's purposes.
b. The 1988 Parks and Recreation Master Plan is currently being updated and initial
findings indicate that this square mile of the City will not support a neighborhood park
at 7.5+ acres. Based on density the park site for this area should be between 3-5
acres.
C. If a site is selected in this development, it should be out of any major drainage
channel, located with adequate street frontage and be located adjacent to the school
site, so that parking can be shared.
d. At this time the Parks Department will not commit to locating a park in this
development, although some amenities could be included. The neighborhood parks
in this square mile and in the next square mile to the east, will be determined when a
school site is confirmed.
7.. The proposed street "rotaries" are a new concept for which the City has no standards. Is
landscaping planned in the middle? How would this effect sight distance? The applicant
should discuss this concept with staff and submit appropriate documentation to justify its
safety and functioning capability.
8. The Fort Collins - Loveland Water District and the South Fort Collins Sanitation District will
require a hydraulic master plan for the development shown in the O.D.P.

Dear Jim,
Staff has reviewed your documents for the Registry Ridge O.D.P. and Preliminary P.U.D., that
were submitted on June 19, 1995, and would like to offer the following comments:
Overall Development Plan:
1. The Poudre Fire Authority states that "fire access roads must be provided with year round
hard surface, marked and maintained."
2. U.S. West Communications states: "Review of these plans should not be construed as a
commitment that telephone facilities sufficient to serve this project are presently available.
U.S. West will provide telephone service in accordance with the rates and tariffs on file with
the Colorado Public Utilities Commission."
3. The Light and Power Utility Department will need to build about 3/4 mile of duct band from
the railroad tracks on the east side of Shields Street, west to the site. Although this won't be
an additional expense to the developer, the L&P Utility will need extra time to complete the
job.
4. The Natural Resources Department states the following comments:
a. Phase 5(L) is not in compliance with the Plan for the Region Between Loveland and
Fort Collins which was adopted by the City Council. This area is shown as proposed
open space in the Corridor Plan.
b. The acreage within the 100-year floodplain should all be in open space, not proposed
lots.
C. A 150-foot buffer area should be maintained between wetlands and lots. The buffer
area should be part of the natural open space.
