CONSULTANT: Frank Vaught, Vaught Frye Architects STAFF: Michael Ludwig, City Planner 1. With improvements on the street, when will you put in a traffic signal? What will the speed limit be? Will you do the streets so they are ready when the developer comes? A. We don't decide when the signal goes in. It is done only when the intersection warrants it. Traffic volume is one warrant criteria. It is likely that a signal will be installed within 2 years. 2. What about the speed issue? A. The county is responsible for setting the speed in this area. The county is in the process of completing a study for this area and is recommending a reduction of the speed limit. 3. How many units less are there than what Planning and Zoning approved? A. The previous maximum was 702 units. We are know proposing a maximum and now there are 608 (actually 610). This First Filing Final is a density of 2.3 dwelling units per acre. The overall density for the ODP is 3 dwelling units per acre. 4. On Trilby, will you be finishing the south side improvements? A. Yes-- the north side also. 5. In reference to the road improvements, will the utilities be moved.... like water, sewer, etc... on the north side? A. None really on the north side. We are proposing to locate most utilities 10 feet south of the center line. REA would put overhead utilities underground. Will there be bike lanes to the east? A. Yes. A. We made sure it came out at an open field so that headlights will not shine into someone's residence. 14. Would you explain the south end area again and what you are going to do with it? (PARCEL N) A. Nothing. The City is purchasing it for natural area/open space. 15. If the city does make it to a natural area, what does that mean? A. The City would create a management plan for the area with input from the public at additional meetings. 16. If it is just left there like it is then it will become a prairie dog village. A. If the,Mc Kee property were to develop it would be smaller. The prairie dogs would be addressed in the management plan. 17. In reference to access, how will people get to it (the open space)? I don't want them going through my land to get to it. A. At this time the only access would be from Registry Ridge. If McKee is acquired it may be possible to access from there. Don't really know at this time. 18. I'm not opposed to building houses there. It would effect me more as a natural area.(re: prairie dogs) 19. 1 think you have done a great job. Are you just hoping you order too much asphalt and finish the road? A. Shields Street and Trilby Road will be improved. 20. Taxes of this would benefit the city greatly. You could use the money for roads. A. Roads are usually built by a developer or as a capital improvement project. Most citizens don't want additional taxes to improve roads. 21. On Shields, going north.... is there a preliminary design for improvements? Will you need to take any property? A. No, able to stay in right of way. 22. 1 heard it should be 4 lanes. A. It probably will be eventually. It could be a capital improvement project. 6. That 7 acres for a school, what will happen to the site if a school doesn't go in there? A. ODP has alternate plan for 37 multi -family lots. A private school has also expressed interest. The agreement with the neighbors in states that this site will be reserved for a school for a period of 10 years. If not a school by then, it will become 37 units. 7. Once things start, what is to keep you from changing things? A. Document that says if we change anything then we have to go through an amendment which requires additional public hearings. 8. In reference to the commercial space, do you have any commitments for that? It was compared to Drake Crossing in the past. A. This will be nowhere near the size of Drake Crossing. The commercial component has been reduced to a range of 3 to 5 acres. This would accommodate approximately 3 buildings with one likely being a convenience store. Other uses might include a dry cleaner or small office. 9. Is it true that if Dalco doesn't get the 2nd phase approved, will it be submitted under the new city plan? A. The applicant must submit a PUD for the second phase by 5 PM on March 27th in order to be processed under the LDGS. If not, then it will be subject to the new CityPlan requirements. 10. If it is submitted by March 27th, when will it go to the Planning and Zoning Board? A. It will be June at the earliest if it is submitted after the 17th of March. 11. When would the First Filing get approved and start building? A. It is scheduled for the March P&Z. Then they have to finalize their utility plans and enter into a development agreement for the public improvements. It could be several months. 12. My concern is whether you will have to close Shields in May. I have a nursery on Shields and May is one of our busiest months. A. I'm not sure. No specific construction sequence is currently proposed. Typically would do one side of the road at a time 13. 1 agree with the concern with moving the road to Trilby. I was wondering where it came out.
