submittal of the Group Home Review application.
5. The property is presently on City sanitary sewer service. There are existing 8" water mains
in West Prospect Road and La Reatta Court. The change in use will put the property in a
non-residential category from the standpoint of water and sanitary sewer charges. Please
contact Mary Young of the Water/Wastewater Department for information on the
amount of the new charges. She can be reached at 221-6681.
6. Plant investment fees and water rights will be collected at the time of issuance of the
remodel permit.
7. There are City of Fort Collins water conservation standards for irrigation systems and
landscape plans that may apply. A copy of the ordinance is available in the Planning
Department or, if you have specific questions about the ordinance, you can contact Tim
Clark at 221-6681.
8. The Building Inspection Department has offered the following comments:
a. The building rating will change from R-3 to R-4.
b. The building must be equipped with an automatic fire sprinkler system.
C. The necessary emergency exit lights must be installed.
d. Automatic and manual fire alarm systems must be installed.
e. The necessary smoke detectors must be installed.
f. Emergency egress windows for sleeping rooms must be installed.
9. The property is in the Canal Importation Storm Drainage Basin. Any development or
change in use that creates more than 350 square feet of additional impervious area (hard
surface such as driveways, sidewalks, structures, etc.) on -site is subject to the basin fees of
$6,181 per acre, pro -rated for the new impervious areas. No report is required if any new
impervious areas are under 350 square feet but the Stormwater Utility would like a letter
to that effect.
10. The Engineering Department has offered the following comments:
a. There apparently is no sidewalk along La Reatta Court at the present time.
Improvements may need to be made along that street.
b. The ultimate improvements to West Prospect Road are not yet done. With this
change of use request it will be important to figure out how this property will
participate in the street improvements.

COMMENTS
Request to relocate the existing Shamrock Manor Group Home for senior citizens to a property at
2914 West Prospect Road.
COMMENTS:
1. The property is in the RL - Low Density Residential Zoning District, which does not allow
the proposed group home use as a permitted "use -by -right". The request must go through
the City's Group Home Review process and a final decision on the request will be made
by the Planning and Zoning Board in a scheduled public hearing.
2. A maximum of eight residents are permitted in a group home setting in this Zoning
District.
There is a minimum separation requirement of 1,500' between group homes, as set forth in
the City Code; however, the Code allows a group home to be located without
consideration of the minimum separation requirement if the group home is separated from
other group homes within the area by a substantial natural or man-made physical barrier,
such as an arterial street. There may be an existing group home on the south side of West
Prospect Road (an arterial street) within 1,500' of this property. However, the reduction
in the separation distance shall be allowed only after the Planning and Zoning Board has
conducted a special review hearing to determine that the barrier and separation distance
are adequate to protect the City from any detrimental impact of an excessive concentration
of group homes in an area.
4. The Light & Power Department has stated that any increase in the power needs will
require additional electric charges if the increase exceeds 150 amps.

Shamrock Manor Group Home, which was presented before the Conceptual Review Team on
August 21, 1995.
This is a request to relocate the existing Shamrock Manor Group Home for senior citizens to a
property at 2914 West Prospect Road.
The comments are offered informally by Staff to assist you in preparing the detailed components
of the project application. Modifications and additions to these comments may be made at the
time of formal review of this project.
