FINDINGS OF FACT/CONCLUSION:
The annexation of this area is consistent with the policies and agreements between
Larimer County and the City of Fort Collins as contained in the Intergovernmental
Agreement for the Fort Collins Urban Growth Area.
2. The area meets all criteria included in Colorado Revised Statutes to qualify for a
voluntary annexation to the City of Fort Collins.
3. The requested zoning of Transition (T) is warranted by a change of conditions on the
subject property as a direct result of the East Mulberry Corridor Plan currently under
development.
RECOMMENDATION:
Staff recommends that the Planning and Zoning Board forward a recommendation to the
City Council to approve the East Ridge Annexation with a zoning designation of Transition
Zone District (T).

FINDINGS and ANALYSIS:
1. Background:
The property is located within the Fort Collins Growth Management Area (GMA).
According to policies and agreements between the City of Fort Collins and Larimer County,
contained in the Intergovernmental Agreement For The Fort Collins Growth Management
Area, the City has agreed to annex property within the GMA which is eligible for voluntary
annexation according to Colorado Revised Statutes (CRS). The CRS requires 1/6 of the
property to be contiguous with the existing City limits. As proposed, 2,744 feet of
approximately 10,603 feet of the total property boundary is contiguous to the existing City
limits. This exceeds the minimum 1,7,67 feet required to achieve 1/6 contiguity. This
contiguity occurs through a common boundary with the property to the east of the parcel.
The surrounding zoning and land uses as follows:
N: FA1 (Larimer County) - agriculture
S: I (Larimer County) — gravel mining and processing
E: T — agriculture
W: O, 1 (Larimer County) — mobile home community, railyard
2. Zoning and Analysis:
The property is currently zoned Industrial (1) District in Larimer County. The City's adopted
Structure Plan, a part of City Plan, designates the site as Low Density, Mixed -Use
Residential. The City and Larimer County are currently developing a new land use plan for
the East Mulberry Corridor. This property is included within the study area. There are
currently two land use scenarios being discussed and considered as part of the framework
plan. One of the scenarios (framework plan B) includes changes to the current land use
designation for the East Ridge Annexation. The plan is currently within the development
stages, and is not expected to begin the adoption phase until the middle part of next year.
As a result, staff is recommending this parcel be zoned T - Transition. The property must
be rezoned in the future, consistent with the Structure Plan, prior to any development
occurring on the property.
3. City Council Hearings. -
City Council hearings on this proposed annexation and zoning will be held on the following
dates:
Initiating Resolution December 18, 2001
First Reading February 5, 2002
Second Reading February 19, 2002

PROJECT DESCRIPTION:
The East Ridge Annexation is a request to annex and zone 159.25 acres of land located
east of Timberline Road and south of East Vine Drive. The parcel is currently zoned
Industrial in Larimer County. The property is currently used for agriculture and is vacant
except for several buildings fronting Timberline Road. The annexation map includes the
annexation of Timberline Road and East Vine Drive, adjacent to the East Ridge Parcel.
The proposed zoning is T — Transition.
RECOMMENDATION: Staff recommends approval of the annexation and recommends
that the property be zoned T — Transition.
